Announcement of Decision to adjust the detailed planning for the construction of the Eternal Ecological Cemetery Park
(Baonghean.vn) - On the morning of December 1, at the Hung Tay commune hall, the People's Committee of Hung Nguyen district coordinated with Phuc Lac Vien Company Limited - Hoan Vu Nghe An Crematorium to organize a ceremony to announce the Decision approving the adjustment of the detailed construction planning at a scale of 1/500 of the Eternal Ecological Cemetery Park.

At the ceremony, the investor representative, Phuc Lac Vien Company Limited - Hoan Vu Nghe An Incarnation Station, announced Decision 3500/QD-UBND dated November 8, 2022 of the Provincial People's Committee on approving the adjustment of the detailed construction planning at a scale of 1/500 of the Eternal Ecological Cemetery Park in Hung Tay commune, Hung Nguyen district (4th time).
The reason for the planning adjustment is to increase the green area and parking lot; reduce the burial area at the cemetery. The investor proposed to adjust the planning of the burial area to a sand burial area and adjust the one-time burial area to a green area combined with a parking lot.

Other contents remain in accordance with the project planning approved by the Provincial People's Committee in Decision No. 3040/QD-UBND dated September 18, 2021. Therefore, the investor prepares a planning adjustment dossier to re-determine land use indicators and construction planning parameters.
Regarding the content of the adjusted planning, the planned land area is 78.47 hectares, divided into 2 functional areas. Thus, after the planning adjustment, the project only has 2 forms of burial: cremation and burial, no more burial.

The total burial demand is 47,500 graves, of which 3-5% are cremated, 70-80% are buried, and 10-15% are moved and gathered. The spiritual area is arranged in 4 locations, with a total area of 1.04 hectares. The burial area includes new burial at the cemetery and moving and gathering with a total land area of 27.13 hectares. The cremation area is arranged in the south of the planned land area with an area of 0.27 hectares.
The administrative and public service area is located to the east of the crematorium with a construction area of 0.30ha. The landscape green area combined with services, parking lot; isolated green trees, water surface has a total area of 33.58ha. The parking lot has 3 locations and is located to the south and north of the planning area with an area of 0.97ha.

The technical infrastructure system planning remains in accordance with the planning approved by the Provincial People's Committee in Decision No. 992/QD-UBND dated April 14, 2021 and Decision No. 3404/QD-UBND dated September 18, 2021.
The Provincial People's Committee requests the investor to coordinate with the Department of Construction, local authorities and relevant agencies to organize the marking of field markers, publicize the planning and information related to the project according to regulations. Directly work with relevant agencies to determine the purpose of land use of the project's functional areas and fulfill financial obligations to the State according to regulations.

During the project implementation process, it is necessary to strictly comply with current regulations of law on construction investment, land, environmental protection, fire prevention and fighting, labor safety...; ensure the project's goals and progress are approved; arrange green trees to isolate the project area to ensure the regulations in QCVN 01:2021/BXD of the Ministry of Construction.
The Provincial People's Committee also assigned the People's Committee of Hung Nguyen district to preside over and coordinate with the departments and branches: Construction, Natural Resources and Environment, Planning and Investment, Agriculture and Rural Development, Finance, Provincial Police, and Provincial Tax Department to carry out construction investment in accordance with the approved planning; use land for the right purpose and in accordance with the law.

At the announcement ceremony, some residents of Phuc Dien hamlet (Hung Tay commune) requested departments, branches, and the People's Committee of Hung Nguyen district to continue clarifying the contents related to the order and procedures for project implementation; the environmental safety distance of the project to the residential area; the project planning boundary...
Representatives of the Department of Construction, Department of Natural Resources and Environment, and People's Committee of Hung Nguyen district also discussed and clarified people's concerns; at the same time, they affirmed that the project has ensured environmental safety distance according to the National Technical Regulations on Construction Planning issued by the Ministry of Construction in Circular 01/202/TT-BXD dated May 19, 2021; the project's legal procedures have been fully implemented, in accordance with the provisions of the Law on Environmental Protection and related regulations.

The project of the Eternal Ecological Cemetery Park in Hung Tay Commune (Hung Nguyen) was approved by the People's Committee of Nghe An province in Decision No. 3762/QD-UBND dated August 17, 2017. The construction location of the Eternal Ecological Cemetery Park project was approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015 on approving the adjustment of the master plan of Vinh city, Nghe An province to 2030, with a vision to 2050.
The project was approved by the Provincial People's Committee for the 1/500 scale detailed construction planning in Decision No. 2566/QD-UBND dated June 4, 2016; approved the first planning adjustment in Decision No. 445/QD-UBND dated February 19, 2019; the second in Decision No. 992/QD-UBND dated April 14, 2021; the third in Decision No. 3404/QD-UBND dated September 18, 2021 and the fourth in Decision No. 3500/QD-UBND dated November 8, 2022.

However, the project implementation progress was slower than the original plan due to some people's obstruction. The Provincial People's Committee organized dialogues with the people and established working groups to verify the contents of citizens' petitions and concerns. The process of locating landmarks and measuring the actual situation at the site was all participated and supervised by representatives of the people. After the results were available, the authorities sent notices to the people.
