Solutions are needed to ensure traffic safety on the North-South Expressway through Nghe An.
(Baonghean.vn) - The North-South Expressway section through Nghe An, from Truong Vinh tunnel (Nghi Son town - Thanh Hoa) to Dien Cat commune (Dien Chau, Nghe An) has been technically opened to traffic and has been in operation for 1 week. From actual traffic participation, it is possible to see some traffic safety risks on this route.
Specifically, in some sections from Quynh Hoa and Quynh Tan communes (Quynh Luu) to Quynh Vinh (Hoang Mai town) passing through mountains with slopes on both sides, or some other sections of the highway through Quynh Luu and Dien Chau districts, because the contractor has not yet finished installing the iron fence to protect the highway, there is a situation where some livestock such as goats and cows go close to the highway bank to look for food.
When we were on the North-South Expressway to the National Highway 48D intersection in Quynh Vinh commune, there was even a herd of goats grazing under the roundabout guardrail going down to National Highway 48D to the East. This is a potential risk to traffic safety, because vehicles on the expressway travel at quite high speeds.

Present,Nghi Son - Dien Chau expressway sectionThe maximum speed limit is 80 km/h, but in reality many vehicles travel at higher speeds; on both sides of the highway are hard iron guardrails, if you encounter obstacles or livestock, the risk of an accident is very high.
Besides, although vehicles have been allowed to circulate, units are still continuing to complete the residential roads below, some sections of iron fences separating the fields from the highway on the side of the road have not been completed and installed.
It is known that the communes where the North-South Expressway passes through include: Dien Dong, Dien Doai (Dien Chau); Quynh My, Quynh Hoa, Quynh Tan (Quynh Luu) or Quynh Trang, Quynh Vinh (Hoang Mai Town) are all communes with a fairly developed livestock farming industry of buffalo, cows, and goats. Letting livestock roam freely on the expressway poses a potential danger to people and vehicles on the road.

In a quick exchange with us, Mr. Phan Huy Chuong - Deputy Head of the Provincial Traffic Safety Committee said: The expressway has just been put into operation, so many people and vehicles participating in traffic going up and down are still confused. At first, when they are not familiar with it, the authorities will guide and remind them; at the same time, direct the localities where the expressway passes through to actively propagate to the people about the regulation prohibiting rudimentary vehicles from going up the expressway. In the near future, the Provincial Traffic Safety Committee plans to have a separate meeting with the project investor to agree on some contents to ensure traffic safety on this route.

To ensure traffic safety for the routeNorth-South Expressway through Nghe AnThe investor needs to review and direct the construction units to urgently complete the corridor protection fence. In addition, the Traffic Safety Committee of the districts and towns where the highway passes through needs to organize widespread propaganda so that people, especially goat farmers, do not graze freely in the area near the highway.

In particular, it is necessary to propagate and remind that the highway is only for cars and trucks under 10 tons; other rudimentary vehicles such as motorbikes and bicycles are not allowed on the highway. Currently, there is still a situation where people carelessly ride bicycles and motorbikes on the route.
Therefore, in the long term, localities where highways pass through need to launch communication and propaganda campaigns so that people living on both sides of the highway know that it is prohibited for primitive vehicles to use the highway; at the same time, educate people about the awareness of preserving and protecting traffic safety technical items, and not to arbitrarily dismantle or illegally close/open fences and highway guardrails.
