Dien Chau speeds up land clearance for North-South expressway
(Baonghean.vn)- The North-South Expressway project passes through 12 communes in Dien Chau with a total length of 27km, directly affecting about 100 households and agricultural land with a total of nearly 200 hectares. Site clearance is being urgently completed.
The length of the route has been cleared by more than 90%.
The expressway project through Nghe An province is about 87.84 km long, including 2 projects Nghi Son - Dien Chau and Dien Chau - Bai Vot, passing through Hoang Mai town and the districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen. Dien Chau district is the locality with the route passing through 11 communes, must build 7 resettlement areas out of 27 areas.

Recently, recognizing the importance of the project, the District Compensation and Site Clearance Council, along with the Party Committees and authorities of the communes in Dien Chau, have focused on propaganda and mobilization work to help people understand and agree.
Mr. Nguyen Xuan Huy - Chairman of Dien Cat Commune, Dien Chau said: On both expressways passing through the commune including Dien Chau - Bai Vot and Nghi Son - Dien Chau, the total number of affected households in Dien Cat is over 500 households. With the mobilization of the entire political system, good propaganda and mobilization work, 100% of Dien Cat households have received resettlement land, many families have built houses to quickly give up land for the project. To achieve such results is thanks to the voluntary spirit of the people when being propagated, mobilized for democracy, discipline and responsibility.
According to the report of Dien Chau District People's Committee: By July 30, the site clearance work in the district achieved many results.
Dien Chau - Bai Vot section:The length of the route has been cleared 10.26 km/11.33 km (reaching 90.7%). The remaining 1.0 km has not been cleared, mainly the area of protective forest land in Dien Phu. The district has completed the relevant documents and procedures to submit to the competent authority for consideration of the policy of changing the purpose of forest use.
Regarding residential land, there are 4 households in Dien Phu commune whose area is partially affected by the overpass road with a total area of 133 m2.2, these households have not agreed to receive compensation, requesting compensation for all assets outside the scope. Currently, 2/4 households mentioned above are requesting to recover the entire area of the land plot and requesting to be resettled and compensated with land.

The District People's Committee has directed the Compensation and Site Clearance Council to conduct an inventory of the current situation, inspect and review the resettlement conditions for these two households to comply with regulations. As for the remaining households, the District People's Committee will continue to mobilize and propagate. In case they still do not comply, they will consider implementing forced land recovery according to regulations.
For paragraphNghi Son - Dien Chau:The length of the cleared route (GPMB) reached 15 km/15.34 km (97.98%); the remaining 0.31 km encountered some problems. Specifically; in Dien Doai commune, there were 17 households in 3 parish hamlets who did not agree on the level of support for career conversion when agricultural land was recovered.(request to support career conversion equal to 5 times land compensation).The district has organized many campaigns to propagate, mobilize and explain, but the households still do not agree. The district People's Committee continues to assign the Compensation Council and local authorities to continue to propagate, mobilize and consolidate the records to carry out enforcement according to regulations.
In Dien Lien commune, there is still 1 household that does not agree, the district is continuing to mobilize. In Dien Hanh commune, there is 1 household whose compensation plan for land acquisition and clearance has been approved by the district People's Committee, but is currently abroad (in the US) and therefore cannot return to receive the compensation for land acquisition and clearance. The Compensation and Clearance Council has deposited this amount into a temporary account at the treasury.
Regarding residential land, in Dien Dong commune, there are 6 residential land plots of 05 households and individuals whose land has been recovered by the District People's Committee and the compensation plan for site clearance has been approved with a total area of about 1,700 m2.2. However, when implementing resettlement arrangements, the land price between the place of departure and the expected land price at the place of destination is quite different, so households have petitioned to increase the land price at the place of departure. The project's compensation council has drafted a plan and is organizing a public announcement according to regulations. It is expected that the BTGPMB plan will be approved and the resettlement land will be allocated before August 15, 2021.

Resettlement is the slowest and most influential stage in site clearance. In Dien Chau, there are 7 resettlement areas, of which the Dien Chau - Bai Vot section has 4 areas, including 1 location in Dien Cat commune, 1 location in Dien Loi commune and 2 locations in Dien Phu commune.
Currently, with the close direction of the district, these 4 resettlement areas have been completed, accepted and put into use. Currently, 100% of households in the resettlement areas on the Dien Chau - Bai Vot route have agreed to pay land use fees at the resettlement areas and the district has completed the land allocation in the field for 98% of households in 3 communes. Dien Chau District People's Committee has granted land use right certificates to 18/18 households and individuals in Dien Loi resettlement area; 47/54 households in Dien Phu commune.
Nghi Son - Dien Chau section has 03 resettlement areas, has completed the construction of resettlement area infrastructure, and is expected to hand over land to households before August 15, 2021 after households complete financial obligation procedures according to regulations.
In Dien Doai, there was previously a household that did not agree on the compensation and support price. After the district issued a decision on compulsory land acquisition and mobilized, the household agreed to receive compensation. Regarding the construction site of Dien Phuc resettlement site to serve the resettlement of affected households in Dien Cat commune, 70% of the volume has been completed.

In the past time, the district has focused and prioritized maximum time and human resources to clear the land, handle problems and problems. In addition, it focuses on clearing resettlement land and building resettlement areas.
To meet the progress of the Ministry of Transport, agricultural land along the entire route will be processed before August 15, 2021. Completion of land acquisition for residential land along the entire route will be carried out before August 15, 2021. For the Dien Dong resettlement area, Nghi Son - Dien Chau section, strive to complete land allocation to people before August 15, 2021. The North-South Expressway through Nghe An has 13 bridges on the expressway; 9 bridges on level crossings over the expressway and 1 bridge at an interchange.
Specifically: Bridges on the highway include: Khe Nhoi Bridge (17.5m wide), Hoang Mai 2 Bridge (17.5m), Ba Ra Bridge (17.5m), Quynh Tan Bridge (17.5m), An Nghia Bridge (17.5m), Quynh Luu Bridge (17.5m), Ngoc Chi Bridge (17.5m), DH 258 Bridge (17.5m), Yen Hoi Bridge (17.5m), Gia Hoi Bridge (17.5m), Nguyen Thuong Bridge (17.5m), Dong En Bridge (17.5m), Dien Cat Bridge (24.5m).
Bridges on the highway level crossing include: Truong Lam Bridge (12m wide), Quynh Vinh Bridge (12m), Quynh Trang Bridge (9m), Quynh Lam Bridge (7.5m), Dien Doai Bridge (12m), Do Thanh Bridge (7.5m), Dien Lien Bridge (7.5m), Dien Dong Bridge (12m), Dien Quang Bridge (7.5m).
The route has 3 different level intersections, which are the intersections with National Highway 48D, the intersection with National Highway 48B and the intersection with National Highway 7.
