Many recommendations related to people's livelihood

Opening the meeting, National Assembly delegate Hoang Thi Thu Hien announced the expected content and agenda of the 4th session of the 15th National Assembly, scheduled to open on October 20, 2022.

Specifically, at this session, the National Assembly will consider and pass 7 draft laws. IncludingLaw on Medical Examination and Treatment(amended); Law on Petroleum (amended); Law on Domestic Violence Prevention and Control (amended); Law on Inspection (amended); Law on Grassroots Democracy Implementation; Law on Amending and Supplementing a Number of Articles of the Law on Radio Frequencies; Law on Anti-Money Laundering (amended).

The session will also consider and pass three resolutions, including a resolution promulgating the National Assembly's session regulations (amended); a resolution on piloting the granting of the right to choose to use car license plates through auction; and a resolution on piloting a number of specific mechanisms and policies for the development of Buon Ma Thuot city, Dak Lak province.

In addition, the session will give opinions on seven draft laws; at the same time, consider and decide on socio-economic and personnel issues within its authority.

Next, in the spirit of democracy, frankness, responsibility, manyvotersmade many recommendations and suggestions. The issue that voters are most concerned about is land management and administrative procedure settlement in this field.

Voters Tran Trong Nghia (Hamlet 6) and Pham Manh Thuong (Hamlet 8) reflected that the issuance of Certificates of land use rights for residential and agricultural land to people is currently slow, with complicated procedures, such as when transferring, donating, or inheriting, it is mandatory to have verification and recognition from all family members, while many families have children studying and working abroad, causing difficulties for people. Therefore, it is recommended that the National Assembly, the Government, and the Ministry of Natural Resources and Environment study and resolve the issue in the most simplified and convenient way for people.

Some voters also reflected on the management of planned land and land in traffic safety corridors, land converted and granted to people; solutions for using agricultural land...

Some voters reported that the North-South expressway project through Dien Yen commune is causing some difficulties in people's lives, requesting that all levels and sectors pay attention to handling issues related to the drainage system, construction of access roads for people, and some agricultural land areas that do not ensure water for rice production.

Many voters recommended that all levels study and have support policies for positions operating in the political system at the commune and hamlet levels, including vice presidents of commune-level organizations and deputy heads of hamlets and villages; reduce the age of receiving elderly benefits from 80 to 75 years old; and promptly resolve the backlog of benefits for meritorious people.

In addition, voters also recommended that the State pay attention to investing in the construction of a number of works and roads in the area.

Pay attention to resolving and directly responding to voters' petitions

After voters' petitions and reflections, leaders of some provincial and district departments and branches of Dien Chau directly responded to some contents within their authority.

At the end of the meeting with voters, National Assembly delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province received comments and suggestions from voters and affirmed that she would synthesize and study the recommendations with competent authorities for handling.

National Assembly Delegate Vo Thi Minh Sinh highly appreciated the role of the non-professional working team at the commune level, especially at the hamlet level, where there were many jobs for the people, and when commune and district officials were not present, hamlet officials were present in a timely manner to share, support and help the people. Regarding the recommendations on the regime and policies for non-professional working people at the commune and hamlet levels, the Provincial National Assembly Delegation reported to the National Assembly and was accepted by the National Assembly Standing Committee; currently, there are opinions proposing that the Government study and amend Decree No. 34, creating a legal basis for localities to implement.

The shortcomings in land management and administrative procedures in granting land use right certificates to people have also been accepted by the National Assembly and continued to be commented on at this 4th session.

Clarifying the authority and responsibility of provincial and local departments and branches in resolving a number of specific recommendations from voters, National Assembly delegate Vo Thi Minh Sinh suggested that after this conference, provincial departments and branches should coordinate with Dien Chau district to resolve and directly respond to each voter regarding the resolution of policies and regimes for people with meritorious services; implementation of electricity support policies for the poor; policies for the elderly; inadequacies in investment in construction of works and infrastructure...
