Morning of April 21,General Department of Taxationorganized the Ceremony to announce the National Electronic Invoice System. Attending at the Hanoi bridge point were comrades: Pham Minh Chinh - Member of the Politburo, Prime Minister; Ho Duc Phoc - Member of the Party Central Committee, Minister of Finance; representatives of leaders of ministries, departments and central branches.

Attending at Nghe An bridge point were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; together with leaders of the Tax Department, State Treasury, departments, branches and sectors.

According to the General Department of Taxation, invoices are special documents to record transactions of selling goods and providing services between sellers and buyers. At the same time, invoices are also documents to serve as the basis for accounting and determining tax obligations of taxpayers. The use of invoices by people and businesses affects the revenue and expenditure of the state budget. Therefore, invoice management plays an important role in tax management in particular and state management in general.

To ensure the progress of electronic invoices (E-invoices) being deployed nationwide from July 1, 2022, the Ministry of Finance's Personnel Committee has issued a resolution on the implementation roadmap in 2 phases. Phase 1 from November 2011 with 6 provinces and cities: Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Binh Dinh and Phu Tho. These 6 localities have the number of taxpayers accounting for 60% of the country and the total number of invoices issued in a year accounts for about 70% of the country.

Phase 2 will be implemented from April 2022 with the remaining 57 localities. The Ministry of Finance has closely coordinated with the People's Committees of provinces and cities, and directed the General Department of Taxation to prepare the necessary conditions to launch the electronic invoice system.

The successful implementation of the e-Invoice system will create a fundamental and important database foundation for tax management on a digital platform, effectively serving the digital transformation of the Finance sector.

More importantly, when the electronic invoice system is put into practice, it will help businesses reduce costs of printing, transporting, and storing invoices; minimize the time spent on registration procedures, notifications, reports, and declarations of invoice usage, including preventing counterfeit invoices. The use of electronic invoices also creates conditions for businesses to modernize management; improve customer experience, thereby helping businesses enhance their image, brand, and competitive advantage.

Applying electronic invoices also contributes to overcoming the situation of fraudulent use of illegal invoices, counterfeit invoices... thereby, creating a healthy business environment, helping to implement e-commerce more completely from online ordering, online electronic invoice delivery, online payment...

Nghe Anis one of 57 provinces implementing the application of electronic invoices in phase 2 according to the roadmap of the Ministry of Finance. Specifically, the roadmap for implementing electronic invoices in Nghe An province includes: From April 1, 2022 to May 15, 2022:70% of organizations, enterprises, 50% of business households must use invoices, register to use electronic invoices; From May 16, 2022 to June 30, 2022: 100% of organizations, enterprises, 100% of business households must use invoices, register to use electronic invoices.

As of April 20, 2022, the total number of taxpayers required to use electronic invoices according to Circular 78/2021/TT-BTC in Nghe An is 10,618 (excluding representative offices, public service units, administrative agencies, armed forces, other organizations and enterprises in operation but not yet using invoices), including 9,753 enterprises, organizations and 865 business households and individuals. The total number of taxpayers registered to use electronic invoices by 7:00 a.m. on April 20, 2022 is 3,467, reaching 32% of the plan (of which enterprises reach 33% of the plan; Business households and individuals reach 24%).

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the Ministry of Finance and the General Department of Taxation for systematically developing a national e-invoice system with a clear roadmap, and emphasized that the e-invoice system will contribute to creating an equal, transparent and favorable business environment for people and businesses, contributing to increasing labor productivity and successfully implementing the National Digital Transformation Strategy.

In addition to the achievements, the Prime Minister also requested the Ministry of Finance, the General Department of Taxation and relevant ministries and branches to continue to develop a digital transformation strategy and train highly qualified human resources, especially in the field of information technology. Improve information technology infrastructure in line with development. Data in electronic invoices must be accurate, public, transparent, and strengthen inspection and supervision to detect fraudulent acts, causing tax losses, and ensure correct and sufficient collection. In addition, promote propaganda work so that people, businesses and units understand the importance and benefits of the electronic invoice system to fully participate and achieve the set goals...

The General Department of Taxation has set a roadmap to complete at least 50% by May 10; 90% by May 31; and 100% by June 30 of the number of enterprises, economic organizations, business households, and business individuals switching to using electronic invoices according to Decree No. 123/2020/ND-CP regulating invoices and documents./.
