Accordingly, delegate Tran Hoang Ngan proposed solutions including restructuring, arranging, and innovating state-owned enterprises and public service units that have not met requirements. In the coming time, it is necessary to strongly promote the restructuring of corporations, general corporations, and state-owned enterprises, quickly handle ineffective enterprises, further promote the role of corporations, general corporations, and state-owned enterprises, aiming at large national projects and works, especially investing in the foundation industries of materials industry, metallurgy industry, and mechanics.
In addition, production and business activities for some industries and sectors still face many difficulties in terms of capital, exchange rates, labor, taxes and fees. In the recent past, when implementing Resolution 43, there were many favorable implementation packages, but there were also unfavorable packages, specifically the interest rate support package for enterprises, cooperatives and business households.
Therefore, delegate Tran Hoang Ngan suggested that the National Assembly and the Government consider the undisbursed interest rate support source to support tax, fee, and charge exemption and reduction, and extension of tax and land rental payment deadlines for businesses in difficult circumstances. This will help many businesses, cooperatives and business households.
Although the attraction of foreign investment is still increasing, it is facing difficulties in technology transfer and linkage between the FDI sector and the domestic economic sector. Therefore, according to delegate Tran Hoang Ngan, in the coming time, we need to be more cautious in attracting FDI, not for growth or local achievements but for massive licensing because it can affect national security, security, energy and the environment. Priority should be given to projects with advanced technology, well linked with the domestic economy, and the Law on Supporting Technology should be issued soon to increase the localization rate for products manufactured from FDI projects as well as export items./.
