From the above situation, the Party Committee of Dong Hieu commune has paid attention to the work of innovation and building a team of grassroots cadres. Every year, the Party Committee has done a good job of planning cadres in the direction of rejuvenation, arranging the right capacity for each position. The number of cadres planned are successively trained and fostered at the Provincial Political Center and Political School. The budget to support training and fostering work is over 30 million VND each year. Along with doing a good job of evaluating cadres and party members, the Party Committee of the commune has constantly focused on taking care of the material and spiritual life of cadres and party members. Thanks to that, the planned areas have completed their assigned tasks well, the working style has many innovations, faster, more decisive and closer. In 2010, the Party Committee of the commune issued Resolution No. 02-NQ/DU on cadres and cadre work, which strictly stipulates standards for qualifications, capacity, and moral qualities of the Standing Party Committee, key cadres, heads of departments, branches, unions, part-time cadres at the commune level, Party cell secretaries, hamlet chiefs, Party executive committee structure, and commune People's Council delegates...

Every year, the Party Committee evaluates the implementation of the working regulations of the Standing Committee, the Executive Committee and the entire political system. With the motto of relying on the people to build the Party and supervise cadres and party members, in the past three years, the Party Committee and the Party Inspection Committee of the commune have carried out 19 inspections and 7 supervisions to promptly correct cadres and party members who show signs of subjectivity, disregard for style and ethics, lack of will to strive and signs of violations. In addition to reviewing cadres and party members, training, fostering, and adding them to the long-term planning, to create a source of young cadres, the Party Committee of the commune has a policy of encouraging and motivating children in the commune who have graduated from university, college and intermediate school to work in the locality. In 2009, it attracted 1 child, in 2010, it attracted 3 children. Up to now, the Party committees, authorities and mass organizations at all levels have been structured to ensure sufficient members as prescribed to operate effectively and with quality, and have excellently completed their tasks every year; 17/18 subordinate Party cells have achieved the title of Strong Party Cell, 1 good Party cell, and 95% of Party members have completed their tasks well. Party committees at all levels from the Party Committee to subordinate Party cells, authorities, the Front and mass organizations at all levels have good solidarity and high consensus to effectively carry out economic and social tasks, actively building a strong Party and government. From practical experience, according to Party Secretary Nguyen Van Nien, to improve the capacity and fighting strength of the Party Committee, cadre work is the leading factor and plays a key role because "what cadre, what movement".
