Diverse forms of dissemination and legal education.

The work of disseminating and educating the public about the law is an important bridge to bring the Party's guidelines and policies, and the State's laws to all citizens. In Nghia Dan district, this work contributes to raising people's awareness, preventing and limiting violations of the law, and maintaining social order and safety at the grassroots level.

Focus strongly on the grassroots level.

The Nghia Dan District Youth Union, in coordination with the Youth Unions of the District Police, People's Court, People's Procuracy, and Co Do High School, organized a mock trial to disseminate legal education on drug prevention and control to 1,200 students. This was done through a theatrical performance using a short play depicting a court trial that clarified violations of the law related to social vices and the illegal possession of narcotics.

The mock trial contributed to raising students' awareness of the harmful effects and serious consequences of drug use and the regulations on criminal offenses. Ngo Tran Nhat Anh, a student in class 11D at Co Do High School, said: “Through this activity, along with learning from information websites and newspapers, we have better understood the harmful effects of drugs and grasped the laws on drug prevention and control. It has also helped us develop necessary skills in drug prevention and control.”

Recognizing the constant need for workers and laborers to be updated on legal knowledge and information, the Nghia Dan District Trade Union has coordinated the organization of appropriate communication and discussion sessions. In 2024, the District Trade Union collaborated with the Provincial Federation of Labor, the Provincial Labor Culture House, and the Provincial Association of Young Doctors to organize a legal communication program and cultural and artistic exchange for workers and employees in the district. Through this, trade union officials at all levels, workers, employees, and laborers in the district received legal information on gender equality, contributing to raising awareness of the importance of gender equality for social and community development.

In 2024, Nghia Dan district organized 271 legal dissemination conferences at all levels, attracting 29,810 participants. Communes and towns organized 96 conferences with 16,114 participants.

The content focused on the regulations of the 2024 Land Law; the 2023 Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the 2020 Environmental Protection Law; the 2022 Law on Grassroots Democracy; the 2023 Identity Card Law; the 2021 Law on Drug Prevention and Control; the Law on Access to Information; the Food Safety Law; the Law on Medical Examination and Treatment; citizen reception, handling and resolution of petitions and complaints; and anti-corruption efforts; online public services, digitization of administrative procedures, etc. At the conferences, more than 13,000 copies of legal documents were distributed to participants in the training sessions.

At the same time, strengthen the dissemination of legal information through visual communication such as banners, billboards, posters, and slogans on main roads, offices of agencies and units, schools, and public places to widely communicate and disseminate information about Vietnam Law Day and new, important laws.

The district has compiled and published propaganda articles, legal news bulletins, and legal Q&A materials on the district's portal and website, as well as on local public address systems and Facebook and Zalo pages such as "Nghia Dan Information"; "Nghia Dan Justice"; "Nghia Dan District Youth Union"; "Nghia Dan District Police"... The entire district has compiled and distributed 26,960 legal leaflets; 1,450 posters, and 850 banners and slogans covering various fields.

Diverse forms of propaganda

In 2024, Nghia Dan district strengthened communication through quizzes and theatrical performances; organized an online competition "Understanding the Land Law, the Identity Card Law, online public services and administrative reform," attracting over 95,450 participants. The organizing committee awarded 33 individual prizes (including 3 weekly first prizes, 6 second prizes, 9 third prizes; and 15 consolation prizes) and 3 team prizes. A competition titled "Understanding School Law through a 'Golden Bell' quiz" was also organized to disseminate information on the Children's Law, the Road Traffic Safety Law, drug prevention, and school violence prevention.

The Nghia Dan District Labor Union organized a "Golden Bell Challenge" to test knowledge of labor laws and policies for civil servants and workers at 14 grassroots labor unions in Nghia An, Nghia Duc, and Nghia Khanh communes. The Department of Labor, War Invalids and Social Affairs organized a "Skilled Communicator on Sustainable Poverty Reduction" competition using a theatrical format.

The District People's Court organized 5 mobile court sessions to try 5 criminal cases in various communes within the district. The police in communes and towns organized 23 forums titled "Police Listening to the People's Opinions," with over 3,450 participants; and conducted over 325 awareness and mobilization sessions in residential areas, villages, and hamlets on ensuring security and order.

The Nghia Dan District Council for Coordination of Legal Dissemination and Education is regularly strengthened and reorganized with 28 members. The entire district has 31 legal lecturers and 320 legal educators. The team of legal lecturers possesses high competence, qualifications, expertise, and a thorough understanding of the law.

Ms. Cao Thi Hang, Deputy Head of the District Justice Department, added: "In the coming time, to make the dissemination and education of law more effective, the district will focus on visual solutions and forms such as mock trials and theatrical performances with large gatherings to create a wider impact. The dissemination and education of law will be linked with forms of legal assistance and consultation so that people can access it as quickly as possible."
