Nam Dan District Party Committee held the official session of the 27th Congress of Delegates, term 2020-2025

Comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee attended and directed the Congress. Attending the Congress were Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee and comrades in the Provincial Party Committee Standing Committee, leaders of provincial departments, branches and sectors.

RURAL AND URBAN APPEARANCE CHANGES CLEARLY

The Congress of Nam Dan District Party Committee for the 2020-2025 term is very important, with the determination to build the district to meet the model New Rural standards in the direction of cultural development associated with tourism by 2025. This is a great goal, an important task not only for Nam Dan, but also a task in the general development of the province.

In her opening speech, Comrade Nguyen Thi Hong Hoa - Member of the Provincial Party Committee, Secretary of Nam Dan District Party Committee emphasized: The 27th Congress of the District Party Committee is a Congress of "Solidarity - Democracy - Discipline - Creativity - Development". Therefore, delegates need to promote a high sense of responsibility, concentrate their intelligence and strictly implement the Party's principles and regulations to actively contribute to the success of the Congress.

“That will be the premise, the belief, the motivation and demonstrate the determination to build the Party Committee and the political system increasingly clean and strong, soon turning Nam Dan into a model new rural district, increasingly rich, beautiful and civilized, worthy of the pride, belief, expectation and responsibility of being the homeland of beloved President Ho Chi Minh, as he always wished during his lifetime” - Secretary of Nam Dan District Party Committee expressed.

Looking back at the 2015 - 2020 term, the Party Committee and people of Nam Dan district have achieved relatively comprehensive results in all fields. The economy continues to grow well, with an average annual growth rate of 10.1%. The economic structure has shifted in the right direction; many new models of production for high income have been developed.

Budget revenue increased by an average of 8.07% per year; in 2020, the district's budget revenue is expected to reach 107,145 billion VND, an increase of 47% compared to 2015. Average income per capita reached 55 million VND/person, an increase of 25 million VND compared to 2015.

In 5 years, the whole district has created jobs for 20,352 workers, of which 7,043 workers were exported. Poverty reduction has made much progress, the poverty rate has decreased from 5.21% in 2015 to 1.46% in 2020.

National defense and security are maintained, social order and safety are ensured. Party building and the political system are strengthened. The leadership role of the Party Committee is increasingly enhanced. The spirit of solidarity and consensus within the Party and among the people is increased. The appearance of rural and urban areas has changed significantly.

Officials, party members and people are excited, active and voluntarily join hands to build new rural areas and civilized urban areas. At the beginning of the term, the whole district had 3/23 communes meeting new rural standards, by the end of 2017, 100% of communes and districts were recognized as meeting new rural standards.

Nam Dan is the first district in Nghe An province to achieve new rural standards, 3 years ahead of the set target. After achieving new rural standards, on January 4, 2019, the Prime Minister issued Decision No. 17/QD-TTg approving the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of developing culture associated with tourism, period 2018 - 2025".

DESERVING TO BE "HOMELAND OF HIGH SYMBOLISM AND LOVE"

Speaking at the Congress, on behalf of the Provincial Party Standing Committee, Provincial Party Secretary Thai Thanh Quy warmly commended and congratulated the achievements that the Party Committee, government and people of Nam Dan district have achieved in the past term.

Nam Dan is famous as a land of "talented people", representing the long-standing, rich and beautiful cultural tradition of Nghe An, the homeland of many heroes, heroes, famous patriots; the people are hard-working, resilient, brave, ready to sacrifice themselves for a great cause; the land has many craft villages, festivals, relics, and famous landscapes far and wide.

In particular, Nam Dan is the hometown of President Ho Chi Minh - the great leader of the Party and the nation, the national liberation hero, and an outstanding cultural celebrity. That is the pride, the “eternal value”, and a great strength of the district.

Nam Dan is located in the key economic region of South Nghe An - North Ha Tinh of the province, is one of 4 districts nationwide selected to pilot development to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025.

The opportunity for the district to advance is huge, however, according to the Provincial Party Secretary, the challenges are also not small in the current context, requiring the Party Committee and people of the entire district to make more efforts in all aspects.

Therefore, first of all, the head of the Provincial Party Committee suggested that Nam Dan should focus on exploiting its "monopoly" advantages in tourism to the fullest extent, making tourism a key economic sector of the district.

In particular, Nam Dan needs to focus on building, protecting and honoring Ho Chi Minh's cultural values, making Ho Chi Minh's culture permeate and embody in every Nam Dan person today, such as: rich in humanity, purity, love, kindness, friendliness, hospitality... turning culture into a unique tourism product of Nam Dan, thereby attracting and creating an impression on every visitor, especially friends and international visitors.

The Provincial Party Secretary requested Nam Dan to focus on promoting rural economic development as the core to promote effective and sustainable new rural models; focus on building rural landscapes as the foundation for building new rural models, increase planting and maintaining trees to preserve the soul of the countryside, and minimize the negative effects of concretizing and solidifying traffic.

Based on the identified and determined development orientation until 2025, Nam Dan also needs to build and complete the district planning in a fundamental, systematic manner, with a long-term vision, in accordance with the planning of the Central and the province.

Nam Dan needs to proactively have a plan to reasonably arrange resources such as: land fund, investment in transport infrastructure, electricity, water, communications, site clearance... to be ready to implement as soon as the Master Plan for conservation, restoration and promotion of the value of the special national relic of President Ho Chi Minh Memorial Site in Kim Lien is approved, and at the same time integrate into the general plan.

"The Party Committee, government and people of Nam Dan must always raise awareness of the great political responsibility of being the "homeland of great affection and respect" of beloved Uncle Ho, so that every thought, action and deed is worthy of Uncle Ho's deep and boundless affection."

Nam Dan needs to focus on maintaining solidarity, unity and consensus within the entire Party; resolutely eliminate conservative thinking, waiting, meritorious deeds and early satisfaction among cadres, party members and people, and always stick to reality in the direction process to ensure the successful implementation of the proposed resolutions.

“Nam Dan must be an exemplary locality in effectively implementing the Central Resolution 4 on Party building and rectification in conjunction with implementing Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, contributing to building a clean and strong Party organization and political system in all aspects,” said Provincial Party Secretary Thai Thanh Quy.

To clarify the achievements in various fields, as well as the limitations, shortcomings and causes, especially to propose tasks and solutions for implementation in the coming time, at the opening session, delegates discussed and contributed opinions to the reports submitted to the Congress with contents such as: solutions to improve the quality of Party cell activities and Party member development work; solutions to mobilize people to participate in building a model New Rural Area";...
