(Baonghean.vn) - Chairman of the People's Committee of Do Luong district, Phung Thanh Vinh, said that the problem and obstacle in implementing staff streamlining in the locality is that the district's Education and Training sector must reduce 10% of its staff by 2021 while the number of students and classes increases every year, leading to a serious shortage of teachers in kindergartens and primary schools.

Need to streamline staff to suit reality

Reporting to the inspection team, Chairman of the People's Committee of Do Luong District, Phung Thanh Vinh, said: Do Luong District has many innovations in recruiting, evaluating, and classifying cadres and civil servants; innovating the method of selecting leaders and managers to ensure substance and follow the correct procedures; attracting high-quality human resources to work at the District People's Committee and public service units.

In addition, the district has been proactive in implementing the policy of streamlining staff, guiding and urging units to closely follow regulations for good implementation. Since 2015, the district has streamlined 192 people.

Specifically, the number of staff to be reduced by 2021 at the District People's Council - People's Committee is 8 people (5 people have been reduced so far). The number of staff to be reduced by 2021 at public service units is 243 people (187 people have been reduced so far).

However, the problem and obstacle in implementing the streamlining of staff in the locality is that for the district's Education and Training sector, it is necessary to reduce 10% of the staff by 2011 while the number of students and classes increases every year.

For example, in 2019-2020, Do Luong district increased 43 class groups compared to the 2014-2015 school year, but the number of staff decreased by 94; at the same time, the district was not allowed to use up all the staff assigned in 2019, so kindergartens and primary schools were seriously short of teachers.

"The implementation of staff streamlining is a correct policy, however, it needs to be implemented appropriately for each agency and unit. Therefore, Do Luong district would like to ask for opinions from competent authorities to adjust the target of staff streamlining by at least 10% by 2021 for the Education and Training sector of the district as well as other districts in the province to suit the reality" - Chairman of Do Luong District People's Committee proposed.

In the first 7 months of 2019, the district level received 7,503 records; 6,109 records were resolved on time, 92 were resolved past the deadline; 1,296 were being resolved before the deadline, and 6 records were being resolved past the deadline.

At the commune level, 63,819 records were received, of which 63,186 were correctly resolved, 14 were overdue; 609 were being resolved before the deadline; and 10 were being resolved past the deadline.

Do Luong district recommended to the inspection delegation the shortcomings and obstacles in administrative reform work such as: The quality of advice and professional skills of a number of cadres and civil servants lack initiative and creativity; the capacity and qualifications of commune-level cadres are still limited while the recruitment of commune-level civil servants is still inadequate.

Although administrative procedures have been streamlined, they have not yet met the needs of people and businesses; the handling of officials and civil servants who violate administrative discipline is not strict; the application of information technology to modernize the administrative system is not synchronous, and solutions to reduce meetings are needed; there are too many administrative documents; approval of job positions of affiliated agencies and units should be decentralized to districts, etc.

Promote the application of information technology

Discussing at the meeting, members of the inspection team requested Do Luong district to clarify: The role of Party committees and unions in leading and directing administrative reform work; propaganda work; responsibility of leaders; implementation of administrative discipline; institutional reform, document issuance; assessment of administrative reform work at commune level; implementation of one-stop mechanism, one-stop connection, etc.

Concluding the meeting, Comrade Cao Thi Hien acknowledged and highly appreciated the results of the implementation of the Administrative Reform Project of Do Luong, and at the same time suggested that the district should strengthen the role of the Party Committee in leading and directing the administrative reform work, developing and implementing a plan to review legal documents under its management; proposing amendments, supplements and simplification of administrative procedures annually.

Reorganize affiliated agencies and units to streamline the apparatus; continue to develop and implement the project on job positions and civil servant structure; build and improve the quality of the staff, civil servants and public employees.

The district needs to continue promoting the application of information technology in management and implementation of professional tasks; deploying the collection of opinions and satisfaction assessments of citizens, organizations and businesses regarding the provision of administrative services, public career services, etc.
