At Vinh City Martyrs Cemetery, the delegation of the Provincial Military Command offered flowers and incense to the martyrs' graves; expressing deep gratitude for the fighting and sacrifice of heroes and martyrs for the country of Vietnam to be peaceful, unified and have territorial integrity.

The provincial armed forces voluntarily promote the tradition of the heroic Vietnam People's Army, continue to unite, overcome difficulties, strive to successfully complete local military and defense tasks, contribute to maintaining political security and social order and safety, and create favorable conditions and environment for the province to develop its economy and society.

74 years ago, in December 1944, President Ho Chi Minh issued a directive to establish the Vietnam Propaganda Liberation Army. The directive emphasized: "The name Vietnam Propaganda Liberation Army means that politics is more important than military. It is a propaganda team..., at the same time it is the starting point of the liberation army, it can go from South to North...".

Implementing Uncle Ho's Directive, on December 22, 1944, in the forest of Nguyen Binh district, Cao Bang province, comrade Vo Nguyen Giap directly commanded the founding ceremony of the Vietnam Propaganda Liberation Army, consisting of 3 squads with 34 soldiers; led by comrade Hoang Sam as team leader, comrade Xich Thang (Duong Mac Thach) as political commissar, comrade Hoang Van Thai in charge of Planning and Intelligence, and comrade Van Tien (Loc Van Lung) as manager. The team was led by a Party cell. This was the first main unit of the revolutionary armed forces and the predecessor of the Vietnam People's Army. Later, the name "Vietnam People's Army" was given by President Ho Chi Minh with the meaning "Our army comes from the people, serves the people".
