Vinh City voters are upset because they live near an apartment building that was not completed yet.
(Baonghean.vn) - Some voters living next to Bao Son apartment building said that the fact that people have moved into this building, even though it is not yet completed, poses many dangers to them.
On the afternoon of June 16, delegates of the 17th Provincial People's Council and delegates of the 21st Vinh City People's Council had a meeting with voters of Hung Phuc ward.
At the beginning of the conference, voter Tran Duy Hung said that many of his children are working in the South, and after giving birth, they bring them back to their hometown to register their household, but it is very difficult. In addition, Mr. Hung also expressed his disagreement with the current situation of many shortcomings in collecting funds and fees in the area.
Meanwhile, voter Nguyen Trung Son shared many concerns about the Bao Son apartment building built in the area. “This apartment building has not been completed yet but more than 120 households have moved in. Because the system is not complete, household waste smells bad, flows everywhere, and construction waste is dumped haphazardly on the street,” Mr. Son said indignantly.

In addition, according to this voter, because Bao Son apartment building does not have a management board, residents live in an "unorganized" manner. "On the full moon day, these residents freely burn votive paper right on the building, causing a risk of fire and explosion. In addition, there have been two incidents of household items falling onto the street, endangering our residents," said Mr. Son.
Agreeing with Mr. Son, voter Nguyen Van Hai said that the authorities at all levels need to take decisive measures to deal with this apartment building. Why did people move in before it was completed? "We live nearby, but now we have to wear helmets when we walk on the street because we are afraid that the building materials will fall on our heads," Mr. Hai said with a humorous expression.

Bao Son Apartment is built on Nguyen Sy Sach Street by Bao Son Investment and Construction Group Corporation as the investor. Recently, through inspection, the interdisciplinary team discovered that the investor was constructing the building but had already allowed customers to move in. The Department of Construction then requested the investor to immediately stop handing over the apartments to customers and move all households that had moved in out of the construction site. The authorities also pointed out that if an incident occurs at the construction site that affects the lives and property of the households that have moved in, the investor must take full responsibility before the law. The investor must fully comply with the provisions of the law on acceptance of completed construction works before handing them over to customers.
In addition, at the conference, some voters also made recommendations on issues related to investment in construction, clearing traffic safety corridors, traffic congestion, and urban order in the area...
“In Hung Phuc ward, there are many offices of agencies and units. But only a few offices have open, clean space in front, the rest are very messy” - voter Ton Tich Viet said. Mr. Viet also suggested that Vinh City should balance the land fund to build a park in the area to serve the people.

Delegate Nguyen Van Lu - Standing Deputy Secretary of the City Party Committee, Chairman of the Vinh City People's Council, on behalf of the delegates, reported a summary of the socio-economic situation in the first 6 months of the year. Delegate Lu also directly answered questions raised by voters in the hall.
Regarding the unfinished apartment buildings that have been occupied by residents, Mr. Lu asked to accept the opinions of voters and said that this is a common situation in the city, not just happening at Bao Son apartment building. “That is a shortcoming whose primary responsibility lies with the state management agency. This is due to unclear management decentralization,” said the Standing Deputy Secretary of the Vinh City Party Committee. Mr. Lu also said that although this violation has been discovered, the authorities cannot evict residents from unfinished apartment buildings. “There are hundreds of households there, they have spent money to buy them, now if we evict them, where will they live? They don’t know where to go.”

Regarding the issue of traffic and urban areas, Mr. Nguyen Van Lu said that the city's infrastructure investment is relatively synchronous and of high quality. However, with the current speed of development and the increasing number of vehicles, it is basically not enough to meet the demand. "Regarding this issue, the authorities will have to implement it step by step," Mr. Lu concluded.
