On the morning of June 23, in Quynh Vinh commune (Hoang Mai town), deputies of the 15th National Assembly at constituency No. 3 had a meeting with voters of the communes and wards: Quynh Vinh, Quynh Thien, Quynh Loc.
Attending the conference were National Assembly deputies elected at Election Team No. 3: Pham Phu Binh - Standing Member of the National Assembly's Foreign Affairs Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; Hoang Thi Thu Hien - Permanent Vice President of the Provincial Women's Union. Also attending were representatives of leaders of a number of provincial departments and branches and Hoang Mai town, and delegates of the Hoang Mai town People's Council.

Giving opinions on some contents of the 2013 Land Law amendments, voters said that the amendments are necessary to manage and use land for the right purposes and effectively.

Voter Dinh Van Thanh in Mai Hung ward proposed: Authorities at all levels need to speed up the process of granting land use right certificates to people; especially for land allocated under Decree 64.
Regarding the land sector, voter Vo Duc Thanh in Quynh Vinh commune suggested: The town needs to soon determine financial obligations in granting land use right certificates to soon grant land use right certificates to nearly 1,000 households in Quynh Vinh commune, helping people have conditions for socio-economic development. The State has policies to support compensation for agricultural land in site clearance to implement projects.

In addition, voters reflected on difficulties in compensation and site clearance for the North-South Expressway project through Hoang Mai town; and proposed that the State compensate for site clearance for the project to upgrade and expand National Highway 1A.
Voters asked the National Assembly and the Government to pay attention to village and hamlet cadres who are covered by social insurance, creating conditions to ensure their rights. Voters’ opinions also reflected the situation of environmental pollution; anti-corruption; policies for people with meritorious services, etc.

Responding to voters' opinions, comrades: Le Truong Giang - Secretary of the Town Party Committee and Pham Van Hao - Vice Chairman of the People's Committee of Hoang Mai town received, analyzed and clarified further issues of concern to voters.
Regarding the issue of granting land use right certificates, comrade Pham Van Hao said: Currently, the People's Committee of Nghe An province is very interested in directing this work. The People's Committee of the province has issued a plan to direct the review and issuance of first-time land use right certificates to households. Hoang Mai town has issued a plan and this work has been deployed to each village for people to declare.

"The town's leadership's viewpoint is that households that meet the conditions should apply for land use right certificates immediately, and those that do not meet the conditions should be explained clearly to the people. Those that do not have the need should be allowed to register their land. Tomorrow, the town will organize training on the issuance of land use right certificates for village and hamlet officials to guide the people in implementing the process," said comrade Pham Van Hao.

Regarding voters' petitions on compensation and site clearance for the project to upgrade and expand National Highway 1A, comrade Pham Van Hao said: This is a problem that is being resolved at all levels. Nghe An province has sent many documents to the Government to resolve and ensure the rights of the people, but the handling process still faces many difficulties and obstacles due to historical issues. Therefore, we hope that the people will share to resolve it together.
Clarifying voters' opinions on compensation and site clearance for the North-South Expressway project, comrade Pham Van Hao emphasized: This is a national key project, with urgent implementation progress. During the implementation process, the town's Compensation and Site Clearance Council implemented democracy and clearly explained and propagated to the people. The issue that the town is most concerned about is how to stabilize the lives of the people soon, and so far the people have received land and built houses to stabilize their lives.

Clarifying the petition of Hoang Mai town voters, National Assembly delegate Hoang Thi Thu Hien informed: The revised Land Law has been included in the agenda of the 4th Session by the National Assembly. Therefore, this content is being further developed by the competent authority and submitted to the National Assembly for consideration in the near future.
Voters' opinions and recommendations will be received and explained by the Provincial National Assembly Delegation and will be forwarded to relevant units and responded to at the next voter meeting.
