Focus on propaganda and dissemination of legal education for special subjects

Promoting the application of IT in popularizing and educating the law
In the period of 2017-2021, localities and units in the province have identified the task of legal dissemination as an important, regular, continuous task, with close coordination between levels and sectors. Many projects have assigned specific tasks to departments, branches and sectors, creating conditions for the work of legal dissemination to go into depth.
Attention has been paid to the dissemination and education of the law to specific groups. Typical examples include maintaining the "Community Support in Preventing Human Trafficking" Clubs in remote areas; organizing dialogues on policies on safe migration and preventing human trafficking; compiling and distributing 8,000 leaflets and brochures; 08 thematic films on preventing drug crimes, human trafficking, illegal migration; providing legal advice and legal aid to 4,800 prisoners.

Many pilot models in legal dissemination have been built and replicated. Notable examples include the model of the Legal News Club in 7 wards in Cua Lo town with more than 1,000 members; the model of legal dissemination through mock trials in Dien Chau, Que Phong, Thanh Chuong districts; the model of peaceful parishes without law violators in Thai Hoa, Tan Ky, Quynh Luu, Nghi Loc; the model of self-prevention, self-management, self-protection, self-reconciliation, and crime reporting in Quynh Luu, Hoang Mai; the model of farmers participating in protecting border sovereignty in Anh Son...
Legal dissemination work is carried out in many diverse and flexible forms, especially during the complicated period of the Covid-19 pandemic, sectors and localities have promoted the implementation of innovation projects, increased the application of information technology in legal dissemination work in the province. In 2021 alone, the whole province organized 6,365 direct legal dissemination conferences for 1,900,149 participants; 772 legal knowledge competitions, mainly online, for 392,220 participants.

The Provincial Legal Education Council has also focused on strengthening, perfecting, and supplementing the team of legal reporters and legal propagandists at all levels. Currently, the province has 110 provincial-level legal reporters; 843 district-level reporters; and 4,378 commune-level reporters.
However, the current human resources for legal education and propaganda work are still not guaranteed in terms of quantity and quality. Many local units have not arranged enough people to do legal education and propaganda work or have them work concurrently, so the work efficiency is not high. Coordination between relevant agencies in implementing legal education and propaganda programs and projects is not regular. Speaking at the conference, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that in the coming time, it is necessary to maintain the effective implementation of programs and projects on legal dissemination. In particular, focusing on key areas of law violations, employees and employers in enterprises; officials and people in border areas, islands, people serving prison sentences; people subject to judicial measures, people newly released from prison reintegrating into the community, juvenile law violators, homeless people. At the same time, promoting the application of IT in legal dissemination work in accordance with the current development trend of society and international integration.
Recommendations to remove difficulties in arranging legal staff
On this occasion, the Provincial People's Committee also organized a review of 10 years of implementing Decree No. 55/2011/ND_CP dated July 4, 2011 of the Government regulating the functions, tasks, powers and organizational structure of legal organizations in Nghe An province.
After 10 years of implementing Decree 55, legal work in Nghe An province has been put into order and operated effectively. Legal organizations and legal officers at specialized agencies under the Provincial People's Committee and state-owned enterprises under the management of the Provincial People's Committee have increasingly promoted their role in advising and assisting heads of agencies and units in performing tasks related to legal work, contributing to improving the effectiveness and efficiency of state management in localities.

However, according to Decree No. 55, the establishment of a legal organization in 14 specialized agencies under the Provincial People's Committee is mandatory. Meanwhile, in the joint circulars between the Ministry of Home Affairs and the specialized management ministry, the organizational structure of 14 specialized agencies under the Provincial People's Committee does not stipulate a legal department.
Therefore, the implementation process is not feasible. Departments and branches do not establish legal organizations, do not have specialized legal officers, but only assign office staff and inspectors to concurrently perform legal work. This leads to difficulties in grasping the contact points to implement the tasks.
Regarding this issue, Nghe An province recommends that the Government clearly define the responsibilities of ministries, branches and localities in perfecting the apparatus, arranging and assigning cadres and civil servants to do legal work in the direction of professional specialization. Regulations on the legal organization model are in a number of specialized units under a number of specialized agencies of the province such as Article 9, Decree 55.

These units will perform additional functions and tasks related to legal work with similar functions and tasks. Thus, there will be no difficulty in staffing and flexibility in the use of staff. For the remaining agencies, staff will be assigned to be in charge of legal work.
At the conference, 7 groups and 9 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in 5 years of implementing the law dissemination and education program in the period 2017-2021; 6 groups and 5 individuals were awarded Certificates of Merit by the Provincial People's Committee for their outstanding achievements in 10 years of implementing Decree 55/2011/ND-CP dated July 4, 2011 of the Government on legal work in Nghe An province.
