How has Minh Khang Company's 'highlight' project transformed?
(Baonghean.vn) - In 2007, the project of Minh Khang Trading Company Limited was born with the name "Project of hotel complex, supermarket trading pharmaceuticals, medical equipment and housing", and was expected to be "a complex urban area creating a highlight in the North of Vinh city".
The project to build a complex of hotels, supermarkets, pharmaceuticals - medical equipment and housing in Nghi Phu commune (Vinh city), was approved for detailed planning in Decision 521/QD-UBND.DT in 2007, with a total area of 7.86 hectares; the west of the project borders Xo Viet Nghe Tinh street, the north borders a 72m wide planned road, the south borders a 30m wide planned road, and the east borders Truong Van Linh street.

On this 7.86 ha land, according to the project description, the investor will carry out the following projects: a pharmacy - medical equipment supermarket and office for rent; a 4-star hotel; a high-rise apartment building; a 4-storey medical examination and treatment service area; a sports and fitness playground and green trees (located in the center of the planning area) with an area of over 10,000 m2.2to beautify the landscape, create a good environment; 5-storey social housing, townhouses, villas, garden houses... The construction area is 1.77 ha/7.86 ha (construction density is only about 27%). Therefore, the project ofMinh Khang Trading Co., Ltd.is expected to be a complex urban area creating a highlight in the North of Vinh city.
But until 2014, the project of the LLC-TMMinh Khanghas undergone 4 planning adjustments. Specifically, the first planning adjustment was on September 1, 2010, in Decision No. 4283/QD.UBND-XD; the second planning adjustment was on April 13, 2013, in Decision No. 1335/QD.UBND-XD; the third planning adjustment was on April 8, 2014, in Decision No. 1376/QD.UBND-XD; the fourth planning adjustment was on September 24, 2014, in Decision No. 4764/QD.UBND-XD.

There is a coincidence in the planning adjustments, that is, the construction area of public works and social welfare works decreased, while the land area for low-rise housing construction increased. In an inspection report, it was pointed out that, compared to the first planning adjustment decision (Decision No. 4283/QD.UBND-XD), to the fourth planning adjustment decision (Decision No. 4764/QD.UBND-XD), the public land area decreased by 15,270 m2, adding 56 more plots of land; bringing the total number of plots of land in this project to 295.

More sadly, Decision No. 4764/QD.UBND-XD dated September 24, 2014 was determined to be the last time the competent authority approved the planning adjustment for the project invested by Minh Khang Trading Co., Ltd. However, Minh Khang Trading Co., Ltd. continued to “adjust” the project, and also in the direction of reducing the construction area of public works and social welfare works to increase the land area for housing construction.
This is the truth that is currently present in the project of Minh Khang Trading Co., Ltd. A report by the authorities also confirmed this when reporting to the Provincial People's Committee that at the project of hotel complex, supermarket, pharmaceutical business, medical equipment and housing, Minh Khang Trading Co., Ltd. signed 278 capital contribution contracts with individuals for 324 plots of land!
