Nghe An Provincial Party Secretary: Determined to complete construction and repair of houses for people on schedule
Provincial Party Secretary Nguyen Duc Trung requested the Steering Committees at all levels, heads of provincial agencies and units, especially district-level Secretaries, to focus on directing resolutely and quickly completing the program according to the set goals and plans, so that after July 31, there will be no more people facing housing difficulties and no more people having to live in makeshift, dilapidated houses.
On the morning of June 5, the Steering Committee for Mobilizing and Supporting the Construction and Repair of Houses for Meritorious People, the Poor, and People with Housing Difficulties in Nghe An Province held a meeting to evaluate the results of the implementation of Program 1838. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee chaired the meeting.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation.
Also attending were members of the Provincial Steering Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chief of the Provincial Party Committee Office, leaders of the State Treasury of Region X, the Working Group and Heads of the Steering Committees of districts, cities and towns.

Completed new construction and repairs 18,952

According to the latest review results, the total need for support for house construction and repair in the 2023-2025 period in Nghe An is 20,922 households, of which 14,437 households will be newly built and 6,485 households will be repaired, a decrease of 715 households compared to the period before January 18, 2025.
Of which, the socialized support program is 10,756 houses; 2 National target programs for sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas are 6,875 houses; The program to support construction and repair of houses for people with meritorious services to the revolution who have housing difficulties is 3,291 houses.

Since the Provincial Steering Committee meeting on March 14, 2025, the implementation of the Program has been focused on and directed resolutely and synchronously by Party committees, authorities, and Steering Committees at all levels.
The program received consensus and positive response from all walks of life, creating an exciting atmosphere and spreading throughout society.

From March 14 to June 3, the whole province completed and handed over to people for use 6,234 more houses, including 2,845 newly built houses and 3,389 repaired houses.
Accumulated throughout the program, as of June 3, 2025, the whole province has completed the construction and repair of 18,952 units, including 13,113 newly built units and 5,839 repaired units, reaching 90.58% of the total demand.

Hoang Mai Town completed the Program before May 19, 2025. From now until July 31, 2025, the time the province aims to complete the program, the total number of houses that need to be newly built and repaired is 1,970, including 1,325 newly built houses and 645 repaired houses.
Of which, the socialization program has 506 houses; 2 national target programs have 463 houses; and the housing support program for people with revolutionary contributions has 1,001 houses. Of the 1,970 houses that need to be built or repaired, 1,393 have started construction so far, while 577 have not yet started construction.

The total budget received from the programs is 1,501,332 billion VND; 1,090,332 billion VND has been disbursed. The remaining budget from the Provincial "For the Poor" Fund as of June 3, 2025 is 41,685 billion VND.
Although localities have actively implemented the program, progress in some localities is still slow and needs to be urged many times.

The number of houses that have not yet started construction is concentrated in 10 localities: Dien Chau 155 houses, Thanh Chuong 116 houses, Yen Thanh 96 houses, Con Cuong 82 houses, Hung Nguyen 64 houses, Vinh City 33 houses, Tan Ky 22 houses, Do Luong 3 houses, Anh Son 3 houses, Quynh Luu 3 houses.
The disbursement of funds to implement housing support policies for people with meritorious services is still slow. The screening of subjects in some localities in the initial stages is still not consistent and tight. Many families, although receiving financial support, cannot start construction for many reasons.

At the meeting, local leaders reported on the results of building and repairing houses for meritorious people, the poor, and people with housing difficulties in the area; raised a number of difficulties, obstacles, and recommendations; and committed to completing the program before July 31, 2025.
Particularly for 73 Dan Lai ethnic households in Khe Bung and Co Phat villages (Mon Son commune, Con Cuong district), it is forecasted that it will be very difficult to complete the program before July 31, 2025. Con Cuong District Party Secretary Nguyen Hoai An said that the transportation of raw materials at this time cannot be carried out due to serious landslides; land use right certificates have not been issued to people; people's economic conditions are very difficult; lack of workers...

