Proposal to build North-South high-speed railway, Hanoi - Vinh section in the period 2021 - 2030

(Baonghean.vn) - This is one of the contents in the list of important national projects for the 2021-2030 period, with a vision to 2050, submitted by the Government to the National Assembly along with the draft National Master Plan for the 2021-2030 period, with a vision to 2050.

On the morning of January 7, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly discussed in the hall the National Master Plan for the 2021-2030 period, with a vision to 2050.

Accordingly, in the list of national key projects, the North-South high-speed railway (Hanoi - Vinh section, Nha Trang - Ho Chi Minh City), railway lines connecting to gateway seaports are proposed to be implemented in the period 2021 - 2030; while the North-South high-speed railway (Vinh - Nha Trang section) is proposed to be implemented in the period 2031 - 2050.

According to the draft National Master Plan for the 2021-2030 period, with a vision to 2050, submitted to the National Assembly, in the orientation of developing the national technical infrastructure sector, the construction of the North-South high-speed railway will be accelerated for railways, with investment initially being implemented in the Hanoi-Vinh and Nha Trang-Ho Chi Minh City sections.

Construct regional railways, railways connecting to international gateway seaports in the Hai Phong - Quang Ninh, Ba Ria - Vung Tau regions and important international border gates; prioritize the construction of new railways such as Lao Cai - Hanoi - Hai Phong, Bien Hoa - Vung Tau.

Invest in the construction of key railway lines and urban railways in Hanoi and Ho Chi Minh City. Research on the construction of a railway connecting Ho Chi Minh City - Can Tho, and a railway connecting Long Thanh International Airport.

The draft planning also mentions the gradual construction and formation of dynamic areas in the Northern Midlands and Mountains, the North Central region, the Central Highlands, and the South Central Coast (Khanh Hoa region and vicinity).

Regarding the orientation of marine space development, Nghe An belongs to the North Central Coast and Central Coast (Thanh Hoa - Binh Thuan). In this area, the draft planning determines to focus on strongly developing the marine economy combined with ensuring national defense and security at sea. Restructuring the exploitation and aquaculture of aquatic products associated with the processing industry, logistics services and fishing infrastructure, ensuring sustainability and high efficiency.

Improve the efficiency of coastal economic zone development. Continue to form and develop coastal urban systems, sea tourism and eco-tourism centers of regional and international scale. Develop seaports and seaport services, especially specialized seaports associated with economic zones and industrial parks.

According to the draft National Master Plan for the period 2021-2030, with a vision to 2050, Nghe An belongs to the North Central and Central Coast regions, including 14 provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan. This is one of the six socio-economic regions in the organization of the country's development space.

This morning, through 26 comments, the National Assembly deputies highly appreciated the Government and the National Assembly agencies for actively preparing the National Master Plan dossier and the review report. This is a new, complicated, and unprecedented task; the drafting agency and the review agency do not have much experience, so the development and review of the National Master Plan is a very difficult task, facing many challenges, but the Government and the National Assembly agencies have tried very hard to carry out the task, promptly absorbing the comments to complete the Draft Resolution sent to the National Assembly deputies for study.

The National Assembly deputies, based on their practical experience and working experience, contributed many important opinions to complete the National Master Plan such as: The necessity and need to issue a Resolution in the extraordinary session based on all three political, legal and practical bases, the serious and active preparation of the Government; the structure and content of the objectives and targets of the Draft Resolution and the Plan; the scope, level of detail and generality, approach, basis for establishing viewpoints, objectives and development scenarios; on key tasks in the planning period, dynamic regions and economic corridors; development orientation and spatial distribution of important sectors; solutions and resources for implementing the plan; list of important national projects and priority order of implementation...
