... Dear Congress!

During the past term, despite many difficulties and challenges, the Party Committee, government and people of Quy Chau district have united, promoted historical traditions, overcome difficulties, made efforts to organize and achieve many important results.

The economy continues to grow, the economic structure shifts in a positive direction; in agricultural, forestry and handicraft production, a number of economic models have been formed (dairy farming, fruit tree planting, tourism combined with preserving traditional craft villages) and typical products are quite prominent (sugar cane, agarwood).

Industry and construction grew well; infrastructure continued to be invested in and built; forest management and protection received attention. The National Target Program on New Rural Development achieved initial results.

Culture and society have achieved many encouraging results; 34/37 schools (91.9%) have met national standards; attention has been paid to the preservation and promotion of traditional cultural values ​​of ethnic groups in the area. The work of protecting and taking care of people's health, and population and family planning work has been focused on;

Attention has been paid to ensuring social security and policies for people with meritorious services; the material and spiritual life of ethnic minorities continues to improve, the poverty rate has decreased from 50.55% (in 2015) to 20.17% (in 2020); National defense has been consolidated and enhanced; political security has been stable, and social order and safety have been ensured.

The work of building the Party and the political system is regularly focused on; seriously and effectively implementing the Resolution of the 12th Central Committee, Session 4, on building and rectifying the Party in conjunction with Directive No. 05 dated May 15, 2016 of the Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle".

In addition to the achievements, I basically agree with the existing limitations and causes mentioned in the report. Accordingly, in the next term, the Quy Chau District Party Committee needs to seriously recognize and overcome the following limitations and shortcomings:

The economy has not had a breakthrough and has not effectively exploited the available potential of the locality;Vocational training and job creation are still limited; despite efforts, the poverty rate is still high compared to the provincial average (20.17% compared to 4%);

In the area, the crime situation and social evils, especially drugs, are still potentially complicated; the leadership capacity and fighting strength of some grassroots party organizations; the pioneering and exemplary nature and working style of some cadres and party members are still limited; the compliance with discipline and administrative discipline of cadres and civil servants in some agencies and units is not strict.

I propose that the Congress clearly analyze the causes of limitations and weaknesses, especially subjective causes, and draw lessons to find practical solutions to overcome them right from the beginning of the next term.

Dear Congress!

Quy Chau is located in the Phu Quy economic belt, a satellite of the economic center of the Northwest region of the province. This is a favorable condition to promote economic development, contribute to increasing the production capacity of industries and enhance the role of the district in promoting economic and trade exchanges in the region and between the region and other localities in the province.

Regarding the development orientation, goals, targets and main tasks and solutions stated in the Political Report and the draft Resolution of the Congress, which have been agreed upon by the Standing Committee of the Provincial Party Committee, I would like to note and emphasize some contents for us to discuss and decide:

One is,It is necessary to develop and complete socio-economic development plans in conjunction with district and provincial planning. Based on potential and comparative advantages, the district needs to identify specific directions for each sector and field in conjunction with mechanisms, policies, and prioritize resources to implement plans.

Second,The district needs to base on local characteristics and situations to develop agricultural and forestry economy; effectively promote existing forestry land area, promote conversion and reasonable development of land area for perennial forestry trees, specialty fruit trees, medicinal plants; strengthen management, protection of forest resources, and protection of forest environment.

Promote the application of science and technology, improve the efficiency of agricultural and forestry production, form areas for producing raw materials and medicinal plants; develop family economy, farms, traditional and new occupations and craft villages associated with cooperative models, create products with high economic value and competitiveness.

Attracting businesses to invest in the area, especially in agricultural and forestry production. Speeding up the implementation of the National Target Program on New Rural Development, associated with the OCOP Program "One Commune One Product".

Third,It is necessary to exploit the potential and strengths in tourism development, especially cultural, spiritual, ecological, adventure and community tourism associated with the chain of tourism products in the Northwest district of the province. Focus on investing in infrastructure development, linking tourism with the preservation and promotion of Thai ethnic cultural values.

Fourth,Strengthening the management and protection of mineral resources, minimizing the impact of changes in the environmental landscape, ensuring sustainable development.

Speed ​​up the progress of land allocation associated with forest allocation and forest protection; strengthen the inspection and management of forest activities, protection and development to promptly detect violations, and strictly handle violations of the law (especially acts of deforestation and forest destruction); absolutely do not allow the legalization of illegal buying, selling and conversion of forest land.

Five is,Direct the implementation of better quality improvement in the fields of health, culture and education. Increase investment in facilities and equipment for the health sector, improve the professional qualifications of medical staff and doctors; proactively prevent and fight epidemics, exploit existing facilities to improve the quality of medical examination and treatment for the people. Continue to improve the quality of the movement "All people unite to build a cultural life". Strive to soon complete the goal of schools meeting national standards.

Sixth,Innovate and improve the effectiveness of political and ideological education for cadres, party members and people, especially the work of organizing study and dissemination of Party Congress resolutions.

Strengthen inspection, stay close to the grassroots to continuously improve practical capacity and help the grassroots resolve problems and issues that arise; Implement well the principle of democratic centralism, promote the sense of responsibility and dynamism of individuals, actively study to improve professional qualifications, management and operational capacity.

Pay attention to the training and development of cadres, especially young cadres, promising cadres, female cadres, and cadres from ethnic minorities. At the same time, strengthen inspection and supervision work to strictly maintain Party discipline to continuously improve the quality of Party members and cadres from the district to the grassroots level.

Focus on leading the building of a strong government, Fatherland Front and mass organizations; Improve the management and operation efficiency of the government, the activities of the Fatherland Front and mass organizations, contribute to building the great national unity bloc, and build and consolidate an increasingly strong political system.

Dear Congress!

Along with focusing on evaluating the results of the implementation of political tasks in the past term, discussing and deciding on tasks and goals for the new term, the Congress also has the important task of discussing and contributing opinions to the documents of the 13th National Party Congress and the draft Political Report of the 19th Provincial Party Congress; electing the 26th District Party Executive Committee and electing the delegation to attend the 19th Provincial Party Congress.

I request the delegates to concentrate their intelligence and contribute their opinions to the Party's documents; at the same time, wisely select and elect the 26th District Party Executive Committee to ensure standards and structure, representing qualities, qualifications, enthusiasm, and the ability to successfully organize and implement the Congress Resolution; elect a delegation representing the intelligence and voice of 37 grassroots party organizations and more than 4,000 party members in the entire district to attend the 19th Provincial Party Congress.
