Provincial Party Secretary and Provincial People's Committee Chairman directs all levels and sectors to resolutely implement growth targets.

The Provincial People's Committee Office has issued a notice on the Conclusion of the Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung at the regular meeting in December 2024. The notice clearly stated the direction of the Provincial Party Secretary and Chairman of the Provincial People's Committee: All levels, sectors and localities review and assess the practical situation to develop a growth scenario for 2025 suitable for each sector, field and locality to accelerate, make efforts and resolutely implement tasks and solutions, contributing to the implementation of the province's overall growth target (the annual growth target is over 10%).

The announcement of the Conclusion of the Provincial Party Secretary and Chairman of the Provincial People's Committee at the regular meeting in December 2024 clearly stated the results achieved in 2024 by Nghe An province in various fields. In addition, the announcement also pointed out the difficulties and challenges that require efforts from all levels and sectors in the coming time.

* Regarding the key tasks and solutions for the first quarter of 2025, the announcement clearly stated the direction of the Provincial Party Secretary and Chairman of the Provincial People's Committee, accordingly, all levels, sectors and localities review and assess the practical situation to develop a growth scenario for 2025 suitable for each sector, field and locality to accelerate, make efforts and resolutely implement tasks and solutions, contributing to the implementation of the province's overall growth target (the annual growth target is over 10%).

Focus on timely implementing the Resolutions approved by the Provincial People's Council at the 25th Session of the 18th Provincial People's Council, especially the Plan on socio-economic development and budget estimates for 2025.

The Department of Planning and Investment and the Department of Finance shall preside over and coordinate with relevant units to urgently advise the Provincial People's Committee to assign socio-economic planning targets, public investment, and state budget estimates before December 31, 2024 for implementation.

The Department of Planning and Investment presides over and coordinates with departments, branches and localities to advise on the Decision on key tasks and solutions to direct and manage socio-economic development in 2025 in conjunction with Resolution No. 01/NQ-CP of the Government; growth scenarios; advises on the establishment of working groups to manage contents related to socio-economic development tasks and growth scenario management.

The Department of Planning and Investment shall preside over and coordinate with relevant agencies to synthesize and report to the Provincial People's Committee before January 15, 2025 on reviewing and removing difficulties and obstacles related to projects (including public investment projects, private investment projects and investment projects under the public-private partnership method) according to the direction of the Ministry of Planning and Investment in Official Dispatch No. 10339/BKHĐT-TTr dated December 16, 2024.

Focus on carefully and qualitatively preparing contents to implement Party Congresses at all levels for the 2025-2030 term, towards the 20th Provincial Party Congress and the 14th National Party Congress.

Innovation in document preparation: Draft Resolutions must be practical, “brief, easy to remember, easy to understand, easy to implement” (accompanied by plans, projects, and action programs). The development of a personnel plan must be rigorous, in accordance with regulations, and the selection of staff must meet the requirements of the job.

The Department of Planning and Investment continues to closely coordinate with the Provincial Party Committee Office, the Editorial Board and relevant departments and branches to complete the first draft of the Political Report to submit to the Provincial Party Committee Standing Committee for comments in January 2025.

* Regarding the arrangement and streamlining of the organizational apparatus, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested the heads of agencies and units to focus highly and resolutely direct the urgent completion of the project to arrange and streamline the organizational apparatus according to the Central's orientation, the Plan of the Provincial Steering Committee and the Provincial People's Committee.

(Note: consider resolving actual problems to ensure reasonableness; do not let work be interrupted; do not let the situation of listening, waiting, neglecting tasks affect the progress of performing professional tasks, especially agencies and units that are planning to merge).

The Department of Home Affairs presides over the synthesis of the overall project to reorganize the apparatus of the government; synthesizes and reports weekly to the Provincial Party Committee's Organization Committee for general synthesis; advises and reports to the Provincial Steering Committee to ensure progress.

Relevant localities shall coordinate with the Department of Home Affairs to complete the arrangement of commune-level administrative units according to Resolution No. 1243/NQ-UBTVQH 15 dated October 24, 2024 of the National Assembly Standing Committee; ensure that new administrative units operate effectively immediately, without affecting the response to the requirements of people and businesses.

