Do Luong proposed to speed up the construction progress of the project to upgrade National Highway 7 through Luu Son commune.

July 17, 2024,People's Committee of Do Luong districtIssue Official Dispatch No. 1592/UBND.TN on speeding up the construction progress of the project to renovate and upgrade National Highway 7 through Luu Son commune to Project Management Board 4, Vietnam Road Administration.

Here, the People's Committee of Do Luong district mentioned that it had implemented construction protection measures on June 18, 2024 to implement the Project to Improve and Upgrade National Highway 7, section Km0 - Km36, and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, Nghe An province, through 9 plots of land in Luu Son commune.

At the same time, information: "Through on-site observations, as well as feedback from some residents, since the time the District People's Committee organized construction protection until now, the construction progress has been too slow, affecting people's lives and potentially posing a risk of not ensuring safety for people and vehicles traveling through this area."

Thereby, the People's Committee of Do Luong district proposed: "To complete the project soon and ensure the environment during the construction process, the People's Committee of the district requested Project Management Board 4 to urge and direct the contractor to concentrate human resources, materials, means,... to speed up the construction progress of project items".

Previously, on July 15, 2024, Do Luong District People's Committee received Official Dispatch No. 1690/BQLDA4-BĐHQL7 from Project Management Board 4 requesting to handle some difficulties and problems regarding site clearance for the project to improve and upgrade National Highway 7, section Km0 - Km36, and to handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, Nghe An province.

According to Project Management Board 4, in Luu Son commune, the section Km34+904 - Km34+924 (off-route) is about 20m long, there are 2 households preventing the contractor from constructing a longitudinal sewer D=0.75m, affecting the drainage system; the section Km34+889 - Km34+995 (off-route) is about 106m long, has been protected to construct to the outer edge of the road surface but still lacks space to construct the sidewalk item (2m wide).

Therefore, Project Management Board 4 requests the District People's Committee and the Land Acquisition Council of Do Luong District to take measures to deal with households that oppose and obstruct the construction. At the same time, it requests a written response on whether or not to clear the land for the construction of the 2m sidewalk, in order to have a basis to report to the Vietnam Road Administration and the Ministry of Transport to reduce the scale and not construct the sidewalk of this section of the route.

Responding to the above contents via Official Dispatch No. 1592/UBND.TN, according to the People's Committee of Do Luong district: "Regarding the construction site of the sidewalk construction item (2.0 m), because 9 households have not agreed on the compensation plan and support for site clearance, the People's Committee of the district requests Project Management Board 4 to recommend the Vietnam Road Administration and the Ministry of Transport to consider reducing the scale and not constructing the sidewalk item through this section".
