Urging to speed up construction progress of North-South Expressway through Dien Chau
(Baonghean.vn) - On the afternoon of November 8, the Provincial People's Committee worked with the People's Committee of Dien Chau district on reviewing the work of site clearance, resettlement, relocation of technical infrastructure... and other work related to the North-South Expressway Project, Eastern phase 2017-2020, section through Dien Chau district.
Comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired. Attending were representatives of Project Management Board 6 - Ministry of Transport; representatives of relevant departments and branches; Standing Committee of the District Party Committee, People's Committee, Compensation Council for Land Acquisition and Site Clearance of Dien Chau district and relevant departments and offices.

Previously, a working delegation led by the Standing Vice Chairman of the Provincial People's Committee and related departments and branches inspected the construction of resettlement areas in Dien Phuc and Dien Cat communes...
At the meeting, according to the report of Dien Chau District People's Committee:North-South Expressway ProjectIn the East, the section passing through the district has a total length of 26.7 km, passing through 12 communes. The entire route passing through Dien Chau district has 24.09 km passing through agricultural land, 2.6 km passing through residential areas; Total land acquisition area is 259.43 ha. Total number of affected households: 2,509 households, including 2,274 households with agricultural land, 38 households with garden land and 197 households with residential land.

Up to now, 682,666 billion VND/701,52 billion VND of allocated capital has been approved, reaching 97%. Up to now, about 26.09/26.69 km have been cleared, reaching 90.28%, of which 23.89 km of agricultural land and 2.2 km of garden land have been cleared.
Regarding resettlement, Dien Chau - Bai Vot section: 4 resettlement sites, currently completed construction since April 2021, land has been allocated and land use right certificates have been issued to all resettlement households. Nghi Son - Dien Chau section: 3 resettlement sites, currently completed construction of 1 site in Dien Dong and land has been allocated to resettlement households, 1 site in Dien Phuc commune has built infrastructure but has not been allocated land (in progress). Particularly, 1 resettlement area in Dien Doai is under construction, reaching about 10% of the volume.

Before the assigned progress, the leaders of Dien Chau district proposed recommendations. For 4 households with land at the foot of the QL48 overpass, Dien Doai commune, which are not within the scope of land acquisition (not subject to land acquisition) but are affected by the construction of the highway, these households will not have a road. The district People's Committee requested the provincial People's Committee to consult with the Ministry of Transport to consider opening a service road in this area to ensure access for households.
In case the plan to open a feeder road is not approved, the Provincial People's Committee is requested to allow land recovery and compensation for households due to limited land use capacity to relocate to new housing to ensure living conditions. It is recommended that the Department of Road Management II and the Department of Transport soon grant permits and create conditions for the District People's Committee to construct the connection between Dien Phuc resettlement area and National Highway 7 at Km1+860...
Based on the report and proposal of Dien Chau district, the departments and branches also had specific answers to related issues.

Concluding the meeting, comrade Le Hong Vinh shared the difficulties of Dien Chau district, implementing many projects at the same time, affected by the Covid-19 epidemic, and pointed out that the compensation progress of Nghe An is slow. Therefore, the locality needs to mobilize the entire political system, departments and branches to propagate and mobilize people, focusing on removing difficulties in job conversion requests from households in Dien Doai commune, relocating graves, and access roads at the foot of the National Highway 48 overpass...
For the construction of resettlement areas, it is necessary to speed up the progress to soon move people to new places and hand over the site to the construction unit. Focus on coordinating with the Electricity, Telecommunications, and Railway Signaling agencies to promptly relocate the medium and low voltage power system, telecommunications cables, and railway signals in a timely manner. Ensure that the progress is on schedule and the handover of the site assigned by the Government must be completed by November 31, 2021.
