Limitations from the fact that civil servants and public employees still hold many concurrent jobs

On the morning of March 14, the Provincial National Assembly Delegation conducted a monitoring program at the People's Committee of Tan Son Commune and the People's Committee of Do Luong District on the work of receiving people and handling complaints and denunciations. Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation was the head of the delegation. The monitoring delegation included representatives of the National Assembly, People's Council, Provincial Fatherland Front Committee; and a number of departments and branches of the provincial internal affairs sector.

Surveying in Tan Son commune, Do Luong district, the leader of Tan Son commune People's Committee informed about the methods and results of implementing the work.tcitizen reception, resolving complaints and denunciations in the commune from July 1, 2016 to July 1, 2021. During the 5 years, the leaders of Tan Son Commune People's Committee have periodically received citizens every month according to regulations. Specifically, 30 complaints, denunciations and reflections from the people have been received and resolved, only 1 petition case about land disputes in Hamlet 5 is in the process of being resolved.
In addition to the steps taken according to regulations, affirming that the work of receiving citizens has contributed to promptly resolving concerns and concerns, helping to stabilize the situation at the grassroots level, the People's Committee of Tan Son commune also pointed out the limitations, causes and proposed a number of recommendations to improve the effectiveness of receiving citizens and resolving complaints.denounce.

Accordingly, one of the reasons for the limitations is that the arrangement of cadres and civil servants to handle and resolve petitions also has to take on many other tasks, so sometimes they are not thorough and timely. Some cases are prolonged because citizens send petitions to higher levels.
Party Secretary of the communeTan Sonsaid that the most effective way to resolve complaints and denunciations at the local level is dialogue and reconciliation, in which the government plays a key role in connecting and propagating, explaining legal policies to the people for consensus. And judicial officials have an important supporting role in advising and resolving cases related to petitions, complaints and denunciations. Besides, in reality, although the locality has a schedule for receiving citizens every Thursday, people reflect and complain not according to the prescribed time but according to the actual events and subjective wishes. Therefore, the commune People's Committee officials are often flexible to receive people's reflections, even on holidays or outside of working hours.

The members of the monitoring delegation also raised a number of concerns at the grassroots level in order to improve the effectiveness of handling complaints and denunciations at the local level, such as: facilities, application of information technology, classification of petitions and sources of petitions received, etc.
Difficult to handle false accusations
Working with the People's Committee of Do Luong district, the National Assembly delegation received and discussed the situation of receiving citizens and resolving complaints and denunciations in the district over the past 5 years from 2017 to present. During this time, all levels of the districtDo Luong3,052 citizen receptions were conducted, 3,070 cases were resolved, of which the district level received and resolved 1,867 cases, of which 1,570 were periodically received by citizens. The complaints and denunciations that citizens in Do Luong district reflected mainly focused on issues related to land, policies and mechanisms, and some other minor issues.
The representative of the People's Committee of Do Luong district also said that in the process of receiving citizens and resolving complaints and denunciations, there are still difficult situations in which citizens make false complaints and denunciations but do not stop their behavior; or false denunciations that have been responded to and resolved but are still not accepted and continue to complain... Some working contents of provincial departments and branches at the grassroots level still overlap, and recommendations for more appropriate adjustments are made.

To ensure effective citizen reception and resolve public concerns, the People's Committee of Do Luong district has conducted 24 meetings.inspectresponsibilities of the Chairman of the Commune People's Committee in complying with the law on receiving citizens, handling complaints and denunciations and preventing corruption associated with the inspection of the implementation of public duties and tasks of civil servants and public employees. Regarding the recommendations sent to the Provincial National Assembly Delegation regarding mechanisms, policies, and legal regulations in receiving citizens and handling complaints and denunciations, the People's Committee of Do Luong district has no content to reflect.

Through discussions at the monitoring session, Ms. Thai Thi An Chung acknowledged the positive results in the work of receiving citizens and resolving complaints and denunciations in Tan Son commune and Do Luong District People's Committee. The monitoring and survey information of the National Assembly Delegation will be compiled and reported to the National Assembly Standing Committee to prepare for the work of amending and supplementing related draft laws.
