Provincial Party Secretary: The Industry and Trade sector needs to summarize and clear key bottlenecks for development

(Baonghean.vn) - Provincial Party Secretary Nguyen Dac Vinh suggested that the Department of Industry and Trade needs to have some in-depth summaries on the areas in charge, especially proposing specific viewpoints and strategies to invest and operate industrial parks effectively.

On the afternoon of April 4, inspection delegation No. 1 led by comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with the Department of Industry and Trade according to Plan 179 - KH/TU of the Provincial Party Committee Standing Committee on inspecting, reviewing, and evaluating the implementation of programs and projects to implement the Resolution of the 18th Provincial Party Congress (Resolution).Also attending were comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee; Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, and representatives of leaders of departments, branches and sectors of the province.

Expected industrial and commercial targets achieved

At the meeting, according to the report of the leaders of the Department of Industry and Trade, the targets in the field of industry and trade of the province are expected to reach and exceed the targets of the Resolution of the Provincial Party Congress by 2020.

Specifically, the industrial structure continued to shift in the right direction, the proportion of industry - construction in the province's total social product increased from 27.1% to 34.5% in 2018 / the Resolution target (MTNQ) is 40 -41%.

In the period of 2016 - 2018, the average growth rate of industrial production value reached 19.01%/year, higher than the target of 17 - 18%; total retail sales of goods and consumer services increased by 11.8%/plan of 11 - 12%, expected to reach 120,000 billion VND by 2020, completing the Resolution's target; export turnover of goods increased by an average of 12.75%, expected to reach the target of 1.2 billion USD by 2020.

The delegation also heard the results of the implementation of the Project on developing electricity supply infrastructure in Nghe An province in the period of 2016-2020. According to the assessment of the Department of Industry and Trade, with the current implementation situation, the goal of bringing electricity to 100% of villages and hamlets in the province by 2020 is still facing many difficulties.

Because Nghe An currently has 185 villages and hamlets in phase 2 of the Project to supply electricity to mountainous communes and ethnic minority areas without electricity in Nghe An province that have not been allocated capital for construction, and 40 other villages and hamlets (including 25 villages and Mat Island that cannot connect to the national grid using renewable energy sources) also do not have electricity.

Also at the meeting, the inspection delegation listened to the results of 3 years of implementing the Plan to develop infrastructure in economic zones, industrial parks (IPs), and industrial clusters (ICs) in a synchronous and modern direction to meet the requirements of industrial development, high-tech industry and environmental protection; the work of reviewing and building additional policies and mechanisms for management and development of IPs and ICs in the province; and the development of commercial infrastructure in Nghe An province in the period of 2016-2020.

Accordingly, Nghe An currently has 6 industrial parks in the province’s Southeast Economic Zone and 3 industrial parks outside the economic zone. Many industrial parks have invested in infrastructure and attracted investors to put into effective production.

In addition, the province currently plans 51 industrial parks with a total planning area of ​​more than 1,119 hectares and up to now, 39 industrial parks have implemented planning steps, of which 22 industrial parks have enterprises investing in production and business.

Commercial infrastructure in the province has developed quite well in recent times; the methods of operation, management technology and business administration of various types of commercial infrastructure have gradually developed towards civilization, modernity and professionalism.

At the meeting, members of the inspection team made statements evaluating the results of implementing the set goals in the field of industry and trade.

Vice Chairman of the Provincial People's Committee Le Ngoc Hoa suggested that the relevant sector evaluate and review the mechanisms and policies for industrial zones; at the same time, regarding the implementation of infrastructure in planned economic zones and industrial parks, not only the Industry and Trade sector but also relevant departments and sectors need to proactively advise on the arrangement or mobilization of capital sources to ensure high results.

Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee proposed to review and re-evaluate the process and procedures for implementing documents for investors in industrial parks because it seems that the process for enterprises building factories in industrial parks is more complicated than building outside...

Identify bottlenecks that need to be removed

Concluding the meeting, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation requested the Department of Industry and Trade to summarize the major issues and key bottlenecks to have the most effective development solutions.

For example, for the development of economic zones and industrial parks, specifically in the Southeast Economic Zone, the industry must evaluate and calculate the planning associated with the forecast of Nghe An's development with a vision of at least 2025 to have specific steps. On the other hand, the industry needs to clarify the method of mobilizing investment capital from the Central, local and socialized sectors.

In particular, for the socialization of infrastructure construction in industrial parks, there are two methods: attracting investment enterprises such as VSIP Industrial Park, Hemaraj Industrial Park... or having policies according to the planning for investors to invest in infrastructure together. In addition, in the Southeast Economic Zone, in addition to industrial parks, there are areas for investment in services and entertainment.

From the above analysis, the head of the Provincial Party Committee suggested that the Industry and Trade sector needs to summarize the policy system, thereby proposing specific viewpoints and strategies to attract investment and operate industrial parks and urban areas in the Southeast Economic Zone effectively.

Or for the development of industrial parks, the Provincial Party Secretary also requested to re-evaluate this policy to have more effective implementation solutions, because currently the number of filled industrial parks is still limited.

Especially in the construction of industrial park infrastructure, under the condition of limited resources, investment should not be spread out but should be implemented in a rolling manner according to the priority order of investment efficiency.

Referring to trade development, the Provincial Party Secretary also said that it is necessary to summarize models to have a suitable direction, especially considering the development of a market system or having policies to attract businesses to develop convenience store chains to suit people's consumption needs...

Through the above analysis, Provincial Party Secretary Nguyen Dac Vinh requested the sector to absorb the opinions of the inspection team, complete the assessment report to meet the requirements, in which there should be some in-depth summary points in the areas of responsibility. From that summary, the sector will identify the points that need to be further resolved and promoted to better perform the tasks; at the same time, help the provincial Party Committee and government to better perform the management and operation work.
