Supervise training and human resource development in Quynh Luu

The delegation monitored training and human resource development activities in Quynh Luu district from 2015 to 2020. The delegation visited the Center for Continuing Education - Vocational Education and the Bac Nghe An College of Economics and Technology.

Currently, Quynh Luu district has nearly 167,000 people of working age, accounting for 60% of the district's population; there are 2 vocational training facilities and 33 community learning centers.

From 2015 to 2020, more than 27,800 rural workers in Quynh Luu district received vocational training. Of which, 930 workers were supported to learn vocational training under the Project 1956 policy; 24,860 people were employed after graduation, reaching a rate of over 90%. During the period, the whole district also had more than 5,800 people trained to work abroad for a limited period.

In recent times, the District People's Committee has directed vocational training institutions to develop training programs by studying the requirements of enterprises for workers in terms of professional knowledge and skills to make appropriate adjustments in training content. At the same time, educational institutions have closely followed the goals, linked with the socio-economic development program, and the economic restructuring of the locality to have reasonable training programs.

Quynh Luu district leaders also pointed out some difficulties, shortcomings and limitations such as: Training quality has been improved but has not met the requirements of employers, especially foreign-invested enterprises. Enrollment still faces many difficulties, coordination between educational institutions in orientation, streaming and career counseling for students has not achieved high results; the teaching staff and facilities serving vocational training in the area are still lacking. In addition, it is recommended that provincial departments and the Provincial People's Committee soon have a plan to put the second facility of Bac Nghe An Economic - Technical College into operation, in order to improve the quality of vocational training in the area, meeting the requirements of the current practical stage.

The comrades participating in the monitoring delegation frankly exchanged and discussed a number of contents related to vocational training and employment for workers such as: Quality, team of vocational teachers, current vocational training costs; efficiency of workers having jobs after vocational training. In addition, the members of the monitoring delegation also requested Quynh Luu district to clarify issues related to State management of vocational training and labor management in the area; vocational training rate; enrollment scale, plans, targets for training occupations; payment of allowances for guest teachers.

Speaking at the monitoring activity, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi pointed out a number of shortcomings in the vocational training work in the past time of Quynh Luu district and requested the District People's Committee and educational institutions to coordinate with relevant sectors, departments and units at the provincial level to connect businesses to have a strategy to invest in training occupations with the right focus, key points and scope; overcome the situation of both lack and excess of facilities between the two vocational training establishments; enhance the role of the functional sectors from the province to the district to diversify training occupations, ensure quality, and meet current job requirements.

At the same time, the district leaders and the Department of Labor, War Invalids and Social Affairs studied whether it was necessary to merge the Bac Nghe An College of Economics and Technology and the Center for Vocational Education and Continuing Education to propose to the province for consideration and decision.
