(Baonghean.vn) - As planned, the North-South Expressway Eastern section Nghi Son - Dien Chau will be completed in July 2023, and the Dien Chau - Bai Vot section will be completed in May 2024.

On the morning of April 22, the Government Steering Committee for the implementation of the North-South Expressway Construction Project in the East held an online meeting with relevant provinces and cities.

At the Government headquarters, comrade Le Van Thanh - Member of the Party Central Committee, Deputy Prime Minister, Head of the Steering Committee chaired the meeting.

At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Co-chairing was comrade Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. Also attending were leaders of a number of relevant departments, branches and localities.

BASIC PROGRESS GUARANTEE

The project to build a number of expressway sections on the North-South Eastern route in the period of 2017-2020 (phase 1) has a total length of 652.86 km, divided into 11 component projects (3 PPP investment projects and 8 public investment projects). The 15.2 km long Cao Bo - Mai Son component project was put into operation in early 2022.

According to the Ministry of Transport, the site clearance work has been basically completed, reaching 100% of the compensation work. However, some technical infrastructure works have not been relocated; within the compensated area, there are still problems and obstacles along a total length of about 2.6 km.

Total completed construction volume to date is about VND 20,087.13 billion/VND 56,742.4 billion, equivalent to 35.4% of contract value.

Of which, 4 projects completed in 2022 have an average output of 53.4% ​​of the contract value; 4 projects completed in 2023 have an average output of 31.6% of the contract value; 2 projects completed in 2024 have an average output of 6.4% of the contract value.

Regarding Nghe An province, the Nghi Son - Dien Chau section is 50 km long, started on July 2, 2021, and is scheduled to be completed in July 2023. The output to date has reached 26.5% of the contract value, meeting the plan.

The Dien Chau - Bai Vot section is a project implemented under the PPP form, 49.3 km long, started on May 22, 2021, and is scheduled to be completed in May 2024. In the past, the progress of this project was slow, mainly due to difficulties in arranging credit capital for investors. The credit contract was not signed until February 12, 2022.

The Ministry of Transport has requested the investor to adjust the construction schedule and mobilize additional construction teams to compensate for the delay. Currently, the output of the Dien Chau - Bai Vot section has reached 3.23% of the contract value, meeting the adjusted plan. In the coming time, the Ministry of Transport will continue to closely monitor the progress and have drastic solutions to ensure the project's completion schedule.

The meeting also heard a progress report on the implementation of the North-South Expressway construction project in the Eastern region for the period 2021 - 2025 (phase 2), including the sections Ha Tinh - Quang Tri (267 km), Quang Ngai - Nha Trang (353 km) and Can Tho - Ca Mau (109 km), with a total length of about 729 km, passing through 12 provinces and cities, divided into 12 independently operated component projects.

The implementation progress to date is being carried out in accordance with the schedule in Resolution No. 18/NQ-CP dated February 11, 2022 of the Government on implementing Resolution No. 44/2022/QH15 dated January 11, 2022 of the National Assembly on investment policy for construction projects.

PUTTING PROJECT QUALITY FIRST

Concluding the meeting, Deputy Prime Minister Le Van Thanh highly appreciated the participation of localities, demonstrating the unity from the Central to the local level for this key national project. Thereby, the Deputy Prime Minister wishes to continue promoting the participation and companionship of the entire political system. Based on the general situation, the Deputy Prime Minister assessed that the results achieved in the past month, as well as the overall implementation period, are going well.

However, compared to the requirement to complete the entire route by 2025 of nearly 1,400 km, the workload is very large; therefore, Deputy Prime Minister Le Van Thanh suggested that localities must innovate with new methods and approaches; contractors and project management boards must also innovate, mobilize maximum equipment, human resources, and work overtime to carry out the work.

With that goal, the Deputy Prime Minister requested that localities focus on resolving the issue of providing construction materials.

Along with that, in phase 1, the Ministry of Transport continues to request project management boards to review the progress of the project; review equipment and construction personnel according to the capacity of contractors. Consultants, project management boards, and the Ministry of Transport pay special attention to the quality of the highway; put the quality of the project first.

For phase 2 of the project, localities will focus on implementing site clearance, land use planning, surveying, measuring, counting, implementing resettlement area construction and continuing to receive the next boundary markers. Therefore, the Deputy Prime Minister requested localities to focus on striving to complete in accordance with the spirit of the Government's target markers to hand over the site on schedule to serve the project construction.

In particular, the Deputy Prime Minister also noted the need to manage the land well, mobilize and propagate the people, and assign tasks to the entire political system to avoid the situation where after the lines are drawn and the landmarks are handed over, problems such as construction and tree planting begin to arise on the land. Localities also need to proactively coordinate with consultants, project management boards and the Ministry of Transport to identify mines and dumping sites.

At the meeting, the Deputy Prime Minister also assigned specific tasks to relevant localities to implement phase two of the project to meet the set schedule.
