On the afternoon of March 22, the Provincial National Assembly Delegation had a working session with the Department of Finance, Department of Transport, Department of Agriculture and Rural Development under the program of supervising the implementation of policies and laws on practicing thrift and combating waste in the period of 2016 - 2021 in Nghe An province.

SAVE MULTIPLE AREAS

Over the years, the Department of Finance has advised the Provincial People's Committee on annual and phased programs to practice thrift and combat waste. The effective financial and budget management advisory work of the province has contributed to the effective implementation of the work of preventing and fighting the Covid-19 pandemic, supporting businesses and people, and removing difficulties for production and business.

The Department has saved 10% of the regular expenditure estimate; saved autonomous funding sources: 2,135 billion VND spent on additional income for cadres and civil servants.

The management and use of state budget funds and the procurement of public assets are strictly managed and controlled from the stage of budget preparation, to budget implementation and state budget settlement.

During the 2016-2021 period, the Financial Consulting Support Center under the Department implemented 35 centralized state asset procurement packages for 241 units, with a total value of VND 206.83 billion, saving VND 25.545 billion.

Thanks to the synchronous implementation of solutions, identifying goals and targets for saving and fighting waste in the period of 2016 - 2021, the Department of Agriculture and Rural Development has saved 10% of regular expenses; the savings (from the autonomous budget of units (33 units) in the period of 2016-2019 was 9 billion 592 million VND.

The Department of Agriculture and Rural Development is assigned to manage a financial fund outside the state budget, the Forest Protection and Development Fund, which has been in operation since 2012. The management of revenue and expenditure of the fund complies with regulations, is public, transparent, and is inspected and supervised by competent authorities.

The reorganization and innovation of agricultural and forestry companies has created efficiency in production and business activities; after the reorganization and innovation, existing problems and difficulties related to land have been basically resolved, the production and business activities of the units have been quite positive and proactive, creating jobs and increasing income for workers.

At the same time, the Department has implemented thrift and anti-waste in the management and use of state budget funds for national target programs and effective target programs. The merger and streamlining of the apparatus has contributed to reducing costs and improving the operational efficiency of the administrative apparatus.

With determination and positivity in direction and management, in the period of 2016-2021, Nghe An Transport Sector has achieved many results in state management in all management areas of the sector. The rate of disbursement of public investment capital reached 100% of the capital plan.

Currently, investment preparation for projects in the medium-term public investment plan for the period 2021-2025 meets the requirements for quality and progress. The progress of disbursement of capital sources is guaranteed; a number of works and projects of the industry are put into operation on schedule, ensuring quality and promoting investment efficiency.

In the period 2016-2021, the Department saved 603.115 billion VND from the appraisal of construction investment projects. From 2016-2021, it successfully bid for 456/456 packages, with a total value of 3,777.47 billion VND/winning bid price of 3,758.78 billion VND, saving 18.69 billion VND.

Concluding the meeting, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung commended the departments for focusing on disseminating and organizing the implementation of practical and thrift work.

At the same time, it is recommended that departments continue to pay attention to savings in their agencies and units in the management areas of their industries and units.

For the Department of Finance, it is necessary to pay attention to budget management and use; to build annual budget estimates closely following the Ministry of Finance's plan and covering all revenues; to pay attention to delegating autonomy to administrative units and public service units; to handle equitization and leasing of public assets; to strengthen inspection and examination of practice, thrift, and waste prevention; and to purchase public assets.

Regarding the Department of Agriculture and Rural Development, comrade Thai Thi An Chung suggested paying more attention to asset management of units. Actively disbursing for low-disbursement projects. The Department needs to pay attention to the arrangement of forestry farms, effectively converting forest use purposes; and paying attention to the rural clean water program.

Comrade Thai Thi An Chung suggested that the Department of Transport should pay attention to quality management and focus on maintenance of works./.
