(Baonghean.vn) - Implementing the roadmap to build Do Luong into a town, on December 22, 2022, Nghe An Provincial People's Committee issued Decision No. 4129/QD-UBND approving the master plan for urban construction of Do Luong until 2040, with a vision to 2050.

Accordingly, the general urban planning of Do Luong belongs to the boundaries of 14 administrative units, including the existing Do Luong town, the entire area of ​​the communes: Boi Son, Trang Son, Dang Son, Dong Son, Nam Son, Bac Son, Yen Son, Van Son, Da Son, Lac Son, Luu Son and part of the area of ​​the communes Thinh Son and Hoa Son.

Do Luong urban area has an area of ​​7,930 hectares, of which the North borders Hong Son commune and Giang Son Tay commune; the South borders Trung Son and Xuan Son communes; the East borders Bai Son and Tan Son communes and the remaining Hoa Son and Thinh Son communes; the West borders Lam Son and Ngoc Son communes and Anh Son district.

Do Luong urban area functions as the political, administrative, economic, cultural - social, scientific, technical, service, tourism, and industrial center of Do Luong district and neighboring areas, playing a role in promoting the socio-economic development of the district, and is the core area whenDo Luong district becomes a town; is the East, West, South, North traffic connection point connecting the Western districts with Vinh city, Cua Lo town, Southeast Economic Zone and coastal districts of the province.

With a current population of 81 thousand people, by 2030, Do Luong Urban Area will have a population of 93 thousand people and by 2040 about 99 thousand people; of which, urban civil land is 7,900,112 m2.2; urban public land 1,340,060 m2; residential land 3,736,534 m2; urban green land 724,872 m2; urban traffic land 1,803,024 m2.

Do Luong is oriented to develop according toradial urban model, urban development from the existing center to all directions, connected by belt roads.

Specifically, it is divided into 3 development zones, of which: Zone 1 has an area of ​​2,860 hectares, including the entire current Do Luong town and the communes of Da Son, Luu Son, Lac Son and part of the communes of Trang Son, Dong Son, Yen Son, Van Son, Thinh Son, Hoa Son. Zone 2 has an area of ​​2,932.6 hectares, including the entire Boi Son commune, most of the area of ​​Trang Son commune and part of the area of ​​Dong Son, Yen Son, Van Son communes; Zone 3 has an area of ​​2,136.8 hectares, including the communes of Nam Son, Bac Son, Dang Son.

In addition to the above contents, the Decision approving the general urban planning of Do Luong by the Provincial People's Committee also orients the development of urban space including 3 areas: urban area (inner city), rural area, functional areas (outer city) and orients the development of the socio-economic infrastructure system.

Accordingly, for public works, the administrative and political center system by 2040, the land fund for the development of the agency and office system is about 58.38 hectares, of which, the new planning of the Administrative and Political Center of Do Luong district (later expected to be Do Luong town) in Yen Son commune belongs to the new center of Do Luong district; the unit level at commune and town level including the People's Council, People's Committee, Hall, and Police is basically located at the existing locations; security and defense works are kept intact, by 2030 the land fund will increase to 187.34 hectares.

Regarding education development, the plan basically maintains the current network of secondary schools and the new planLy Nhat Quang Secondary Schooland Do Luong 1 High School in Yen Son commune; the health system, along with upgrading and expanding Do Luong General Hospital, upgrading 3 health facilities including the town clinic, the medical center in Trang Son and Lac Son communes to meet standards, keeping 13 health stations at their current locations; at the same time, for non-public health, in addition to the implemented projects, new development orientation and planning for Bac Do Luong General Hospital in Trang Son commune, Tay Do Luong General and Specialized Hospital in Bac Son commune, Dong Do Luong General Hospital in Thinh Son commune.

To implement, according to the roadmap, the Provincial People's Committee will divide the investment into phases, accordingly, by 2030, plan, invest in construction and complete to meet the criteria to build an urban area.Do Luong to become a type IV urban area before 2025, Do Luong district will become a town before 2030; before 2025, complete and approve urban functional zoning planning projects; by 2030, focus on completing essential urban works; build a number of connecting infrastructure works, technical infrastructure...

Prioritize attracting and developing groups of projects with development motivation such as urban renovation and embellishment, upgrading Do Luong General Hospital, Vietnam General Hospital, Do Luong Medical Center, building a new Ly Nhat Quang Secondary School; building essential technical infrastructure systems for urban clusters, upgrading Do Luong Water Plant; building technical infrastructure centers, cemeteries, waste processing and solid waste treatment areas; upgrading and expanding National Highways 7A, 15A, 46B, 7C, Provincial Road 534 and the system of bridges connecting urban clusters.
