(Baonghean.vn) - On the morning of November 26, National Assembly deputies: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Hoang Thi Thu Trang - Director of the Provincial Judgment Enforcement Department had a meeting with voters of Yen Thanh district.

Entering the voter contact program, delegate Hoang Thi Thu Trang - Director of the Provincial Judgment Enforcement Department announced the results of the 6th session of the 14th National Assembly.

Next, many voters frankly expressed their thoughts, wishes, as well as recommendations and proposals to the competent authorities at the central, provincial and district levels.

Voters Vo Van Diet (Phu Thanh commune) and Nguyen Van Phuc (Hung Thanh commune) both expressed their agreement with the policy of merging communes and hamlets to reduce the number of people receiving salaries and allowances from the budget. However, voters also expressed concern that, although the district and commune have developed a merger project and plan, the Central Government has not yet provided guidance on resolving issues related to facilities, staff after the merger, as well as salary and allowance regimes for staff taking on the work when the area and population of hamlets and communes after the merger have increased.

Voter Chu Minh Ly (Tho Thanh commune) reflected that the situation of "land brokers" in the auction of land use rights in rural areas is affecting the rights of people who want to buy residential land, affecting security and order.

This voter also pointed out the fact that mobilizing local resources is very difficult, mainly through auctioning land use rights, so he suggested that the province needs to regulate and increase the percentage of allocation back to the locality.

Many voters also reflected and proposed many issues such as: Law enforcement in many areas is not strict; administrative reform is not effective, procedures are still cumbersome; about the policy of mobilizing social resources from the people...

Some voters suggested that the province should have an investment policy for Yen Thanh district to develop agricultural production for export.

Before concluding the meeting with voters, National Assembly delegate Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation informed about some results of the implementation of the province's socio-economic development tasks in 2018.

The Head of the National Assembly Delegation also affirmed that the recommendations and reflections of voters will be fully received, synthesized and sent to competent authorities for research, resolution and response in the coming time. At the same time, the Provincial Party Secretary also clarified a number of issues of concern to voters.

Regarding the policy of merging communes, Head of the provincial National Assembly delegation Nguyen Dac Vinh shared the difficulties and hardships of the grassroots cadres, and affirmed that this policy is implemented on the basis of criteria on area and population size that have been specifically regulated. However, reality is posing difficult problems, so the Government is continuing to research, calculate and consider to handle it.

In the immediate future, without guidance from higher levels, the merger will be carried out on the basis of maintaining the same apparatus; between the two merged Party cell secretaries, one will be the secretary and the other will be the deputy secretary; as for the village chief elected by the people, the Provincial National Assembly Delegation will discuss with the Department of Home Affairs to study and implement. Regarding the financial mechanism, it is expected to be implemented according to the plan of allocating the total budget source to the commune and hamlet levels. If the commune or hamlet arranges and uses many cadres, the source will be divided into smaller parts; if there are fewer, the income of the grassroots team will improve and increase.

Receiving the feedback from voter Nguyen Ba Duc (Dong Thanh commune) regarding the regulations of the Provincial People's Committee on obtaining people's consent before carrying out procedures for granting mineral exploitation licenses, which are creating difficulties for businesses, Head of the National Assembly Delegation Nguyen Dac Vinh also clearly affirmed the province's policy of not wanting to expand the scope of mineral exploitation activities if not really necessary. Because in reality, mineral exploitation activities are causing many problems such as: environmental pollution, affecting the transportation system, and people's lives. The issuance of a number of regulations is also aimed at limiting negative impacts from mineral exploitation activities.

Head of the provincial National Assembly delegation Nguyen Dac Vinh also accepted the voters' recommendation that there should be a unified level of training degrees for specialists I and II in the health sector, equivalent to postgraduate training and doctoral training in general training activities to implement appropriate policies.
