Digital transformation promotes socio-economic development in Thai Hoa town.

Meeting the needs of citizens and businesses.

Hoa Hieu Ward is one of the leading units in administrative reform and digital transformation in Thai Hoa town. Internal processes and electronic procedures for receiving, processing, and delivering results of administrative procedures are implemented synchronously and effectively.

Comrade Nguyen Manh Hung - Secretary of the Party Committee and Chairman of the People's Council of Hoa Hieu Ward, shared: "Identifying digital transformation as a central, continuous, and breakthrough development step, the Party Committee actively promotes awareness among cadres, Party members, and people in the area; paying attention to promoting the application of information technology, gradually building a digital government. To date, 100% of cadres and civil servants are equipped with computers with internet access and printers to serve their work. The application of digital signatures, digital certificates, and the issuance of electronic documents on the document management and operational system have been implemented; the rate of online processing of public service applications has reached over 90%. Most information on administrative procedures is encoded using QR codes and publicly available at the One-Stop Service center."

With the strong determination of the entire political system and the active participation of the people and businesses, digital transformation activities in Hoa Hieu ward and Thai Hoa town have achieved positive results. To date, the town has completed the issuance of citizen identification cards to 100% of eligible residents, is the first district-level unit in the province to issue social security accounts, and has updated 100% of worker data into the national population database.

The town's IT and telecommunications infrastructure has been invested in quite comprehensively, in line with the goals and plans, and basically meets the needs of the current digital transformation tasks, specifically: 100% of blocks and hamlets have high-speed internet and 4G coverage; approximately 90% of people of working age have smartphones; and over 80% of retail stores have used cashless payment applications.

The digital transformation process, along with the improvement of public service ethics in Thai Hoa town, has facilitated administrative procedures for citizens and businesses. Mr. Ho Cong Chinh from Tan Thanh block, Hoa Hieu ward, shared: "Digital transformation has made administrative procedures very convenient for people, allowing easy access to information. Procedures are resolved quickly and on time, saving people a lot of time and effort."

To date, 100% of the one-stop service centers in Thai Hoa town and its communes and wards have been equipped with automatic queue number dispensing machines, computers with internet access, printers, and scanners to help people look up and submit online public services; 100% of communes, wards, and hamlets have established community digital technology teams.

Healthcare facilities have implemented health insurance-covered citizen identity cards for medical examinations and treatments, following the Ministry of Health's guidelines, at 100% of healthcare facilities providing health insurance-covered services (Northwest Nghe An Regional General Hospital, commune and ward health stations, and Dong Hieu Multi-Specialty Clinic).

Currently, Thai Hoa town has 320 small and medium-sized enterprises; 100% of businesses in the town have been connected to and are using the Internet for their work. Businesses have been using digital signatures to execute electronic contracts, pay taxes electronically, issue electronic invoices, etc.

Create new motivation

In implementing Resolution No. 09-NQ/TU dated August 5, 2022, of the Provincial Party Committee on the digital transformation of Nghe An province by 2025, with a vision to 2030, Thai Hoa town has comprehensively and synchronously implemented tasks related to digital transformation, applying information technology in state management at all levels of government, building population data towards the formation of a digital government, digital society, and digital citizens, contributing to promoting socio-economic development in the area.

Simultaneously, Thai Hoa town actively implemented Directive No. 23-CT/TU dated May 27, 2023, of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership to promote the implementation of Government Decree 06/CP in Nghe An province, creating positive changes and making an important contribution to administrative reform throughout the province and serving the goal of digital transformation.

Recognizing digital transformation as an inevitable and objective trend, and a crucial driving force for socio-economic development, immediately after the Central and Provincial Party Committees issued directives and resolutions, Thai Hoa town promptly issued a plan to promote digital transformation towards building a smart city in the town area for the period 2022-2025, with a vision to 2030.

Simultaneously, the dissemination of information to support digital transformation has been comprehensively and promptly implemented by Party committees, government agencies, the Fatherland Front, and various departments, branches, and organizations from the town level to the grassroots. All levels of government have intensified efforts to promote and guide the application of digital technologies to officials, Party members, and all segments of the population in the town. The forms of communication are diverse and rich, with many practical contents such as: dissemination through the town's electronic information portal and the websites of communes and wards. In addition, departments, branches, agencies, and units disseminate information through conferences and social media platforms like Zalo and Facebook.

In many other areas of economic development, digital transformation is also encouraged by local authorities, such as: high-tech agricultural production models, farm economic models that have applied digital technology to monitor livestock and crop farming through camera systems, production in greenhouse systems, application of drip irrigation systems in agricultural production, systems using processed organic fertilizers, ensuring food safety and adhering to automated processes.

Currently, Thai Hoa has nearly 200 high-tech agricultural production models, and the economic efficiency they bring is many times higher than traditional production.

To continue effectively implementing the Digital Transformation program in Thai Hoa town, Comrade Tran Khanh Son - Standing Deputy Secretary of the Town Party Committee, stated: The Party Committee, government, agencies, and units in the town will continue to effectively implement Resolution No. 09-NQ/TU dated August 5, 2022, of the Provincial Party Committee on digital transformation in Nghe An province by 2025, with a vision to 2030.

In conjunction with that, effectively implement Project 06; apply information technology and carry out digital transformation actively and effectively; focus on directing efforts to improve the efficiency of exploiting and using online public services. Complete the digital infrastructure system of agencies and units at all levels from the town to the grassroots; supplement and replace information technology equipment, security equipment, and specialized equipment to meet the digital transformation needs of the Party Committee and People's Committee of the town, and the People's Committees of communes and wards.

Simultaneously, promote the application of work management, operation, and monitoring systems; and the application of digital signatures in administrative transactions and reporting information systems. Departments, agencies, organizations, and localities will continue to train and guide members of the Community Digital Technology Team on digital platforms; and intensify propaganda efforts to raise awareness among officials, Party members, civil servants, employees, and the public about the importance and urgency of digital transformation, as well as the roadmap for building a digital government, developing a digital economy, and a digital society in the town in the coming years.
