Locomotive of economic growth
The growth rate in the first 6 months of 2019 reached 9.07%, higher than the growth rate over the same period of 3 years (2016, 2017, 2018) of 8.4%; 8.7% and 9% respectively; higher than the growth rate of the province (7.09%).
The city has 396 newly established enterprises and more than 1,000 individual business households have been granted new business licenses.
Budget collection work has been focused on leadership, focusing on exploiting land funds, collecting arrears, and preventing revenue loss in all fields. The total budget revenue of Vinh city in the first 6 months is estimated at 980 billion VND, an increase of 35% over the same period.

Although the city's economy has grown quite well, it is still lower than the target of 12.5% - 13.5% for the 2016 - 2020 period and has not had a breakthrough; there are still problems of revenue loss, tax evasion, and tax arrears.
The 1/2,000 scale zoning plan has not been completed; the clearance of encroachments on traffic safety corridors and urban sidewalks has not met requirements; environmental sanitation work and ensuring green, clean, and beautiful landscapes in some places are not good.
The implementation of investment and construction of some projects is still slow; site clearance work still has many obstacles, affecting the progress of investment and construction of key projects, such as: Project to build Vinh - Cua Lo connecting road phase 1; 72m road from Quan Bau intersection to Xo Viet Nghe Tinh Avenue.

The settlement of collective housing areas is not good, there are still 20 collective housing areas that have not been resettled or cleared; the issuance and exchange of land use right certificates is slow; the implementation of tasks after receiving people, resolving complaints, denunciations and petitions about land is still slow, people are still not really satisfied, leading to the situation of prolonged petitions.
The direction and management of some units lacks determination and innovation; discipline and administrative discipline are not strictly implemented in some places, especially at the commune level.
To ensure the completion of socio-economic targets and tasks in 2019, Vinh City People's Committee emphasized 9 tasks and solutions at the end of the year. Therein, focusing on removing difficulties to promote economic growth; performing well the task of revenue collection, strictly managing budget expenditure; strengthening urban and land management, speeding up the progress of construction investment, compensation, site clearance; strengthening State management in all fields, continuing to promote administrative reform, strengthening discipline, administrative discipline, public service discipline in performing the tasks of socio-economic development, national defense and security.
