Chairman of the Provincial People's Committee: Vinh City 'is wearing a shirt that is too tight, needs to change to a new one'

On the afternoon of September 17, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung had a meeting with leaders of Vinh city on the results of implementing Decision No. 2468/QD-TTg dated December 29, 2015 and implementing Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister on the development of Vinh city.

NOT WORTHY OF POTENTIAL

On December 29, 2015, the Prime Minister signed Decision No. 2468/QD-TTg ondevelopVinh citybecome the economic and cultural center of the North Central region by 2020.After 5 years of implementation, Vinh city has developed and achieved remarkable results.

The average growth rate in the period 2016-2020 reached 8.62%, the target according to Decision 2468/QD-TTg is 12.5-13.5%. The average added value per capita in 2016 reached 64.14 million VND, estimated to reach 104.95 million VND in 2020. The economic structure shifted in the right direction and positively. In 2020, the total budget revenue in the area is estimated at 5,470 billion VND, 1.82 times higher than in 2015. The poverty rate is 0.25% / target below 0.5%.

Implementing Decision 2468/QD-TT, a number of industries and fields have had clear developments, gradually forming factors.regional center, including: Education - Training; Healthcare, Information Technology - Communications; Science - Technology; Tourism. However, some industries and fields still have difficulties in developing to become regional centers such as: Finance, Trade, High-tech Industry, Culture, Physical Education - Sports.

Vinh City also frankly admitted that the above results are not commensurate with the potential and set goals; the economic growth rate is not high, lower than other type I cities in the country.

Vinh City has not made any outstanding breakthroughs compared to other cities in the North Central region, especially in terms of regional connectivity, training high-quality human resources, and lacks typical tourism products commensurate with its position and creating highlights to attract tourists.

In addition, the urban infrastructure system is not synchronous, local flooding, traffic congestion, environmental issues have not been thoroughly handled; there are not enough resources to create breakthroughs for large projects; some important traffic works and urban space expansion have not been done; planning, urban and land management are not strict and effective...; there are still many conditions lacking to be worthy of the role as an integration and development center in many fields of the North Central region.

BUILDING A CIVILIZED AND MODERN VINH CITY

Pursuant to Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister, Vinh City has advised the Provincial People's Committee to adjust and supplement the contents of the Project, Plan, Program, and Project to suit the socio-economic development in the area.

Vinh City also sets out many tasks and solutions in various sectors and fields with the goal of building Vinh City into a civilized and modern city, the center of the North Central region in the spirit ofResolution 26 of the Politburo.

At the meeting, leaders of departments and branches frankly assessed the results that the city has achieved in recent times; at the same time, they contributed many enthusiastic ideas to help Vinh city become the center of the North Central region in over 10 sectors and fields.

Considering that Vinh City has many opportunities when VSIP and WHA Industrial Parks in the province are operating, Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee said that the city must take advantage to mobilize resources and attention from the Central Government for important projects, take the lead in startup technologies, and have mechanisms to encourage business households to develop, thereby avoiding tax losses.

The Vice Chairman of the Provincial People's Committee also emphasized that Vinh City needs to plan to have good infrastructure in industrial parks, thereby attracting many enterprises to produce high-tech products, preparing infrastructure to create a premise for expanding Vinh City's urban space.

ISSUING SPECIAL MECHANISM FOR VINH CITY

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that implementing Decision 2468 of the Prime Minister, Vinh City has achieved some results but basically there are still many issues that have not met the target.

Analyzing the causes, the Chairman of the Provincial People's Committee said that the Resolutions and Decisions were not linked to resources, leading to Vinh City not achieving its goals. In addition, the city has not yet proposed specific plans and solutions; has not clearly identified priority areas, and has not expanded urban development space.

Based on the results achieved and the set goals, the head of the Provincial People's Committee said that Vinh City and its departments and branches must make more efforts and join forces with each other; Vinh City must join forces with businesses to have resources to implement the set goals and requirements.

Considering that Vinh City is "wearing a shirt that is too tight and needs to be changed", the Chairman of the Provincial People's Committee requested Vinh City to pay attention to building, managing and implementing the planning, placed within the general planning of Nghe An province. During the process, a specific roadmap and plan must be determined.

Besides, Vinh City also needs to pay attention to other planning to expand development space; land use planning to promote the potential and efficiency of land funds in the area.

Vinh City must choose from 10 areas to develop into a regional center in order of priority for 5 areas with prerequisites; for 5 areas with difficulties, there will be a longer roadmap.

Emphasizing that investing resources in Vinh City is legitimate, the Chairman of the Provincial People's Committee said that it is necessary to focus and invest with focus and key points. Therefore, he suggested that Vinh City review and arrange priorities. In particular, priority should be given to projects that expand urban space and create economic development axes.

Regarding the development of Vinh City into a smart city, the Provincial Chairman requested the Department of Construction to closely follow the Central Government to try to add Vinh City to the list of pilot cities for sustainable smart city development in the period of 2020 - 2025 and orientation to 2030 according to the Prime Minister's decision.

Regarding the specific mechanisms for Vinh City, the Chairman of the Provincial People's Committee said that this is a legitimate reason and the province will study and discuss specifically to issue appropriate mechanisms in the general spirit of supporting Vinh City to develop, creating better resources for the city.

However, comrade Nguyen Duc Trung also said that Vinh City should not rely too much on the State budget but must actively mobilize other resources, especially from investors. To do so, Vinh City must promote administrative reform, improve public service responsibilities, attitudes of authorities, cadres, civil servants, promote focused investment promotion, and approach large corporations.

To effectively carry out the above tasks, the Chairman of the Provincial People's Committee requested that departments and branches closely coordinate with Vinh City, have specific focal points, and have assessments and summaries for each stage./.
