Provincial People's Council supervises the implementation of social protection policies in Do Luong

The delegation conducted a field survey, consulted with a number of social protection beneficiaries, and listened to the leaders of Giang Son Dong Commune People's Committee report on the situation and results of implementing social assistance policies for social protection beneficiaries.

From 2016 to 2021, Giang Son Dong commune has 23,049 beneficiaries of monthly social security benefits, with a total amount of VND 8,755,920,000; funeral support for 61 beneficiaries, with a total cost of VND 321,000,000; card issuance for 22,149 beneficiaries; rice support for famine relief during the crop gap and Lunar New Year for 626 people, a total of 1,125 kg of rice.

The monitoring team requested the commune to clarify: Reviewing beneficiaries in the commune; managing and monitoring changes (increase, decrease) in the number of beneficiaries; clarifying the reasons for late payment of benefits to beneficiaries in some years, especially in November and December; and managing beneficiaries' records.

Through examining the records, the delegation pointed out a number of points in the records that need attention, such as: Records management is unscientific, lacking information; the list of recipients of money still has subjects who have not received it but the reason has not been explained...

Explaining and clarifying further with the Monitoring Team, the representative of Gang Son Dong Commune said that the records of monitoring the increase and decrease of subjects were closely monitored, ensuring compliance with regulations. Regarding the implementation of the records, there was a lack of information, the Commune would like to accept and correct it to ensure better management and storage of records.

At the Provincial Social Protection Center, the Supervisory Delegation visited, encouraged and gave gifts to social protection beneficiaries, surveyed the facilities, care and nurturing situation of the beneficiaries and worked with the center.

Through monitoring, it shows that the implementation of social protection policies has been properly implemented by the Center's leaders and many practical activities have been organized to care for and nurture the beneficiaries (calling for support, sponsorship, organizing labor and production activities, etc.).

The reception of subjects into the center is ensured in accordance with regulations; violations since 2015 have been basically corrected. However, through reports as well as through checking records and books on the implementation of protection policies for subjects at the center, the Working Group requested the center to pay more attention to the work of archiving records and clarifying charitable contributions of organizations and individuals for social protection subjects.

On the same afternoon, the Supervisory Delegation of the Provincial People's Council's Culture and Social Affairs Committee worked with the People's Committee of Do Luong district. Through supervision, it was shown that the district-level government has paid attention to leading and directing the implementation of regulations on social assistance policies for social protection beneficiaries.

From 2016 to 2021, Do Luong district had 54,725 beneficiaries of monthly social security benefits, with a total amount of 215,330,270,000 VND; funeral support for 1,509 beneficiaries, with a total cost of 8,084,100,000 VND; card issuance for 20,423 beneficiaries, with a cost of 13,823,817,300 VND; rice support for famine relief during the harvest season and Lunar New Year for 5,837 households, with a total of 151,710 kg of rice, and emergency assistance due to natural disasters for 01 beneficiary, with an amount of 5,000,000 VND.

However, the implementation of social assistance policies for social protection beneficiaries in Do Luong district has some shortcomings and limitations such as: the work of receiving and processing applications for social protection beneficiaries is sometimes slow, and the checking and reviewing of documents in the files is not strict.

The management of subjects, updating the increase/decrease of subsidy coefficients for subjects due to age, subjects transferring to receive social insurance benefits is sometimes not timely; the supervision and urging of subsidy payment for subjects in communes and towns is not regular, so some subjects have not received monthly subsidies as prescribed. Regarding the budget source, the province and district balance to pay commune subsidies have certain difficulties, especially in the context of the Covid-19 pandemic.

The monitoring team acknowledged the results that Do Luong district has achieved in organizing the implementation of policies for social protection beneficiaries from 2016 to 2021. At the same time, it requested the District People's Committee to regularly review and promptly guide the commune level to review, approve records, and pay benefits to beneficiaries; publicly and transparently implement the review and payment of benefits; promptly update the increase and decrease of beneficiaries; review records and related data to ensure strictness and consistency of data between the commune and the district, between the district and departments and branches. Regarding the difficulties and problems that the district reported, the monitoring team will accept and give opinions to the Department of Finance to remove difficulties for the grassroots./.
