Digital transformation, promoting socio-economic development in Thai Hoa town

This result contributes to quickly resolving administrative procedures for people and businesses, promoting socio-economic development in the area.

Hoa Hieu Ward is one of the leading units in administrative reform and digital transformation in Thai Hoa town. Internal procedures and electronic procedures in receiving documents, handling and returning administrative procedure results are implemented synchronously and effectively.

Comrade Nguyen Manh Hung - Party Secretary, Chairman of the People's Council of Hoa Hieu Ward shared: "Determining digital transformation as the focus, throughout, and a breakthrough in development, the Party Committee actively propagates to raise awareness for cadres, party members and people in the area; focuses on promoting the application of information technology, gradually building a digital government. Up to now, 100% of cadres and civil servants are equipped with computers with Internet connection and printers to serve their work. Deploying the application of digital signatures, digital certificates, issuing electronic documents on the document management and operation system; the rate of handling online public service records reaches over 90%. Most of the information on administrative procedures is QR coded and made public at the One-Stop Department".
With the determination of the entire political system and the active participation of people and businesses, digital transformation activities in Hoa Hieu ward and Thai Hoa town have achieved positive results. Up to now, the town has completed the issuance of CCCD for 100% of eligible citizens residing in the area, is the first district-level unit in the province to issue social security accounts, and update 100% of employee data into the national population database.

The town's IT telecommunications infrastructure has been invested in quite synchronously, in line with the goals and planning, basically meeting the needs of the current digital transformation task, specifically: 100% of blocks and hamlets have high-speed Internet, 4G waves; about 90% of people of working age have smartphones; over 80% of retail stores have used cashless payment applications.
The digital transformation process along with improving public ethics in Thai Hoa town has created favorable conditions for people and businesses in handling administrative procedures. Mr. Ho Cong Chinh in Tan Thanh block, Hoa Hieu ward, shared: "Digital transformation helps people to carry out administrative procedures very conveniently, easily accessing information. Procedures are handled quickly and on time; helping people save a lot of time and effort".

Up to now, 100% of the one-stop transaction centers of Thai Hoa town and communes and wards have been equipped with automatic queue number machines, computers with Internet connection, printers, and scanners to help people look up and submit public services online; 100% of communes, wards, and hamlets have established community digital technology teams.
Medical facilities have implemented health insurance examination and treatment using chip-embedded citizen identification cards according to the instructions of the Ministry of Health at 100% of medical facilities with health insurance examination and treatment (Northwest Nghe An Regional General Hospital, health stations of communes and wards and Dong Hieu General Clinic).

The entire Thai Hoa town currently has 320 small and medium enterprises; 100% of enterprises in the town have been connected and used the Internet for work. Enterprises have used digital signatures to execute electronic contracts, pay electronic taxes, electronic invoices, etc.
Create new momentum
Implementing Resolution No. 09-NQ/TU dated August 5, 2022 of the Provincial Party Committee on digital transformation of Nghe An province to 2025, with a vision to 2030, in recent years, Thai Hoa town has synchronously and comprehensively deployed tasks on digital transformation, applying IT in state management of all levels of government, building population data towards the formation of digital government, digital society, digital citizens, contributing to promoting socio-economic development in the area.
At the same time, Thai Hoa town actively implemented Directive No. 23-CT/TU dated May 27, 2023 of the Provincial Party Standing Committee on strengthening the Party's leadership to promote the implementation of Project 06/CP of the Government in Nghe An, creating positive changes, contributing significantly to administrative reform work in the whole province and serving the goal of digital transformation.

Identifying digital transformation as an inevitable objective trend and an important driving force for socio-economic development, immediately after the Directive and Resolution of the Central and Provincial Party Committees were issued, Thai Hoa town promptly issued a plan to promote digital transformation towards building a smart city in the town for the period 2022 - 2025, with a vision to 2030.
At the same time, propaganda work serving digital transformation has been paid attention to by Party committees at all levels, the Government, the Fatherland Front, departments, branches, and organizations from the town to the grassroots, and has been implemented comprehensively and promptly. All levels and branches have increased propaganda and guidance on digital application to cadres, party members, and people of all walks of life in the town. The forms of propaganda are diverse and rich with many practical contents such as: Propaganda on the town's electronic information portal, the electronic information pages of communes and wards. In addition, departments, branches, agencies, and units propagate through conferences, through social networking sites such as Zalo, Facebook, etc.
In many other areas of economic development, digital transformation is also encouraged by local authorities, such as: High-tech agricultural production models, farm economic models that have applied digital technology to monitor livestock and crops through camera systems, production in greenhouse systems, applying drip irrigation systems to agricultural production, systems using processed organic fertilizers, ensuring food safety and complying with automatic processes.

Currently, Thai Hoa has nearly 200 agricultural production models applying high technology, the economic efficiency that these models bring is many times higher than traditional production.
To continue to effectively implement the Digital Transformation program in Thai Hoa town, comrade Tran Khanh Son - Standing Deputy Secretary of the Town Party Committee said: The Party Committee, authorities, agencies and units in the town continue to effectively implement Resolution No. 09-NQ/TU dated August 5, 2022 of the Provincial Party Executive Committee on digital transformation of Nghe An province by 2025, with a vision to 2030.
Along with that, well implement Project 06; Apply information technology, carry out digital transformation in a positive and effective manner; focus on directing to improve the efficiency of exploiting and using online public services. Complete the digital infrastructure system of agencies and units at all levels from the town to the grassroots level; supplement and replace information technology equipment, security equipment, specialized equipment to meet the digital transformation activities of the Party Committee and the People's Committee of the town, the People's Committees of communes and wards.

At the same time, promote the application of management, operation and work supervision systems; apply digital signatures in administrative transactions and reporting information systems. Departments, branches, sectors, organizations and localities continue to train and guide members of the Community Digital Technology Team on digital platforms; promote propaganda work, raise awareness among cadres, party members, civil servants, public employees, workers and people about the importance and urgency of digital transformation, as well as the roadmap for building digital government, developing the digital economy and digital society of the town in the coming years.
