Chairman of the Provincial People's Committee: Nghia Dan needs to use land effectively to develop high-tech agriculture

On the afternoon of June 17, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, together with leaders of departments and branches, had a working session with the Standing Committee of Nghia Dan District Party Committee to evaluate the results of implementing socio-economic development tasks in the past time and the directions and tasks for the coming time.

ESTIMATED 6-MONTH GROWTH RATE IS 14.72%

Reporting to the Chairman of the Provincial People's Committee, Comrade Vo Tien Sy - Chairman of the People's Committee of Nghia Dan district said that in 2021, the economic growth rate of Nghia Dan district reached 14.3%. Of which, the agriculture, forestry and fishery sector increased by 11.42%; the industry and construction sector increased by 20.2%; the service sector increased by 9.66%.

Agricultural production has gradually innovated its production model in association with shifting crop structure and applying science and technology, initially creating links and producing agricultural commodities with high productivity and value. The growth rate of the industrial sector in 2021 reached 20.98% over the same period. The service sector still achieved a good growth rate, despite being heavily affected by the Covid-19 pandemic.

The district's budget revenue in 2021 reached more than 194 billion VND, exceeding nearly 40% of the estimate assigned by the District People's Council, equal to 150.77% of the province's plan. The public investment disbursement rate reached 100%, with 4 projects approved for investment by the Provincial People's Committee, adjusting the scale of 5 projects. The whole district has 17/22 communes meeting new rural standards, reaching 77.27% of the total number of communes.

The cultural and social fields and social security assurance have been given attention. The district has 57/65 schools meeting national standards. The poverty rate according to the old standards is 1.54%, the health insurance coverage rate is 78.42% of the population. Administrative reform and state management have been strengthened; national defense and security have been ensured, and social order and safety have been maintained.

In the first 6 months of 2022, the district's economic growth rate is estimated at 14.72%. Of which, the agriculture, forestry and fishery sector increased by 9.77%; the industry and construction sector increased by 19.27%; the service sector increased by 14.92%. Budget revenue reached more than 106 billion VND.

The quality of mass education, education of excellent students and gifted students continues to receive attention and achieves remarkable results, with 26 students achieving provincial-level excellent students and 14 provincial-level excellent teachers. New jobs are created for 1,195 workers. Administrative reform is strengthened, national defense and security are ensured.

Despite many positive results, Nghia Dan district also frankly assessed that the disbursement of public investment capital is still slow; land allocation and issuance of land use right certificates still face many difficulties; illegal land exploitation still occurs in some localities; administrative reform has many changes but has not met requirements...

At the meeting, leaders of departments and branches contributed many ideas to the development orientation of Nghia Dan district in the coming time. In particular, Nghia Dan was requested to pay attention to building attractive tourism products; strengthen the construction of cultural institutions; pay attention to solving jobs for workers; strengthen industrial promotion work; pay attention to planning raw material areas for large factories, promote the development of OCOP products...

Director of the Department of Science and Technology Tran Quoc Thanh said that Nghia Dan needs to identify advantages with Thai Hoa Town to form regional links along the National Highway 48 corridor, increasing investment attraction in the fields of forestry and agricultural processing. On the other hand, research on reactivating high-tech agricultural zones, attracting businesses to invest; promoting advantages in location, space, and landscape to develop tourism associated with agriculture; paying attention to the movement of innovative startups.

HIGH-TECH AGRICULTURE IS THE FOUNDATION FOR DEVELOPMENT

Concluding the working session, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that since attending and directing the 29th District Party Congress in August 2020, returning to Nghia Dan this time, he was very excited about the results the district has achieved and always believed that Nghia Dan will achieve the set development goals.

Assessing Nghia Dan as a district with certain advantages but more difficulties, combined with the impact of natural disasters and the Covid-19 pandemic, the Chairman of the Provincial People's Committee said that the district has overcome difficulties to achieve the socio-economic development goals.

