Resolution 26-NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province by 2020 sets the goal of building Vinh city into the center of the North Central region in terms of finance, trade, tourism, science - technology, information technology, high-tech industry, health, culture, sports, education - training; together with Cua Lo, it will develop into an economic growth pole and spearhead of the province's growth. Therefore, when considering the viewpoint and development goals for Vinh city, it must be placed in the spatial relationship with Cua Lo town, with the Southeast Economic Zone and with Nam Dan (Uncle Ho's hometown) in the overall picture of Nghe An. On the other hand, it is also necessary to consider the space on both banks of the Lam River, which the Government has directed on the planning of the construction of the Nam Nghe - Bac Ha region.

First of all, Vinh must be built into an important traffic hub of the region and the country. This is a prerequisite for quick connection with the national infrastructure, including roads, railways, waterways, airways, and seaports to attract and have the influence of the traffic system with important hubs.

Regarding roads: Complete the North-South expressway, complete the coastal traffic axis connecting with Cua Hoi bridge through Ha Tinh. The traffic hub of the North-South National Highway connects the East-West National Highway connecting with Ho Chi Minh road, the road to Thanh Thuy border gate connects with Laos - Thailand - Myanmar (note the traffic route through Lam river - Hong Linh - National Highway 8 connects with Laos via Cau Treo border gate). This external traffic system connects with the external traffic system of Vinh city and with Cua Lo international seaport, Vinh international airport and Vinh city national railway station.
Regarding railways: Upgrade the entire route, including existing railways and in the future, a cross-country high-speed railway.

Regarding aviation: Upgrade the airport by 2020 to level 4E for about 2.5 to 3 million passengers/year and serve domestically, Southeast Asian and Northeast Asian countries.
To build Vinh into a financial and commercial center, there must be a clear zoning plan in the new Vinh city master plan approved by the Prime Minister. Currently, 6 provinces in the region also have financial and commercial centers, so Vinh must have a planning direction to create a financial and commercial center of stature, concentrating many large banks with brands both domestically and internationally.
Regarding tourism, Nghe An is the homeland of President Ho Chi Minh, the pride of the whole country and the admiration of all 5 continents, which is important in organizing to attract domestic and foreign tourists if we know how to plan, build and exploit this special revolutionary and historical tradition well. In addition, Nghe An is also the homeland of many historical and cultural celebrities, the cradle of famous culture (Nghe Tinh folk songs), which has an important position in the cultural and spiritual life of the people of the two provinces of Nghe An and Ha Tinh, which were honored by UNESCO as world cultural heritage; the tradition of studiousness and enduring hardship to rise up. Therefore, Vinh city must have a planning system of 4-star and 5-star hotels that are qualified for national and international cultural and tourism activities, along with other tourism projects to support visitors in exploring and visiting Nghe An homeland (coastal and mountainous areas) and especially organizing a tourist route to visit Kim Lien - Uncle Ho's hometown.

Regarding science and technology, with existing research institutes and science centers, it is necessary to work specifically with the National Academy of Sciences to build Vinh city into a science and technology center of the North Central region according to the strengths and characteristics of the region. The construction of a high-tech industrial park is to determine the position of Vinh city in the North Central region. The selection of a location in the Vinh city planning to build this area must be linked to the science center and linked to the Bac Vinh industrial park to deploy in research and application activities. The high-tech field must always be a goal to strive for and apply in the industrial activities of the central urban area of the region.

Regarding the goal of a regional medical center, Vinh city has formed a medical center with many city and regional hospitals. However, public health and health care are becoming a major social issue. Therefore, Vinh must have a plan for high-quality health care to serve all people's needs.
In terms of culture and sports, Vinh city, representing Nghe An, has a cultural tradition, a tradition of patriotism and studiousness. Since ancient times, Vinh - Nghe An has been the cradle of many outstanding cultural and scientific figures. To build Vinh into a cultural center with traditional significance, it is necessary to have a system of museums: Museum of revolutionary history; Museum of Vi and Giam culture with unique art honored by UNESCO; Museum of art (combining painting, sculpture, photography, etc.). It is especially necessary to build a traditional and modern opera theater, Vi and Giam theater of Nghe Tinh (like Bac Ninh has built Quan Ho theater).
Nghe An has a tradition in sports, especially football, athletics and training the young generation of football. Song Lam Nghe An football team is a strong brand for the country's football. Nghe An province in general and Vinh city in particular need to have a strategy to rebuild the youth football training school for Nghe An and the whole country; build, train and reorganize Song Lam Nghe An football team - one of the 3 strongest teams in the country.
Regarding education and training: This is Vinh's strength. In addition to the 6 existing universities, it is necessary to plan a network of universities, colleges, and vocational schools to serve the North Central region and international students (Laotian, Cambodian students, etc.). Before 1975, Vinh was one of the 3 major training centers in the North (Hanoi - Thai Nguyen - Vinh). It is important to have a mechanism to attract a competent workforce in the industry to attract and improve the quality of training.

Building Vinh city into the center of the North Central region is an important and challenging task. Implementing Resolution 26 - NQ/TW of the Politburo is a task that the Party Committee and the provincial government must comprehensively organize and implement, with Vinh city as the center. Thus, the implementation of this task must focus on two directions: Socio-economic development of Nghe An with a focus on socio-economic development of Vinh city. Both directions must complement each other and act as a driving force for the development of Nghe An and Vinh city.

And we also need to unify the viewpoint: Vinh urban space with Cua Lo town is a continuous space; Vinh is a coastal city. This is the core value for Vinh city to have a development connection to the East, exploiting the entire marine economy (port, tourism) to enrich, increase the strength and competitiveness of the city compared to many coastal cities in Vietnam. Not only stopping at the marine space, economic space, space for cultural activities, tourism must be oriented to the West, especially Kim Lien, Nam Dan - the hometown of President Ho Chi Minh - the spiritual value and historical and humanistic factors that only Nghe An has.
