Director of Department of Education and Training dialogues with teachers and workers

There are still many problems and difficulties at the grassroots level.

This is the second time the Education and Training sector has organized a dialogue conference with teachers and workers, and the first time with districts in the delta region. At the dialogue, many opinions from schools and Departments of Education and Training were sent to the school.

In which, focus much on the problemteacher shortage, especially teachers in preschools and primary schools. Meanwhile, in education departments, activities face many difficulties due to insufficient staffing.

Regarding this issue, Mr. Nguyen Tat Tay - Head of the Department of Education and Training of Do Luong district said: For 14 years now, Do Luong district's secondary school has not recruited teachers but still has a surplus of secondary school teachers, while primary school is lacking and is unable to recruit teachers, especially when the new regulation requires a university degree.

Most recently, the department had 8 quotas for primary school teachers but only recruited 4 teachers. As for the education department, the department only has 3 positions and 8 secondments. This makes the department's operations very difficult and fluctuates frequently. Previously, the Nghe An Education Department also sent a document requesting the Ministry of Home Affairs to add more than 7,400 positions, but so far they have not been added, causing difficulties for the organization of teaching and learning in schools.

At the conference, many opinions from teachers from disadvantaged communes of Anh Son and Tan Ky districts also expressed concern, as they are currently in the "interchange" phase to consider recognition of particularly difficult areas. Meanwhile, many boarding schools are dependent on state subsidies. From 2021, if these schools are not located in priority areas, organizing boarding schools will no longer be feasible.

Regarding the dialogue conference, the Education Trade Union previously collected opinions from officials, teachers, and workers in the four districts of Do Luong, Anh Son, Thanh Chuong, and Tan Ky.

Thereby, there were 52 recommendations related to financial issues and policies for cadres, teachers, workers, organizational work, cadres, professional work, emulation and rewards and some other issues such as:Use of software in schools, regulations on school transfers in units under the Department of Education and Training, forms of assessment and ranking for school years...

Prioritize the arrangement of teaching staff

At the dialogue conference, with an open and frank spirit, representatives of the departments of the Department of Education and Training directly answered questions and opinions of teachers. Some opinions beyond the scope of the sector were also received and synthesized to send to relevant departments and branches.

Speaking at the conference, comrade Kha Van Tam - Chairman of the Provincial Labor Federation acknowledged and highly appreciated the dialogue program organized by the Education sector. That demonstrated the concern, responsibility and spirit of learning and listening to the grassroots.

With its responsibility, the Provincial Federation of Labor will continue to accompany the industry to organize dialogue activities and coordinate to promptly remove obstacles and difficulties, ensuring the rights of workers at the units. After this conference, the Chairman of the Provincial Federation of Labor also hopes that, for the benefit of workers, many other dialogues will be organized at the grassroots level.

Concluding the dialogue program, Director of the Department of Education and Training Thai Van Thanh shared the difficulties and shortcomings. Based on the opinions of the teachers, the Director of the Department also proposed solutions for the coming time. That is to continue to advise to request additional staff for the Education sector.

At the same time, the coming time willre-planning school network, especially gradually merging small-scale schools and remote schools to improve educational efficiency. This is also the basis for the industry to re-plan its staff and professional issues...

Regarding the issue of teachers, the Department's leaders also affirmed that the province and the industry have always paid attention, especially to training and improving the quality of teachers in preparation for the replacement of textbooks and new general education programs.

However, the Department also hopes that in the coming time, school principals and teachers must change their thinking and innovate teaching methods. In addition, localities also need to pay attention to considering teachers as the number 1 factor determining the success of the innovation process, promptly praising and rewarding teachers with many initiatives and achievements in teaching.

Through this conference, the Director of the Department of Education and Training said: This is an important channel for the education sector to grasp the reality from the grassroots. Thereby, with its responsibility, the Department will take the opportunity to direct the authorities at all levels and related departments and branches to gradually advise and remove difficulties so that education work becomes more and more effective and achieves the set goals.
