Chairman of the Provincial People's Committee: Do not build too many high-rise buildings in Vinh City and other urban areas.
(Baonghean.vn) - We do not support the construction of too many projects in Vinh city as well as other urban areas in Nghe An. This is the viewpoint of Chairman of the Provincial People's Committee Thai Thanh Quy shared at the Provincial People's Committee meeting held on the morning of November 25.
The meeting aimed to hear reports on the socio-economic situation of Nghe An province in 2019, directions and tasks for 2020 and some other important contents.

The estimated growth rate of total product is 9.0%.
According to the report of the Provincial People's Committee, in 2019, the Provincial People's Committee directed sectors and localities to focus on production, business, and socio-economic development.
The growth rate of the province's gross regional domestic product (GRDP) in 2019 is estimated at 9.0%/plan of 9.0-9.5%; of which, the agriculture, forestry and fishery sector is estimated to increase by 4.81%; the industry - construction sector is estimated to increase by 13.51% (industry alone is estimated to increase by 14.92%); the service sector is estimated to increase by 7.51%; product tax is estimated to increase by 12.2% compared to 2018.
Budget revenue in the first 10 months of 2019 was VND 12,947.85 billion, reaching 95.9% of the estimate, up 18.8% over the same period. Estimated budget revenue for the whole year of 2019 was about VND 15,500 billion, reaching 114.8% of the estimate and up 10.2% over 2018. Estimated budget expenditure for the whole year was VND 24,945.44 billion, reaching 102.5% of the estimate.

It is expected that by the end of 2019, the whole province will have 258/431 communes meeting 19/19 criteria, recognized by the Provincial People's Committee as meeting new rural standards, accounting for 60.32% of the total number of communes. In 2019, Yen Thanh district will also meet new rural standards, bringing the number of district-level units completing tasks and meeting new rural standards to 4 units.

The basic construction work has been directed, urged to implement and speed up the disbursement progress; the disbursement rate of public investment capital in the first 10 months of 2019 reached 70.49% of the assigned plan, higher than the national average rate. Nghe An has focused on directing, inspecting and urging to speed up the site clearance and construction of projects, especially key projects.

The fields of trade, tourism, information and communication, transportation, finance and banking continue to have good growth. Foreign affairs continue to be expanded, the investment and business environment continues to be improved, creating favorable conditions for attracting investment; supporting and developing enterprises.
The cultural and social fields continue to have many positive changes. National defense, security, and social order and safety are ensured.
During the year, the Provincial People's Committee focused on directing the implementation of the "Year of Administrative Reform", creating conditions to better serve people and businesses, contributing to building an effective and efficient government.

Discussing at the conference, delegates said that the province's GRDP growth rate is not really sustainable, some key industrial products are growing slowly. The progress of implementing some key projects is still slow due to lack of capital; there are not many projects creating momentum for the province's socio-economic development.
Propose that the Provincial People's Committee should promptly assign the 2020 plan so that departments, branches and localities can be proactive in performing their tasks. Pay attention to investing in upgrading Vinh seaport and international airport to attract investment.

Some delegates expressed concerns about the delay in administrative reform; some district-level units have not actively implemented the key tasks of the administrative reform year; the timeliness and synchronization in implementing administrative reform of units and localities are still limited; the sense of responsibility, attitude, communication and behavior of officials and civil servants in some agencies and units are not proper...
Focused investment
Speaking at the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy emphasized that the province needs to create a push in administrative reform to create momentum for socio-economic development.
"Administrative reform is a process that requires perseverance. To be effective, it must start from the leaders. At the same time, if decentralization and delegation of power are strong, the responsibility and quality of advice of the sectors must also be improved," said the Chairman of the Provincial People's Committee.

The Chairman of the Provincial People's Committee also agreed with the opinions of many delegates at the meeting. That is, not supporting the construction of too many high-rise buildings in Vinh city as well as other urban areas in Nghe An; minimizing the adjustment of projects that do not have a positive direction and bring personal interests.
In addition to exploiting minerals to serve infrastructure construction in the province, control the granting of licenses to exploit resources excessively; do not add more hydropower projects, and redirect thermal power plans to wind power and renewable energy projects... to ensure sustainable development.
The Chairman of the Provincial People's Committee requested that the sectors that have agreed on the targets and solutions for socio-economic implementation in 2020 must focus highly and closely follow each set target for implementation.

Regarding the public investment sector, the Chairman of the Provincial People's Committee emphasized: In the period of 2016-2020, Nghe An province was allocated 82% of capital by the Central Government, completing 795 projects. Up to now, the province's public investment disbursement rate is among the localities with the highest disbursement rate in the country.
In the period from 2021 to 2025, the province's public investment work will not be spread out but must have a focus, key points, concentrating on projects that have a profound impact on the province's socio-economic development.
Comrade Thai Thanh Quy also affirmed that he will direct the Provincial People's Committee to soon assign plans to sectors and localities to implement tasks; maintain the province's growth groups....
At the morning meeting, the Provincial People's Committee unanimously approved the following draft reports:Results of implementation of the 2019 Public Investment Plan; tasks for 2020; Draft Resolution of the Provincial People's Council on the 2020 public investment plan; Report on results of investment promotion and foreign economic development in 2019, tasks for 2020.
Report on the implementation of state budget revenue and expenditure in 2019, state budget estimate in 2020; Draft Resolution of the Provincial People's Council approving the state budget revenue estimate in the area, local budget expenditure and local budget allocation plan in 2020; report on the state budget financial plan for 3 years 2020-2023.
Draft Decision promulgating Regulations on considering and awarding the titles of "Cultural Family"; "Cultural Village, Hamlet, Hamlet, Hamlet, and Residential Group"; "Commune meeting new rural cultural standards"; Ward and town meeting urban civilized standards; Agencies, units, and enterprises meeting cultural standards in Nghe An province.
