Continuing the 9th working day, 5th Session, 14th National Assembly, on the morning of May 30, the National Assembly worked in the Hall, and in the afternoon discussed in groups.
Accordingly, Minister of Education and Training Phung Xuan Nha, authorized by the Prime Minister, presented the Draft Law on Higher Education (amended). The basis of this draft law, according to the head of the Ministry of Education and Training, is to create innovation in awareness, management thinking and university governance methods. The draft law will also evaluate the implementation of the current law in the past 5 years, thereby considering practical difficulties.
Also in the morning, the National Assembly discussed the draft Law and Ordinance Building Program for 2019 and adjustments to the Law and Ordinance Building Program for 2018.
In the afternoon of the same day, the National Assembly discussed in groups the draft Law on amending and supplementing a number of articles of the Law on Education and the draft Law on amending and supplementing a number of articles of the Law on Higher Education.
Speaking at the group discussion session, the majority of delegates agreed with the necessity of amending and supplementing the Law on Education to institutionalize the Party's viewpoints and orientations on education, creating a legal basis to improve the quality of education, meeting the requirements of socio-economic development in the new period, and enhancing proactiveness in international integration in education.

Delegate Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province suggested that the draft law needs to ensure connectivity and student streaming. The draft law needs to have adjustments to address this situation. In addition, regarding the field of textbook revision, there needs to be openness to localities to be able to include content related to history and cultural identity of each locality in the textbook program.

Speaking about the group discussion contents, Comrade Nguyen Dac Vinh - Provincial Party Secretary, Head of the National Assembly Delegation of Nghe An Province, Head of the Discussion Group, said that the policies and quality of the recruited students are still inadequate, the State needs to have mechanisms, policies, and investments to develop the system of ethnic boarding schools to improve the quality of training, creating conditions for the development of the actual capacity of the children of ethnic minorities. In addition, the Secretary of the Nghe An Provincial Party Committee suggested that there should be policies to limit the number of universities and colleges training in pedagogy such as: policies to exempt and reduce training fees for pedagogy to improve the level and quality of input, avoid the situation of widespread teacher training, and pedagogy students having difficulty finding jobs after graduation.
Agreeing with this view, delegate Nguyen Huu Cau - Director of Nghe An Police proposed to change the name of the Law on amending and supplementing a number of articles of the Law on Education to the Law on Education (amended). There should be mechanisms and policies to avoid the abuse of socialization. In the context of limited state budget, school construction should be included in a public revenue, there should be a level of contribution to school construction, to avoid pressure on teachers, and to create fair conditions in teaching and learning between regions.
