Developing Ky Son based on properly assessing potential and focusing on people's lives

On the afternoon of March 13, within the framework of the program of visiting and working in Ky Son district, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the working delegation worked with the leaders of Ky Son district.

The report of Ky Son district at the meeting said: The economic growth rate of the district in 2018 reached 6.9%, the budget revenue in the area reached 20,382.7 billion VND, the average income was 21 million VND/person/year.

In addition to the traditional agricultural crop structure, Ky Son district focuses on directing the mass planting of high-quality hybrid rice varieties such as: Japonica, N97 sticky rice, Thien Uu 8 pure rice and BT 52 sticky rice with a yield of 58 quintals/ha. The main specialty plants and animals are: taro, green squash, Mong melon, ginger, bo bo, black pigs, black chickens... Livestock farming continues to develop. The total herd of cows is more than 38,600 (on average each household has 3-4 buffaloes and cows); the model of fattening cattle for goods in Nam Can, Huoi Tu, Muong Long, Na Ngoi communes brings high income.

Ky Son is one of the poorest and most disadvantaged districts in the country; natural area of ​​209,484 ha, accounting for 12.69% of the natural area of ​​the whole province; border line length of 203,409 km.

Ky Son has strategic importance in terms of national defense and security and is the western gateway of the province. The district has Nam Can International Border Gate, many small-scale border crossings and 52 km of National Highway 7A running through it, which is an advantage in economic, cultural and social development with lowland districts as well as neighboring Laos. The whole district has 21 communes and towns (20 communes benefit from Program 135 and Resolution 30a of the Government), including 11 border communes; population 78,860 people, of which: Kho Mu ethnic group accounts for 36.4%; Mong ethnic group accounts for 33.4%; Thai ethnic group accounts for 26.1%; Kinh and Hoa ethnic groups account for 4.1%. The current poverty rate of the district is 50.9%.

Ky Son's "urgent" proposals

At the meeting, the leaders of Ky Son district proposed that the province have a mechanism to support the repair of landslides and areas at high risk of landslides in My Ly, Muong Ai, Muong Tip communes and Muong Xen town; pay attention to arranging funds to repair the Vietnam - Laos border patrol road that has been eroded in many places after recent storms and floods; have solutions to speed up the survey and construction of the Muong Xen - Ta Do - Khe Kien road (the investor is the Department of Transport) when the slow progress of this project and the prolonged time have affected the lives of people in Muong Tip and Muong Ai communes.

In addition, Ky Son district also proposed to the Chairman of the Provincial People's Committee to approve and allocate funds to move the Muong Xen Town Primary School and Kindergarten to a new location at the Vocational School and the town's Secondary School to ensure the safety of students and teachers when the rainy season comes, because the current location of the two schools (Muong Xen Town Primary School and Kindergarten) is very low, almost every year it is flooded.

Developing specialty plants and animals; ensuring traffic infrastructure

Speaking at the meeting, delegates acknowledged the efforts of Ky Son district in the context that this is the most difficult locality in Nghe An. The district has built a number of new economic models, contributing to changing the production mindset of the people.

According to Director of the Department of Science and Technology Tran Quoc Thanh, with its special climate and soil, Ky Son district is very suitable for developing specialty plants and animals, especially medicinal plants. In fact, currently in the communes of Na Ngoi and Muong Long, with the attention of the provincial Department of Science and Technology, businesses and localities, the model of medicinal plants continues to be expanded, and will soon be replicated for households to participate.

Regarding the issue of traffic infrastructure development, the representative of the Department of Transport said that the Department will coordinate with the locality to build bridges across the Nam Non River to expand Muong Xen town to the North. Comrade Hoang Phu Hien - Director of the Department of Transport also proposed that the Provincial People's Committee have a mechanism and support funding to clear some landslide and congested traffic routes in Ky Son. Regarding the Muong Xen - Ta Do - Khe Kien traffic route, the Director of the Department of Transport said that currently the Central Government has only allocated 40 billion VND, so the Department has only been able to implement one bidding package, and will soon proceed to asphalt 7 km. The Department of Transport is also trying to find other sources to invest in overcoming the situation.

The delegates also agreed to study and have a mechanism to support Ky Son district in moving Ky Son Kindergarten and Primary School to a new location due to frequent flooding (to the Vocational Training Center after the center merged with the district's Continuing Education Center). The delegates also proposed a number of solutions to overcome the landslide at Block 4, Muong Xen town, noting that Ky Son district should study and include it in Program 30a to have timely funding to resolve the issue.

In addition, the issues of economic development associated with forest protection and development, forest planning and contracting, reviewing and re-evaluating production land funds to ensure people's livelihoods were also proposed by delegates to Ky Son district.

Locating potential advantages for development; focusing on people's livelihood

Speaking at the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy acknowledged and commended the efforts of Ky Son district in socio-economic development, maintaining national defense and security, and protecting forests; sharing the difficulties of Ky Son district, the Chairman of the Provincial People's Committee requested the district to comprehensively and scientifically re-evaluate the targets of the Resolution of the District Party Congress for the 2015-2020 term to use as a basis for efforts to find solutions to continue implementation.

Reposition the district's potential and advantages to find solutions for economic development. That is to identify local specialty plants and animals to have a suitable direction. The Chairman of the Provincial People's Committee suggested that Ky Son district needs to have a scientific view on the development of medicinal plants in the area. Focus on overall and detailed planning to determine the growing areas of different medicinal plants. Closely coordinate with the Department of Science and Technology to implement medicinal plant development programs, upgrading from model to mass, creating conditions for people to participate.

Regarding national defense and security, there should be a close coordination mechanism between the armed forces in the area. Continue to promote the coordination regulations between Ky Son district and districts of Laos.

The district continues to review forest types so that the authorities can adjust and approve the planning, thereby creating land for production for the people. In addition, improving people's livelihoods by taking advantage of developing economic models under the forest canopy.

The Chairman of the Provincial People's Committee hopes that the Party Committee, government and Fatherland Front of Ky Son district will continue to promote the spirit of solidarity and unity in the entire political system, preparing human resources for the upcoming Party Congresses at all levels.

Regarding the proposals of Ky Son district on the issue of urgent evacuation of people from flooded and landslide areas in the communes of Muong Tip, Muong Ai, My Ly and Muong Xen town, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that this is an urgent issue, affecting people's lives, so he agreed with the district to build a temporary settlement area, in case of an incident, people will be evacuated immediately.

Regarding the repair of the eroded Vietnam - Laos border patrol road, the Chairman of the Provincial People's Committee requested the district to make a detailed report, on the basis of which the Provincial People's Committee will propose to Military Region 4 and ask for opinions from the Ministry of National Defense.

Agreeing and approving the policy of moving Muong Xen Town Primary School, the Chairman of the Provincial People's Committee requested the district to send a document to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, clearly stating that this is an urgent matter, and at the same time proposing funding options for the relocation...
