Coffee shop owner on the outskirts of Vinh city opens betting service during World Cup season

On December 1, the Criminal Police Department of Nghe An Province Police announced that it had successfully dismantled a gambling ring and gambling in the form of high-tech football betting organized by Luong Van Quan (born in 1994), residing in Nghi An Commune, Vinh City, with transaction amounts of up to hundreds of millions of VND, arresting 07 subjects and many exhibits.

Accordingly, Quan is the owner of a coffee shop in Nghi An commune, Vinh city. Taking advantage of the fact that the coffee shop had many customers coming to watch the World Cup football match, Quan solicited and then placed football betting bets with viewers. To commit the crime, Luong Van Quan downloaded and installed the Viva 88 application (a football betting app), then created a betting account and used 200 million VND to buy betting points from the bookmaker.

Before the matches, Quan will consult the betting odds on the websites and then inform the players and receive bets, on average each match the bettors bet from 1 million VND to 50 million VND. In addition, Quan also receives direct bets from customers who come to watch football at the coffee shop.

After a period of monitoring, in the early morning of November 28, 2022, the Criminal Police Department's Working Groups simultaneously arrested the subjects in the gambling and gambling organization ring led by Luong Van Quan.

Six other subjects were arrested by the police for gambling (football betting), including: Nguyen Minh Hai (born in 1993), Thach Quang Tien (born in 1979), all residing in Nghi Truong commune, Nghi Loc district; Nguyen Tien Quan (born in 1999), residing in Dien Hoang commune, Dien Chau district; Nguyen Van Phong (born in 1989), Le Tuan Dung (born in 1984) and Nguyen Hong Hanh (born in 1976), all residing in Nghi An commune, Vinh city.

Among these, Nguyen Minh Hai, Nguyen Tien Quan, Nguyen Van Phong and Nguyen Hong Hanh have many criminal records.

The seized evidence includes: 07 mobile phones, 01 Ipad, 01 book recording information of football bettors. The police also froze 06 bank accounts of the subjects.

Initially, the police agency proved and clarified that the amount of money the group used for betting was 200 million VND.

Currently, the Criminal Police Department is detaining the suspects and continuing to investigate and expand the case.
