SUMMARY OF PRACTICES TO FIND NEW DEVELOPMENT DIRECTIONS

Speaking at the opening of the official session, comrade Lang Van Chien - Secretary of Quy Chau District Party Committee said that this Congress is a summary of the implementation of the Resolution of the 25th Congress, correctly assessing the situation and results, at the same time pointing out shortcomings, limitations, weaknesses and finding out the causes, drawing lessons in leadership and direction.

On that basis, correctly identify potentials, strengths, directions and appropriate steps. Identify the focus and key breakthrough contents that need to be focused on leadership and direction in the next 5 years. The Congress also reviewed the leadership of the District Party Executive Committee, term XXV.

The Congress selected to elect to the District Party Executive Committee for the 2020-2025 term comrades who have sufficient political qualities, ethics, prestige, practical capacity, and the ability to gather the masses to create leadership strength to create the set goals and tasks, in order to continue the task of developing Quy Chau district in the new period.

With the important purpose, requirements and tasks of the Congress, to be more worthy of the trust and expectations of the entire Party Committee and the people of all ethnic groups in the district. Therefore, we request that delegates attend the Congress with a sense of responsibility, promote democracy and intelligence to participate in discussions and well implement the contents and programs set out by the Congress.

Presenting the Political Report of the District Party Executive Committee, term XXV, comrade Ngo Duc Thuan - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Quy Chau District stated: During the 2015 - 2020 term, the average growth rate of the district in the period 2016 - 2020 reached 10.4%. Average income per capita increased from 16.2 million VND in 2015 to 40 million VND in 2020.

Budget revenue increased from 24.1 billion VND in 2015 to 40 billion VND in 2020. The economic structure shifted towards gradually reducing the proportion of agriculture and increasing the proportion in the forestry sector. Food output increased from 20,844 tons in 2015 to 22,920 tons in 2020.

Developed 28 farms, 181 households and established 14 agricultural cooperatives. Planted new forests and planted after exploitation over 8,631 hectares, the output of raw wood exploitation reached 569,225m³Total aquaculture area by 2020 will reach 260 hectares, an increase of 67 hectares compared to 2015.

The National Target Program on New Rural Development has been focused on leadership and direction by Party committees and authorities at all levels, and has been agreed and supported by the people. The total capital mobilized to implement the program in the 2016-2020 period reached 128.5 billion VND, of which the people contributed 22.3 billion VND.

Industrial and handicraft activities in the area continued to grow and develop strongly. The production value of this sector reached 386 billion VND. The infrastructure system continued to receive focused investment, especially key projects were all implemented for construction.

The quality of the cultural and social fields continues to improve. The local defense and military situation is constantly being strengthened. Political security is stable, social order and safety are basically guaranteed. The work of Party building and political system building has many positive changes.

3 DEVELOPMENT BREAKTHROUGHS

The Quy Chau District Party Committee also frankly acknowledged that the district's economic growth is not comprehensive and has not made any breakthroughs; Agricultural, forestry and fishery production is not commensurate with its potential and advantages; people's income from agricultural, forestry and fishery production is not high.

Industry - Small-scale industry is not yet strongly developed. The effectiveness of vocational training associated with job creation is not high. Drug abuse and crime are still quite complicated. Workforce planningAt the grassroots level, quality is still limited.

The Quy Chau District Party Committee has identified three development breakthroughs in the coming term. First, to innovate thinking, overcome stagnation of cadres from the district to the grassroots, contribute to changing the awareness of cadres, party members and people, gradually eliminate the mentality of waiting and relying on others to promote sustainable development of Quy Chau.

Second, focus on developing the forest economy in the direction of exploiting and effectively using forest land, converting raw acacia planting to acacia planting for timber, planting large timber forests, planting medicinal herbs... to exploit the potential and strengths of the locality.

Third, mobilize resources for tourism development from socio-economic infrastructure, tourism infrastructure, focusing on developing scenic relic tourism, eco-tourism associated with community tourism.

At the same time, it is recommended that the Congress clearly analyze the causes of existing shortcomings and limitations, especially subjective causes, and draw lessons to have practical solutions to overcome them right from the beginning of the next term.

Considering that Quy Chau is located in the Phu Quy economic belt, a satellite of the economic center of the Northwest region of the province, Chairman of the Provincial People's Committee Nguyen Duc Trung proposed 6 groups of tasks and solutions to contribute to the increasingly sustainable development of Quy Chau district.

The Congress also elected 35 comrades to the Executive Committee of the Quy Chau District Party Committee for the 2020-2025 term; at the same time, voted to introduce the position of Secretary of the Quy Chau District Party Committee for the 2020-2025 term for comrade Vuong Quang Minh - Standing Deputy Secretary of the District Party Committee for the 2015-2020 term.
