The provincial delegation of National Assembly deputies worked with departments and agencies on practicing thrift and combating waste.

On the afternoon of March 22nd, the Provincial National Assembly Delegation held a working session with the Departments of Finance, Transport, and Agriculture and Rural Development as part of the program to monitor the implementation of policies and laws on practicing thrift and combating wastefulness in Nghe An province during the 2016-2021 period.

SAVINGS IN MULTIPLE AREAS

Over the years, the Department of Finance has advised the Provincial People's Committee on annual and multi-year programs for practicing thrift and combating waste. The effective management and financial advice provided by the Department has contributed to the successful implementation of COVID-19 prevention and control measures, support for businesses and citizens, and the alleviation of difficulties in production and business.

The Department has implemented a 10% reduction in the regular expenditure budget; and saved 2.135 billion VND from its self-funded budget for additional income for officials and civil servants.

The management and use of state budget funds and the procurement of public assets are strictly managed and controlled from the budget planning stage to budget implementation and final settlement.

During the period 2016-2021, the Financial Consulting Support Center under the Department implemented 35 centralized procurement packages for state assets for 241 units, with a total value of VND 206.83 billion, saving VND 25.545 billion.

Thanks to the synchronized implementation of solutions and the identification of savings and waste prevention targets during the 2016-2021 period, the Department of Agriculture and Rural Development saved 10% of its recurrent expenditures; the amount saved (from the autonomous budget of the units (33 units) during the 2016-2019 period) was 9 billion 592 million VND.

The Department of Agriculture and Rural Development is entrusted with managing a non-state budget financial fund, the Forest Protection and Development Fund, which has been operational since 2012. The management of revenue and expenditure of this fund complies with regulations, is transparent, and is subject to inspection and supervision by competent authorities.

The restructuring and innovation of agricultural and forestry companies has brought efficiency to production and business operations; after restructuring and innovation, existing land-related problems and obstacles have been basically resolved, and the units' production and business activities have been quite active and proactive, creating jobs and increasing income for workers.

At the same time, the Department has implemented measures to save money and combat waste in the management and use of state budget funds for national target programs and effective target programs. The merger and streamlining of the organizational structure have contributed to reducing costs and improving the efficiency of the administrative apparatus.

With decisive and proactive leadership and management, during the period 2016-2021, the Nghe An Department of Transport achieved many results in state management across all areas of the sector. The disbursement rate of public investment capital reached 100% of the planned capital.

Currently, the preparation for investment projects in the medium-term public investment plan for the period 2021-2025 meets the requirements in terms of quality and progress. The disbursement of funds is ensured; some works and projects of the sector have been put into operation on schedule, ensuring quality and maximizing investment efficiency.

During the period 2016-2021, the Department saved 603.115 billion VND from the appraisal of construction investment projects. From 2016-2021, it successfully bid on 456 out of 456 packages, with a total value of 3,777.47 billion VND/winning bid price of 3,758.78 billion VND, saving 18.69 billion VND.

Concluding the meeting, Deputy Head of the Provincial National Assembly Delegation, Thai Thi An Chung, commended the departments for their focus on thoroughly understanding and implementing the work of practicing thrift and saving.

At the same time, it is requested that departments continue to pay attention to saving costs within their agencies and units, in the areas under their management.

The Department of Finance needs to focus on managing and utilizing the budget; building annual budget revenue forecasts that closely adhere to the Ministry of Finance's plan and cover all revenue sources; paying attention to granting autonomy to administrative and public service units; handling privatization and leasing of public assets; strengthening inspection and auditing work on the practice of saving and combating waste; and the procurement of public assets.

Regarding the Department of Agriculture and Rural Development, Ms. Thai Thi An Chung suggested paying more attention to the asset management of its units. She also urged proactive disbursement of funds for projects with low disbursement rates. The Department should also focus on the restructuring of agricultural and forestry farms, the efficient conversion of forest land use, and the rural clean water program.

Comrade Thai Thi An Chung suggested that the Department of Transport should pay attention to quality management and prioritize maintenance of infrastructure projects.