Concluding the meeting, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee assessed that, after the Steering Committee meeting in March until now, the Program to mobilize and support the construction and repair of houses for people with meritorious services, the poor, and people with housing difficulties in the province has basically been actively and resolutely implemented.
Reviewing the results from the beginning of the program to date, the Provincial Party Secretary and Head of the Provincial Steering Committee commended Hoang Mai town as the first unit in the province to complete the entire program; highly appreciated the determination of 13 localities committed to completing the program before June 30, 2025; acknowledged, highly appreciated and commended the Provincial Fatherland Front Committee, departments and branches for their efforts in implementing the program in the past time.

In addition to the achievements, the Provincial Party Secretary noted the shortcomings. The province must meet the program's progress in the context of high pressure, high work requirements, large workload, and difficulties that the province is implementing and from July 1, 2025, the district-level activities will end.
The number of houses that have not yet started construction is 577 and needs attention and direction, Con Cuong district alone has 73 Dan Lai households in Khe Bung and Co Phat villages (Mon Son commune). The disbursement progress for the program to support the construction of new houses for people with meritorious services is still low; some cases have been approved and allocated funding but have not been implemented, and then had to be removed from the list for various reasons.

Emphasizing the viewpoint of the Provincial Steering Committee, Provincial Party Secretary Nguyen Duc Trung requested the Steering Committees at all levels, heads of provincial agencies and units, especially district-level Secretaries, to focus on directing resolutely and quickly completing the program according to the set goals and plans. This is considered one of the results of evaluating the level of work completion.
During the implementation process, it is necessary to effectively utilize and combine resources so that after July 31, there will be no more people in the province facing housing difficulties, no more people living in temporary or dilapidated houses. Strive to start construction of the remaining 577 houses before June 30, 2025.

Emphasizing the tasks and solutions in the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Steering Committees of the districts to focus on directing the completion of the remaining houses. Continue to proactively remove difficulties related to documents, procedures, land, mobilize resources, human resources, raw materials for implementation.
Clearly assign responsibilities to each member of the district-level steering committee to ensure smooth leadership and direction, and attach responsibility after implementing the policy of abolishing the district level and merging commune-level administrative units.

Continue to carefully review cases that are eligible for support but have not been implemented for various reasons to consider and make appropriate decisions with clear commitments.
To ensure the program's progress, Provincial Party Secretary Nguyen Duc Trung requested that the Secretaries of District Party Committees, City Party Committees, and Town Party Committees clearly define the responsibilities of the leaders, sign commitments, and take responsibility for completing the program in the area before the Provincial Steering Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee.

Provincial Party Secretary Nguyen Duc Trung assigned the Provincial Fatherland Front Committee to continue to perform well its role as the standing agency of the Provincial Steering Committee in advising, urging, and inspecting the program's progress; promptly advising and resolving issues proposed by localities to remove obstacles; proactively coordinating to prepare for the organization of the province-wide program summary; promptly commending and praising collectives and individuals with good working spirit and results, spreading the spirit throughout the province.
The Provincial Party Secretary assigned departments and branches to coordinate and urge localities to disburse capital sources; guide localities to complete documents and procedures according to regulations, especially the budget use program; resolve problems related to land issues, especially, create conditions for 73 Dan Lai households in Con Cuong district; continue to monitor and advise on removing policy problems related to specific target groups.

Socio-political organizations continue to promote and mobilize sponsors who have committed to fulfilling their obligations and call for more resources, especially for people in mountainous, remote and isolated areas.
Emphasizing that time is running out, Provincial Party Secretary and Head of the Provincial Steering Committee Nguyen Duc Trung requested that members of the Provincial Steering Committee take the time to inspect, grasp the situation, and direct the assigned localities to urge and ensure the completion of the program on schedule.