Notably, the district has actively implemented the work of preventing and fighting the Covid-19 pandemic; the growth rate is high (14.31%), budget collection, investment attraction are good, new rural construction is quite good; public investment disbursement in 2021 reached 100%; culture - society has made many advances; national defense - security, order, and social safety are basically guaranteed, creating stability for development. Especially the solidarity, unity, and efforts within the organization to be determined to achieve the set goals.

Based on the shortcomings and limitations of the district, in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung suggested that the district continue to closely follow the goals and tasks in the Resolution of the 29th District Party Congress. In particular, it is necessary to review whether any goals and tasks need to be adjusted. Thereby, striving to bring the district to meet new rural standards, no later than 2025; striving to soon turn the district into a high-tech agricultural economic center of the province.

On the other hand, the district needs to review planning types that are suitable to the district's characteristics and meet both short-term and long-term development requirements, maximizing the district's potentials and advantages.

In particular, attention should be paid to spatial development planning, especially the space along traffic axes such as National Highway 48, National Highway 48B, National Highway 48D and Ho Chi Minh Road. On the other hand, the planning must be inter-regional between Nghia Dan - Thai Hoa, connecting the Northwest region with the Quynh Luu - Hoang Mai region, and linking with Nghi Son (Thanh Hoa).

Regarding economic development, Nghia Dan still has to take agriculture, in which high-tech agriculture is the foundation, at the same time develop the processing industry, gradually form urban areas and develop services, eco-tourism experiences associated with agriculture. Implement well the problem of effectively using agricultural land to apply high technology. Continue to research and form high-tech agricultural zones, thereby forming mechanisms and policies to attract new investors, creating conditions for existing investors to expand their scale of operations.

Nghia Dan district also needs to continue developing processing and manufacturing industry activities, but the district needs to identify suitable locations. Develop eco-tourism associated with agriculture, experiential tourism, trying to attract a large number of tourists.

Appreciating the district's efforts in attracting investment in recent times, the Chairman of the Provincial People's Committee said that, in addition to land and human resources, the important issue is the spirit of learning, goodwill, and readiness of the government. So that when investors come, they will have sympathy and want to invest immediately. The district needs to review the land of industrial parks and industrial clusters to attract investment. At the same time, it is necessary to pay attention to the fields of startups, innovation, and support existing businesses.

In the work of mobilizing and using resources, the head of the provincial People's Committee requested Nghia Dan district to select investment projects, especially projects with connectivity, using resources in a focused and key direction, not spreading them out. Organize, implement, strictly manage and use the 3 national target programs for the right purposes and effectively. In addition, it is also necessary to pay attention to investing in people's infrastructure to serve people's lives.

Nghia Dan also needs to strengthen management of exploitation and rational and effective use of resources; use land economically and effectively in the direction of both good use of resources, not affecting the environment, ensuring sustainable development and stable life for the people.

In addition to economic development, Chairman of the Provincial People's Committee Nguyen Duc Trung requested Nghia Dan to pay attention to people's health care, speed up the progress of Covid-19 vaccination, especially for children aged 5-10. Improve the quality of education, preserve and promote cultural identity, social security, create jobs, and policies for people with meritorious services.

At the same time, improve the effectiveness and efficiency of State management, promote administrative reform, improve the investment environment to create the most favorable conditions for people and businesses. Correct working style and manners; improve public ethics, awareness, responsibility, and professionalism of cadres, civil servants, and public employees, especially at the grassroots level.

The implementation of the Party's guidelines and policies and the State's laws in practice must promote grassroots democracy and create high consensus among the people; must be imbued with the viewpoint that the government is to serve and is for the people, because the task of taking care of people's lives belongs to the government.

To carry out the above tasks, according to the head of the provincial People's Committee, Nghia Dan district must strengthen the goal of ensuring national defense - security, foreign affairs, social order and safety, creating a favorable environment for socio-economic development. In the work of handling complaints and denunciations, it is necessary to resolve cases right at the grassroots level, not allowing them to become hot spots.
