Dien Chau urges to resolve problems to hand over land for North-South expressway project
(Baonghean.vn) - In response to the request of the Provincial People's Committee Chairman to hand over the clean site for the North-South Expressway Project in May 2022, Dien Chau district is directing localities to thoroughly resolve difficulties to ensure the set progress.

(Baonghean.vn) - This is the emphasis of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province with the leaders of the People's Committees at the district level where the North-South expressway in the East passes through in the meeting of the Steering Committee for site clearance of the project.
ProjectNorth-South ExpresswayThe section through Nghe An province is about 87.84km long, including 2 sub-projects: Nghi Son - Dien Chau sub-project and Dien Chau - Bai Vot sub-project, passing through Hoang Mai town and 5 districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen. Of which, 79.31km passes through agricultural land; 8.53km passes through residential areas, requiring resettlement for about 606 households.
According to the review of Nghe An Department of Transport and localities, there is currently about 1.08 km of cleared land that has not been handed over, mainly located in the Dien Chau - Bai Vot section.

Reality atDien Chau, the handover of clean land for the project on both Nghi Son - Dien Chau and Dien Chau - Bai Vot routes still has some problems that need to be shared by the contractors.
Specifically, in Dien Tho commune, there are currently 12 new graves of people, or some families are in mourning. Due to spiritual issues, people want the contractor to construct the sections with cleared land. When the construction is close to the location of the graves, people will move.

In Dien Phu commune, the section leading to Than Vu tunnel, due to the adjustment of the red mark for cutting trees and the need to compensate the people, the progress of handing over the cleared land has been affected. Yesterday afternoon, April 22, the newly expanded area of trees was also cut down; the people signed the documents, received compensation for the trees, and were allowed to collect the trees. However, due to the rugged terrain, the trees are still small, the cost of collecting the trees is more than the cost of selling the trees, so many people suggested that the contractor level the land themselves during construction.
One of the families that has trees on this route but cannot cut them down is Mrs. Nguyen Thi Tan's family (Hamlet 2, Dien Phu). Mrs. Tan is in poor health and cannot cut down the trees. Therefore, on the afternoon of April 22 and the morning of April 23, the People's Committee of Dien Phu commune mobilized forces with chainsaws to help people collect the trees and promptly hand over the cleared land for the project.

Mr. Tran Minh Hanh - Chairman of Dien Phu Commune People's Committee said: Receiving the direction of the District People's Committee, yesterday afternoon and this morning, April 23, the commune mobilized forces to cut down all the trees on the highway, these are mainly small trees, trees located along the GPMB milestone.
Thus, through understanding the reality, this route has basically been cleared, people have agreed to sign the documents, have received compensation and local authorities have also handed over the documents to the project.
Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee said: Currently, residential land and resettlement for people in the district have been completed. However, as mentioned, there are some graves that people have signed documents to receive land in the new cemetery but related to spiritual issues, so we must sympathize with the people. The district committed that when the construction contractor approaches the cemetery area, it will encourage people to move to hand over the site.

Mr. Hien also affirmed that some sections of the site that have not been handed over will not affect the construction progress. With the clean sites that have been handed over, the district also hopes that contractors will speed up the implementation progress, avoiding cases where it takes too long, causing frustration among the people and leading to the risk of re-encroachment, affecting the project construction process.
