Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; representatives of leaders of a number of provincial departments and branches.

According to the report of Vinh City People's Committee, implementing the Law onplanningIn 2017, the city proactively coordinated with the provincial planning consultancy unit to complete and integrate 49 contents of Vinh city into Nghe An province planning for the period 2021 - 2030, with a vision to 2050.

In which, the proposal for city development, identifying breakthroughs, development pillars and development directions for key sectors and fields, and urban space expansion plans have been identified in Resolution No. 26/NQ-TW of the Politburo, Decision No. 827/QD-TTg, Decision No. 52/QD-TTg of the Prime Minister and Resolution of the 19th Provincial Party Congress.

Along with that,Vinh cityalso coordinated with departments and branches to submit to the Provincial People's Committee for approval of the zoning plan of 25 wards and communes according to the general adjusted planning for Vinh city construction to 2030, with a vision to 2050 and adjusted land use planning of Vinh airport; detailed construction planning at a scale of 1/2000 on both sides of Vinh - Cua Lo Boulevard...

The city also focuses on establishing and improving the quality of planning under its authority, such as planning for dividing residential land plots to serve land allocation, land auctions, resettlement, and resolving old collective housing areas; planning cultural institutions, public works, and ward-level education, etc.

Along with planning, the city has also made many efforts to implement investment planning for traffic infrastructure, drainage, new residential areas, etc.; and has strengthened inspection and handling of violations in urban construction.

At the meeting, the participants raised a number of issues for the city to continue to pay attention to. They emphasized the need to strictly manage approved plans, especially maintaining the spatial orientation framework for urban development and limiting planning adjustments.

Pay attention to building quality land use planning, ensuring a high implementation rate; at the same time, synchronizing with the urban development orientation of Vinh city into a central urban area of ​​the North Central region.

Proactively propose to withdraw slow-progressing projects

Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation acknowledged the city's initiative in establishing and coordinating with provincial departments and branches to implement planning according to the 2017 Planning Law.

Continue to advise on the implementation of key tasks according to Decision No. 827/QD-TTg dated June 12, 2021 of the Prime Minister, contributing to making the city worthy of the status of a central urban area of ​​the North Central region, including the planning field; at the same time, continue to coordinate well with departments and branches in advising on the establishment of the Provincial Planning for the period 2021-2030, with a vision to 2050.

Regarding approved plans (including the zoning plan of 25 wards and communes), it is necessary to pay attention to setting up management markers and implementing the plan, avoiding too many adjustments, and when adjusting, it is necessary to focus on maintaining the correct urban spatial orientation.

The city needs to speed up steps, promptly submit land use planning to the province for approval and publicly announce the planning, and proactively propose that the province revoke projects that are behind schedule or not implemented, causing waste of land resources, affecting urban aesthetics, and disrupting people's daily life and production.

During the planning process, it is necessary to ensure full and serious implementation of collecting public opinions, ensuring the principles of democracy and publicity according to the provisions of the Law on Planning.

Pay attention to and allocate budget for planning work, increase investment attraction in planning implementation, mobilize socialized capital sources and funding sources to serve planning work.
