Announcement of the Prime Minister's Decision on adjusting Ky Son Economic - Defense Zone

Comrades: Major General Ha Tan Tien - Deputy Commander of Military Region 4; Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of Nghe An Provincial People's Committee co-chaired the conference. Attending the conference were the Chief of Staff, Political Department, Logistics Department; representatives of leaders and commanders of agencies of Military Region 4; Economic - Defense Group 4; Provincial Military Command, Provincial Border Guard Command; leaders of a number of provincial departments, branches and sectors; representatives of Party committees and authorities of 3 districts of Ky Son, Que Phong, Tuong Duong and 12 communes in Ky Son Economic - Defense Zone.

On June 24, 2020, the Prime Minister signed Decision No. 49/QD-TTg on adjusting and expanding the scale of Ky Son Economic-Defense Zone by adding 4 border communes: My Ly inKy Son district; Nhon Mai, Mai Son, Tam Hop communes of Tuong Duong district with a natural area of ​​81,279.93 hectares, population of 3,035 households/13,979 people.

After adjusting and expanding the planning,Ky Son Economic-Defense ZoneNghe An has 12 communes in 3 districts: Ky Son, Que Phong and Tuong Duong, with a total area after planning adjustment of over 231,873 hectares, a population of 9,911 households/48,226 people, of which over 99% are ethnic minorities.

Speaking at the conference, Major General Ha Tan Tien - Deputy CommanderMilitary Region 4and Comrade Le Hong Vinh - Member of the Provincial Party Committee,Permanent Vice PresidentNghe An Provincial People's Committee affirmed: The Prime Minister's decision to adjust the planning for construction and development of Ky Son Economic-Defense Zone is an important policy, contributing to improving and gradually raising the material and spiritual life of people in the western region of Nghe An province; contributing to hunger eradication and poverty reduction quickly and sustainably, exceeding local targets, ensuring national defense and security in the area. At the same time, the population is rearranged according to production planning and long-term goals of national defense and security, forming clusters of villages and border communes, creating a border belt in the national defense posture.

To effectively implement the planning and adjustment of the expansion of Ky Son Economic-Defense Zone, the Command of Military Region 4 and the People's Committee of Nghe An province require departments, branches, sectors and localities in Ky Son Economic-Defense Zone to regularly coordinate closely with Economic-Defense Group 4 to review projects in the area, ensure no overlap, and combine with the National Target Programs on new rural construction.

Attention should be paid to investing in effective tree and animal models to help local people develop the economy, stabilize their lives, and sustainably eliminate hunger and reduce poverty. Departments, branches, and authorities at all levels need to closely coordinate with organizations to propagate and mobilize people to actively participate in implementing the planning of economic and defense zones, arranging, managing, and stabilizing the population in the project area; and maintaining political security in the area.

Strengthen inspection and supervision of the implementation of specific projects in the area, ensuring investment efficiency. Receive and effectively manage and use infrastructure works associated with living, studying, health care, production and processing of people in the project area handed over by the investor./.
