Nghe An's mountainous districts propose to remove difficulties and speed up the implementation of 3 National Target Programs

On the afternoon of December 7, in the program of the 11th session of the 18th Provincial People's Council, term 2021-2026, 18 Provincial People's Council delegates from the constituencies: Ky Son, Tuong Duong, Con Cuong, Que Phong, Quy Chau, Quy Hop conducted group discussions. REMOVING DIFFICULTIES, SPEEDING UP IMPLEMENTATION OF 3 NATIONAL TARGET PROGRAMS

Discussing the socio-economic situation in 2022, delegates unanimously appreciated the positive results in all fields, especially breakthrough results such as budget collection, investment attraction, and education quality. This made voters and people in the province very excited.

Delegates also assessed that the management work of the Provincial People's Committee in 2022 was very drastic and effective, promptly concretizing the Party's policies and the State's laws. The mountainous districts also appreciated the timely assistance and support of the province and departments and branches in overcoming the consequences of natural disasters and floods.

Regarding the tasks in 2023, delegate Vuong Quang Minh - Secretary of Quy Chau District Party Committee suggested that the Provincial People's Committee should have solutions to overcome the situation of long-term advances that have not been recovered and the backlog of completed projects that have not been settled, because this situation is still large. At the same time, it is necessary to add more solutions to overcome the shortcomings and limitations in 2022, such as improving the investment and business environment; labor shortage.

"The province needs to recommend to the Central Government to soon issue documents guiding the implementation of the National Target Program on Sustainable Poverty Reduction; continue to recommend to the Central Government to remove obstacles and speed up the implementation of the Ban Mong Reservoir Project," said delegate Minh.

Appreciating the solutions for economic and social recovery and development, delegate Kha Van Tam - Chairman of the Provincial Labor Federation pointed out that the production and business activities of enterprises have encountered many difficulties due to lack of orders, especially enterprises in the garment and footwear industries, causing many workers to be unemployed, have their working hours cut, and have their employment terminated.

According to delegate Tam, through initial surveys, there have been more than 20 enterprises in the province that have experienced this phenomenon, affecting 3,000 workers, including 2 enterprises in Vinh City and Thanh Chuong District that have had to stop operations. It is forecasted that in 2023, the situation will become more complicated, so the Provincial People's Committee needs to supplement solutions to support enterprises, workers, and laborers.

Emphasizing that the province's investment attraction results are high, businesses are developing rapidly, but according to delegate Kha Van Tam, the province has almost no concentrated social housing for workers and laborers. Some social housing investment projects, although having investment policies, have not yet been implemented. From there, it affects the lives of workers and affects the attraction of laborers to work in businesses.

Discussing the implementation of the 3 National Target Programs, delegate Truong Minh Cuong - Secretary of Que Phong District Party Committee said that the implementation progress is very slow, including the difficult implementation of career capital. Currently, it is the end of the year, so the provision of seedlings and animals to the people will not be very effective. Therefore, it is recommended that the Provincial People's Committee and departments and branches provide guidance to mountainous districts sooner to speed up the implementation progress effectively in practice.

Concerned about this issue, Chairman of Ky Son District People's Committee Nguyen Huu Minh emphasized that after the flash flood in October 2022, the infrastructure status of some areas in the district has changed, so the preparation of estimates and approval of national target programs in the area has been slower.

On the other hand, the price of raw materials in the district is increasing, the district has sent a document to the departments asking for instructions on implementation. On the other hand, the departments and departments also need to guide the Ky Son Protective Forest Management Board to soon hand over the land to the district for people to manage and cultivate.

Analyzing in depth the reasons for the slow implementation of the three national target programs in the province, delegate Luc Thi Lien - Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council said that it is necessary to clarify which level is responsible for the confusion in the implementation process, from which appropriate solutions can be proposed.

SOLUTIONS NEEDED TO SOLVE THE SHORTAGE OF PRODUCTION LAND

Regarding sustainable poverty reduction policies, delegate Kha Van Tam - Chairman of the Provincial Labor Federation said that the province and its sectors and levels have paid attention and achieved certain results, but in general, the change is still slow. In particular, there are two problems: the lack of land for production of people in mountainous districts is still widespread; the number of effective economic models can be counted on the fingers.

Analyzing this issue in depth, delegate Nguyen Van Hai - Secretary of Tuong Duong District Party Committee said that currently, the area of ​​production land and rotational land of people in mountainous districts is increasingly limited, while people do not receive forest protection money. Therefore, the Provincial People's Committee needs to have solutions to ensure social security for the people.

Departments and branches can also study and advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution on support levels for people who are resettled freely, because currently many resettlement areas are being implemented very slowly, affecting people's lives.

Citing an article by Nghe An Newspaper about the situation of many forest protection officers in Thanh Chuong district quitting their jobs, delegate Nguyen Van Hai - Secretary of Tuong Duong District Party Committee said that this situation is not only happening in Thanh Chuong but also in many mountainous districts. The reason is due to heavy work, pressure, low and unstable salary and allowances. Therefore, the province needs to have solutions and recommend the Central Government to make appropriate adjustments. Because for mountainous districts, the forest area is very large, if there is no timely solution, the consequences will be very large.

In addition, the implementation of Decree 116 of the Government on the policy of supporting students and schools in communes and villages with special difficulties in mountainous districts still has many shortcomings, which need to be adjusted promptly to avoid complaints from the people. The Provincial People's Committee can also study and allocate more budget for mountainous districts to promote drug prevention, because this is one of the main causes of poverty.

Speaking at discussion group No. 4, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized that in 2022, despite many difficulties and challenges, the socio-economic development situation achieved many positive results. The main reasons were the consensus and solidarity of the Provincial People's Committee, the timely leadership of the Provincial Party Committee, and the facilitation of the Provincial People's Council. In addition, with the attention of the Central Government, the province developed comprehensively but with key priorities.

Regarding the shortcomings and limitations of 2022, the Deputy Secretary of the Provincial Party Committee said that it is necessary to add the resignation of 156 forest rangers and forest protection officers, from which there will be a basis for issuing support policies. In addition, the implementation of the Ban Mong Reservoir Project is still slow; the situation of mountainous people lacking land for production has not been completely resolved; the situation of land and forest allocation has been implemented for the 4th year but the budget has not been fully allocated.

Regarding the opinion of delegate Nguyen Van Hai about studying and submitting to the Provincial People's Council to issue a Resolution to support people who are resettled freely, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu agreed and said that Decision 1776/QD-TTg of the Government has expired, while many investment projects to build resettlement areas for people have not been completed for 7 years, so studying and issuing support policies is appropriate.

Regarding the tasks of 2023, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized many difficulties and said that the targets and objectives set by the Provincial People's Committee are appropriate. However, the Provincial People's Committee needs to propose solutions to promptly respond to the developments of gasoline prices that may increase, the situation of inflation that may be complicated; and to solve the problem of unemployment of workers when businesses encounter difficulties.
