National Assembly delegates meet voters of Hoang Mai town

(Baonghean.vn) - Voters of Hoang Mai town recommend that the government should have policies to support fishermen going offshore; planning work should be implemented closely and synchronously to avoid suspended planning; and it is necessary to monitor suspended projects and projects with slow progress.

On the morning of May 5, at Quynh Lap commune (Hoang Mai town), the XV National Assembly deputies at constituency No. 3 had a meeting with voters of the communes and wards: Quynh Vinh, Quynh Loc, Quynh Phuong, Quynh Lap and Quynh Thien ward.

SUPPORT POLICY FOR FISHERMEN

At the conference, National Assembly Delegate Hoang Thi Thu Hien - Vice President of the Provincial Women's Union informed voters about the expected content and program of the 3rd session of the 15th National Assembly.

The session is scheduled to open on May 23, 2022 and end on June 17, 2022, considering and approving five draft laws: Law on Mobile Police; Law on Cinema (amended); Law on Insurance Business (amended); Law on Emulation and Commendation (amended) and Law on amending and supplementing a number of articles of the Law on Intellectual Property.

At this session, the National Assembly spent time considering and approving 4 draft resolutions: Resolution on piloting a model of organizing labor activities, career guidance, and vocational training for prisoners outside prison; Resolution on the 2023 Law and Ordinance Building Program, adjusting the 2022 Law and Ordinance Building Program; Resolution promulgating the National Assembly Session Rules (amended) and Resolution on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province.

Delegate Hoang Thi Thu Hien also announced the results of responses to the petitions of Hoang Mai town voters by relevant ministries and branches.

Reflecting to the National Assembly Delegate, voter Le Van Loi (Quynh Lap commune) suggested that the government should soon support the payment of the fee for the fishermen in Hoang Sa, which is still slow. Insurance units need to pay insurance money for ships in distress at sea. Banks need to have policies to remove difficulties for fishermen such as debt extension, debt forgiveness for ship owners who borrow money to build ships, but are currently facing difficulties in paying bank debts, creating conditions for ships to go fishing.

Regarding the compensation work for land acquisition and clearance, Mr. Le Tuan Anh - Secretary of the Quynh Loc Commune Party Committee reflected: The site clearance for Ba Nguyet Creek (in Hamlet 10, Quynh Loc Commune) was very difficult, but after more than a year, it has not been implemented yet, due to waiting for the province to approve the design, the recent rain washed away a kitchen of the people. If we wait until August 2022 for approval and construction, it will be the rainy and stormy season and affect other projects.

According to Mr. Le Tuan Anh, Quynh Loc commune currently has 6 projects focusing on site clearance but there is only 1 cadastral officer, responsible to 4 specialized departments, so the work cannot be met. The commune has made a request many times but it has not been resolved, causing too much backlog of work. It is requested that the Organization - Internal Affairs Department and the Town People's Committee urgently arrange enough cadastral officers to meet the task.

SUPERVISION OF HANGED PROJECTS AND SLOW PROGRESS PROJECTS

At the conference, voters of Hoang Mai town suggested improving the quality of planning work, avoiding suspended planning that affects people's lives and local socio-economic development.

Migration and resettlement work to implement projects must ensure a long-term life for the people; it is necessary to continue constructing unfinished roads to connect traffic, so that people can travel more conveniently.

Propose that competent authorities allow bidding and liquidation of old cultural houses with small areas to have funding sources to invest in building new cultural houses.

In addition, voters of Hoang Mai town also suggested that relevant agencies and levels speed up the process of granting land use right certificates to people; compensation prices when reclaiming land need to be more reasonable, especially land reclaimed to implement projects of dividing plots and selling plots.

Voters also recommended that all levels resolve the situation of illegal housing construction on agricultural land; build new rural areas without following formalities; supervise suspended projects and slow-progressing projects...

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung, on behalf of the National Assembly deputies of constituency No. 3, received and acknowledged the opinions, proposals and legitimate aspirations of voters of Hoang Mai town.

Voters' opinions and recommendations were explained and clarified by leaders of Hoang Mai town and relevant departments and branches within their authority right at the conference.

The provincial National Assembly delegation will fully synthesize and forward relevant opinions that voters of Hoang Mai town are interested in to the National Assembly and ministries, branches, and competent agencies and propose to the Government mechanisms and policies to support fishermen going offshore.
