In recent times, the administrative reform (AR) work has been led and directed by the People's Committee of Con Cuong district.
Specifically, every year, it has directed the timely issuance of the Administrative Reform Plan, advised the Standing Committee of the District Party Committee to issue programs on inspection and supervision of the implementation of administrative reform work at units; at the same time, evaluated and classified cadres, party members, and classified grassroots party organizations in conjunction with the implementation of administrative reform tasks of agencies and units.
This mountainous district has directed the review of administrative procedures, of which 445 documents were reviewed in 2017; in the first 6 months of 2018, 231 documents were reviewed for supplementation, amendment, and replacement.
In 2017, Con Cuong district implemented staff streamlining according to Decree 108 of the Government by 14 people; in early 2018, it implemented the streamlining of 1 civil servant at the district People's Committee and was approved by the Department of Home Affairs to reduce 6 officials in the education sector. Discipline and administrative discipline in agencies and units were strengthened; attention was paid to the application of information technology in the direction, operation and implementation of public duties.

Through inspection of professional departments and two communes of Luc Da and Mon Son, the inspection team assessed: Administrative procedures implemented under the one-stop mechanism of Con Cuong district have not met the requirements (46/176 administrative procedures), and have not publicized the correct content of administrative procedures as prescribed. The statistics of administrative procedures under the handling field of professional departments have not met the requirements.
“Some areas of work have not been implemented at the one-stop department, and are still being handled at specialized departments. Through the probability check, some administrative procedure files are still being processed behind schedule, with excess file components. The review and simplification of administrative procedures at the district and commune levels have not met the requirements” - Head of the Administrative Reform Department, Department of Home Affairs Pham Van Luong assessed.
Concluding the meeting, Deputy Director of the Department of Home Affairs Le Dinh Ly requested the People's Committee of Con Cuong district to advise the Party Committee to strengthen leadership in administrative reform work; review and evaluate the implementation of the annual plan to determine specific responsibilities of relevant departments, offices and units, and strengthen supervision and direction at the commune level.The head of the inspection team also suggested that Con Cuong should continue to improve the quality of operations of the reception and result return department according to the one-stop mechanism at the District People's Committee and commune-level units; put 100% of administrative procedures into implementation at the one-stop department of the District People's Committee and commune-level People's Committee.

The district needs to direct departments and offices to process records in accordance with regulations, resolve work for people, and ensure the time limit as prescribed without delay; overcome the situation of redundant components of administrative procedure records and abuse of certified copies.
The Deputy Director of the Department of Home Affairs noted that Con Cuong district needs to continue promoting the application of information technology in management and implementation of tasks; pay attention to reviewing and improving the quality management system according to ISO TCVN 9001:2008 standards.
In addition, Con Cuong district needs to strengthen inspection and supervision work; continue to direct the implementation of discipline and administrative discipline in conjunction with the annual classification of cadres and civil servants.
