Provincial Party Secretary Nguyen Duc Trung requested Quy Chau district to complete 579 houses on schedule.

On the morning of February 20, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee of the Program to mobilize and support the construction and repair of houses for the poor and people with difficult housing circumstances inspected the progress of the program in Quy Chau district.

Also participating in the inspection delegation were comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee; leaders of the Department of Construction, the Provincial Fatherland Front Committee, the Department of Labor - Invalids and Social Affairs, the Provincial Party Committee Office, and the Ethnic Minorities Committee.

Built and repaired 1,063 apartments, reaching 64.7% of the plan

Before working with the district leaders, Provincial Party Secretary Nguyen Duc Trung and the working delegation inspected the program implementation in two communes: Chau Thang and Chau Hanh.

Directly visiting each household, inquiring about the lives and the process of building and repairing houses of the people, the Provincial Party Secretary shared the joy with the households that had received support to build and repair houses, and were able to live in solid and spacious houses.

Presenting gifts from the Provincial Steering Committee 1838, the Provincial Party Secretary listened to the thoughts and wishes of the families approved for support in building and repairing houses; at the same time, encouraged the families to balance their resources, build and repair houses in accordance with their financial capacity and actual conditions, ensuring an increasingly improved life.

The households expressed their joy and sent their thanks to the Party committees, authorities at all levels, philanthropists, businesses, individuals and organizations that have supported the family in building and repairing more solid and sturdy houses.

Reporting on the program implementation results, Quy Chau District Party Secretary Nguyen Thanh Hoai said that Quy Chau is a mountainous district with a total of 4,110 poor households, accounting for 27.82%, 2,969 near-poor households, accounting for 20.10%, and 1,443 households of people with revolutionary contributions.

The total number of households approved for support in building and repairing houses in the 2020-2025 period is 1,642 households, of which 1,170 households were newly built and 472 households were repaired. After more than 2 years of implementation, Quy Chau district has supported the construction and repair of 1,063 houses, reaching 64.7% of the plan, of which 755 houses were newly built and 308 houses were repaired.

To date, the total disbursed budget of the district is 40,745 billion VND. The number of houses in the district that need to continue to be implemented is 579, of which, 415 are newly built and 164 are repaired. Quy Chau district strives to complete the program before August 30, 2025.

Quy Chau district frankly assessed that the housing program implementation process has not been consistent in terms of appraisal and approval of beneficiaries in the district. The program software data still has many shortcomings, some units have not fully entered information of households benefiting from the program. Local social mobilization resources are still limited.

During the inspection, leaders of departments, branches and the Provincial Fatherland Front Committee clarified the implementation results and discussed recommendations of Quy Chau district.

Acknowledging the results of Quy Chau district, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the Steering Committee of Quy Chau district to be more resolute and proactive in implementing and completing the construction and repair of 579 houses in the coming time; communes, organizations and unions should strengthen propaganda for people to build houses suitable to their families' economic conditions.

Vice Chairman of the Provincial People's Committee Bui Dinh Long also asked the leaders of Quy Chau district to continue to encourage people working far away to return to work in industrial parks in the province.

Determined, resolute implementation to complete the goal

Concluding the inspection, Provincial Party Secretary Nguyen Duc Trung assessed that Quy Chau district had seriously implemented the province's policies; leadership and direction were ensured. The district actively, proactively and closely carried out the review and approval of subjects.

Acknowledging the efforts of the Quy Chau District Steering Committee after more than 2 years of implementing the programs, and sharing the difficulties of the district, the Provincial Party Secretary emphasized that the district must continue to review very carefully, not to miss out beneficiaries of the programs; update and report implementation results weekly.

With 579 houses that the district must deploy in the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Steering Committee at the district and commune levels to direct decisively, considering this an important task with the highest determination, identifying this as a campaign.

To achieve the set goals, Quy Chau district must develop a specific plan, in which the goals and completion time are clearly defined, and responsibilities are clearly assigned to each member of the steering committee in charge of the area with the 5 clear principles: clear people, clear work, clear responsibilities, clear time, and clear progress.

Provincial Party Secretary Nguyen Duc Trung also requested Quy Chau district to pay attention to directing to ensure the conditions and criteria of the project, ensuring the 3 hard factors: hard foundation, hard wall, hard roof.

On the other hand, pay attention to propaganda so that people can build houses that are suitable to their economic conditions and capabilities, and do not let the house build up and create a debt burden. For families with limited human resources, the government and grassroots organizations need to step in to help with labor.

On the other hand, the district needs to continue to call for and mobilize resources to create more support for the subjects. The district can proactively advance from sources to implement the program to ensure the set goals and progress.

Provincial Party Secretary Nguyen Duc Trung also requested the sectors to identify and allocate resources early for localities, including Quy Chau district, especially the national target program for sustainable poverty reduction. Arrange sufficient counterpart funds from the budget, and if necessary, advance funds to implement the program to ensure progress.

The Provincial Fatherland Front Committee closely monitors the local situation, balances additional counterpart funds for households to build and repair houses from the 2025 national target programs to ensure the common ground.

During the inspection, Provincial Party Secretary Nguyen Duc Trung requested Quy Chau district to prepare well for the organization of party congresses at all levels, paying attention to the preparation of congress documents, personnel work and contributing ideas to documents at higher levels. Continue to effectively and efficiently carry out the revolution in streamlining the organizational apparatus, paying special attention to the ideological work of cadres and party members.

At the same time, Quy Chau district needs to pay attention to mobilizing local children of working age who are working far away to change their thinking and behavior and return to their hometowns to work in factories and enterprises in the province to improve their lives and meet the labor needs of businesses and investors.
