As of May 2013, Cluster 2 (6 districts) had 307 grassroots party organizations (TCCS), including 146 party members and 161 grassroots party cells, 2,128 affiliated party cells with more than 31,000 party members, accounting for 18.3% of the party members in the province. Although there are still some difficulties in socio-economic development, in general, the Standing Committee and Party Committees at all levels in the cluster have effectively implemented the proposed Directives and Resolutions. Regarding the implementation of Resolution 4 of the Central Committee (11th tenure), out of a total of 46 contents and urgent issues that need to be done after the review conference, Que Phong has completed 6/10 tasks, Quy Chau has basically completed 7/7 tasks, Quy Hop is directing the implementation of 5/5 tasks, Thai Hoa has completed 9/9 tasks, Nghia Dan has completed 5/6 tasks, Tan Ky has completed 9/9 tasks; The grassroots Party committees of 6 districts and towns have proposed 1,535 tasks, of which 916 have been completed and 619 are being implemented.

Implementing Resolution 09 of the Provincial Party Committee “On improving the leadership capacity and fighting strength of grassroots party organizations”, the Party Committees of districts and towns have built a number of pilot models on party building and organization work; improved the quality of party cell activities; innovated the party's leadership methods towards the People's Council and mass organizations...; continued to implement the Central and Provincial Guidelines on reviewing and supplementing the cadre planning for the 2010-2015 term, developing the cadre planning for the 2015-2020 term, and rotating leaders and managers for the 2010-2015 term.
In the first 5 months of the year, the Cluster admitted 476 party members; 51 party members from 4/6 districts were disciplined... At the conference, through their speeches, in addition to stating some of the work done in the past 6 months, representatives of districts and towns boldly pointed out some shortcomings, limitations, and obstacles in personnel work and policies for grassroots cadres; causes and solutions. On the basis of receiving and synthesizing, the Provincial Party Committee's Organizing Committee answered and explained a number of questions and issues within its authority; at the same time, received a number of recommendations and proposals beyond its authority to submit to the central government for early consideration and decision./.
