Director of Nghe An Department of Home Affairs announced the solution to arrange redundant commune-level officials and civil servants.
(Baonghean.vn) - On the morning of July 13, the 7th Session of the 18th Nghe An Provincial People's Council held a discussion in the hall. Regarding the opinions of delegates in the field of Home Affairs, Comrade Nguyen Viet Hung - Director of the Department of Home Affairs clarified a number of related contents.

There are still officials and civil servants who are slow to do their work and forget their work.
Regarding the results of the province's administrative reform in the first 6 months of the year. The head of the Nghe An Department of Home Affairs said: According to the announcement of the Government's Steering Committee for Administrative Reform, Nghe An's Administrative Reform Index (PAR Index) in 2021 ranked 17/63 provinces and cities, up 1 place compared to 2020.
The satisfaction index of people and organizations with the services of State administrative agencies (SIPASP) ranked 35/63 provinces, cities and towns, up 13 places compared to 2020.
According to the announcement of the United Nations Development Program in Vietnam in 2021, the Provincial Governance and Public Administration Performance Index (PAPI) in Vietnam ranked 15th out of 63 provinces and cities.
“All these indicators demonstrate the high determination of the Party Committee and government from the province to the grassroots level; of the departments, branches, localities and units,” said the Director of Nghe An Department of Home Affairs.

However, according to comrade Nguyen Viet Hung, through inspection, two issues emerged: there are still cadres and civil servants in some units who are slow in doing their work and forgetful due to both subjective and objective factors.
Second, there is still a situation where officials, civil servants, and public employees are late for work and absent when they need to handle procedures for people.

In the first 6 months of the year, the Department of Home Affairs presided over and advised on the organization of administrative reform inspections at 6 units; at the same time, it organized interdisciplinary inspection teams to inspect the implementation of discipline and administrative discipline, thereby conducting surprise inspections at 8 units. After each inspection, there were notices to let the units know the advantages and disadvantages, and after a period of time, the inspected units also reported on the correction and handling.
The Director of Nghe An Department of Home Affairs also said: The unit has advised the Provincial People's Committee to analyze indicators related to the province's administrative reform work in 2021 to clearly assess the advantages and disadvantages.
FOCUS ON ARRANGEMENT AND HANDLING REDUNDANCY STAFF
In addition, according to the opinion of the delegate, the arrangement of surplus commune officials and civil servants in the province has encountered certain difficulties in the past time. This is due to the implementation of Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government regulating the number of commune-level officials and civil servants (further reducing the number of commune-level officials and civil servants by 2 people per commune) and implementing the policy of bringing regular police to communes and towns (each commune reduces 1 person).

The Director of Nghe An Department of Home Affairs said: Currently, Nghe An has reduced 143 redundant officials and civil servants. To arrange the remaining redundant officials and civil servants, the Department of Home Affairs has advised the Provincial People's Committee to direct the implementation of solutions such as: Continuing to arrange other jobs, recruiting from commune-level civil servants to district-level civil servants; orienting to transfer to other units and continuing to streamline.
With these solutions, we strive to basically complete the arrangement of redundant commune-level cadres and civil servants by 2024. “This is very difficult, the Department of Home Affairs requests that local Party committees and authorities continue to coordinate in handling this issue,” said comrade Nguyen Viet Hung.