Pay attention to directing the resolution of issues arising after the reorganization (especially the ideological work of civil servants, public employees, and workers).

Focus on state budget management; resolutely implement solutions to promote disbursement of public investment capital.

The Department of Finance coordinates with the Provincial Tax Department and localities to review and evaluate revenues; strengthen the management of state budget revenues; thoroughly save expenditures, especially regular expenditures, to reserve resources for development investment and social security.

Departments, branches, localities, investors: Thoroughly grasp, seriously and effectively implement the direction of General Secretary To Lam on anti-waste; proactively have solutions to immediately and thoroughly handle problems and shortcomings, mobilize resources to quickly implement projects and works that are behind schedule, or have prolonged construction suspensions; handle the responsibilities of individuals and organizations, resolutely replace and transfer cadres with weak capacity, who do not dare to do, avoid, push away, or are afraid of responsibility in allowing projects and works to be behind schedule, or have prolonged construction suspensions.

Urge to speed up progress, carry out procedures for immediate payment of completed work, strive for the disbursement rate of public investment capital in 2024 to reach 95% of the plan assigned by the Prime Minister (disbursement deadline until January 31, 2025).

* For the 2025 public investment plan: Investors assign specific responsibilities to each individual to monitor the progress of each project and be responsible for disbursement results from the beginning of the year. Develop an implementation plan and commit to the monthly disbursement progress of each project; regularly organize work with contractors to remove difficulties and obstacles to speed up the implementation progress (for newly started projects: complete procedures before December 31, 2024).

Complete procedures for strategic infrastructure investment projects of the province: Cua Lo deep-water port, Vinh International Airport, Quynh Lap LNG power project,...

Focus on developing a medium-term public investment plan for 2026-2030 to ensure capital allocation is concentrated, focused, and key, not scattered or fragmented. Apply mechanisms and policies, especially Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly to increase resources to implement public investment projects in the new period.

* Regarding preparations for the Lunar New Year At Ty: Sectors and localities focus on carefully preparing activities for the Lunar New Year At Ty 2025 for people to ensure a joyful, healthy, safe, warm celebration, "leaving no one behind".

Strictly implement Directive No. 40-CT/TW dated December 11, 2024 of the Secretariat on organizing the Lunar New Year 2025, Directive No. 45/CT-TTg dated December 18, 2024 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2025; and directive documents of the Provincial Party Committee and Provincial People's Committee.

Party committees and authorities at all levels coordinate with the Vietnam Fatherland Front Committees at all levels to mobilize organizations and individuals to promote the spirit of "mutual love and support", support "Repaying gratitude" activities, build a "Fund for the poor"; speed up the progress of supporting the repair and construction of houses so that the poor can receive their houses early, in time for Tet.

The Department of Labor, War Invalids and Social Affairs advises on the effective implementation of policies for people with meritorious services, policy families, and ensuring social security, especially during Tet. Coordinate with the Provincial Vietnam Fatherland Front Committee to organize activities and programs to mobilize and support gift giving to the poor on the occasion of the Lunar New Year 2025 to ensure practicality and effectiveness (especially the program "Early Spring in the Highlands" in Bac Ly commune, Ky Son district and the program "Sentiment of Lam River - Spring 2025").

The Department of Culture and Sports guides, directs and organizes cultural and sports activities and events to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam and the traditional New Year of the nation to ensure practicality and meaning; advises on organizing the program "Spring Colors of Western Nghe An" (in Ky Son district).

Continue to promote administrative reform, especially administrative procedure reform, implement digital transformation, improve the investment and business environment to create favorable conditions for people and businesses; strengthen administrative discipline and order; improve the effectiveness of direction and administration at all levels, sectors and localities.

Ensure political security, social order and safety; strictly implement regulations on fire prevention and fighting, ensure traffic order and safety during the New Year, Lunar New Year and Spring Festival 2025. Promptly resolve newly arising complaints and denunciations at the grassroots level. Focus highly, prepare scenarios to respond to all situations that may occur in the area.
