Due to the long time of not being able to start construction, on November 14, 2018, the People's Committee of Quynh Luu district had to issue Decision No. 2271/QD-UBND on approving the adjustment of the Technical Economic Report and the Contractor Selection Plan to implement the above project.

Immediately after that, this project was allocated 2.4 billion VND in capital according to the infrastructure construction investment plan of Quynh Hung Commune People's Committee in 2018. For the remaining amount, Quynh Hung Commune People's Committee committed to mobilizing the commune budget, contributions from people in the beneficiary area and other legal capital sources within 2 years (2019 and 2020).

However, after a short time of starting construction, this project had to stop for a long time due to lack of capital.
It is known that before the concrete pouring time, this project has been completed about 60%, including the foundation and the system of ditches and sewers. The representative of the construction contractor said that currently, taking advantage of the sunny weather, the sections that have been poured with concrete will be completed with curbs and anti-cracking joints. Some sections that have the ground level will strive to be completed this November.
